HOUSING AND REDEVELOPMENT AUTHORITY MEETING
April 22, 2025
I. CALL TO ORDER.
Chair Webster called the meeting to order at 9:15 p.m.
II. ROLL CALL.
Present: Chair Webster, Commissioners Doolan, Elnagdy, Jenson, and Randle.
Absent: None.
Also Present: Executive Director Charlie Yunker.
III. APPROVAL OF APRIL 22, 2025, H.R.A. AGENDA.
Motion by Commissioner Jenson, seconded by Commissioner Elnagdy, to approve the April 22,
2025, Housing and Redevelopment Authority Agenda as presented.
Motion carried 5-0.
IV. CONSENT AGENDA.
A. H.R.A. Meeting Minutes of February 1
Motion by Commissioner Jenson, seconded by Commissioner Doolan, to approve the Consent
Agenda as presented.
Motion carried 5-0.
V. PUBLIC HEARINGS — NONE.
VI. GENERAL POLICY BUSINESS OF THE H.R.A.
A. HRA Resolution 25-05 — Approving the Contract for the Removal of Underground
Storage Tanks and Site Cleanup at 3803 Stinson Boulevard (Former Bear Stop Filling
Station).
Executive Director Yunker reviewed the bids were received for the Underground Storage Tank
System and Fuel Island Canopy Removal at the Former Bear Stop at 3803 Stinson Boulevard.
The bids were opened and read aloud. Five bids were received. The bids were checked for
mathematical accuracy and tabulated. The low bid was submitted by Rachel Contracting LLC
(Rachel) of St. Michael, Minnesota in the amount of $59,100. Staff recommends the HRA
consider these bids and award a contract in the amount of $59,100 to Rachel based on the results
of the bids received. The work should be completed by the end of May.
Commissioner Elnagdy asked what criteria is used when selecting the lowest responsible bid.
She noted Rachel Contracting has horrific reviews online. Some of their numbers seem crazy
compared to the numbers from the other contractors. She asked if there is a mechanism for re-

evaluating the lowest bidder. Mr. Yunker stated WSB looks at the bids and the City trusts their
judgment. If a bid does not meet the standard, they are not considered.
Commissioner Doolan asked what state the site will be left in when the work is done. Mr.
Yunker stated it will be a compacted fill with the canopy removed.
Motion by Commissioner Doolan, seconded by Commissioner Randle, to HRA Resolution 25-05
— A Resolution Approving the Contract for the Removal of Underground Storage Tanks and Site
Cleanup at 3803 Stinson Boulevard (Former Bear Stop Filling Station) to Rachel Contracting
LLC in the amount of $59,100.
Motion carried 4-1 (Elnndy).
