ANTHONY CITY COUNCIL REGULAR MEETING MINUTES JULY 22, 2025 I. CALL TO ORDER. Mayor Pro Tern Jenson called the meeting to order at 7:00 p.m. IL PLEDGE OF ALLEGIANCE. Mayor Pro Tern Jenson invited the Council and audience to join him in the Pledge of Allegiance. III. ROLL CALL. Present: Mayor Pro Tem Jan Jenson, Mayor Webster (Online), Councilmembers Lona .Doolan, Nadia Elnagdy, and Thomas Randle. Absent: None. Also Present: City Manager Charlie Yunker, Assistant City Manager Ashley Morello, Police Sergeant Jim South, VillageFest Representative Julianne Hunter, and Liquor Operations Manager Mike Larson. Others Present: None. CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING ITEMS. IV. APPROVAL OF DULY 22, 2025 CITY COUNCIL MEETING AGENDA. Motion by Councilmember Randle, seconded by Councilmember Doolan, to approve the City Council Meeting Agenda of July 22, 2025, as presented. Motion carried 5-0. V. PROCLAMATIONS AND RECOGNITIONS. A. Night to Unite Presentation. Police Sergeant South reviewed that St. Anthony has had Night to Unite Block Parties for 17 years. This year's event is on August 5, 2025. There are currently 34 block parties registered. Registration is still open until July 29. B. Night to Unite Proclamation. The City Council read the Night to Unite Proclamation in full, proclaiming August 5, 2025, as Night to Unite Day throughout St. Anthony Village. VillageFest Presentation. Ms. Hunter reviewed VillageFest will be held August 1-2, 2025. VillageFest is a large and long- standing community event that involves several events in different areas of the City and requires support from the City's Public Safety departments as well as Public Works. Staff anticipates that coordination requests will be reasonable and consistent with past celebrations. The 2025 Schedule of Events was provided for City Council review. Councilmember Doolan thanked Ms. Hunter and the entire committee for their hard work on VillageFest. Mayor Pro Tem Jenson also thanked all. Mayor Webster thanked Ms. Hunter for her leadership of the event. Councilmember Randle stated it will not rain this year. VI. CONSENT AGENDA. A. Approve July 8, 2025, Council Meeting Minutes. B. License and Permits. C. Claims. D. Resolution 25-051 — Approving; the Use of Central Park for a Special Event on August 1- 2, 2025. E. Resolution 25-052 — A Resolution Approving a Franchise Extension Agreement. F. Resolution 25-053 — Requesting Approval to Work Outside City Construction Activities Hours. G. Resolution 25-054 — Authorizing Rejecting; All Bids for the Roof Replacement at the Municipal Liquor Stores and Public Works Facilities. Motion by Councilmember Elnagdy, seconded by Councilmember Doolan, to approve the Consent Agenda items. VII. PUBLIC HEARING - NONE. VIII. REPORTS FROM COMMISSION AND STAFF - NONE. IX. GENERAL BUSINESS OF COUNCIL. A. 2025 Liquor Operations Mid -Year Report Motion carried 5-0. City Council Regular Meeting Minutes July 22, 2025 Page 3 1 Liquor Operations Manager Larson reviewed a PowerPoint presentation of the mid -year report 2 for St. Anthony Village Liquor Operations. He reviewed Convenient Locations, Mission 3 Statement, Vision Statement, The Value of Municipal Liquor Operations, The Value of St. 4 Anthony Village Wine and Spirits, Conditions Through June 2025, January — June 2025-2024 5 Sales and Profit Comparison, 2025 Sales Projection, 2025 Net Income Projection, 2025 6 Accomplishments, 2025 Q1 and Q2 Accomplishments, Where We Are Now, and Looking 7 Ahead to 2026. Further information on the Liquor Operations can be found at SAVMN.COM. 8 9 Councilmember Randle commented that lower numbers were bound to happen. He stated the 10 liquor operations in St. Anthony are great. 11 12 Councilmember Doolan agreed, and she recognized how well Mr. Larson knows the business. 13 She appreciates his leadership. 14 15 Mayor Pro Tem Jenson stated he agrees with other comments and commended Mr. Larson on 16 having actions identified. Liquor sales are declining, and THC product sales are increasing. Mr. 17 Larson stated that the average number of products at each sale is skyrocketing. 18 19 Mayor Webster stated she is grateful for Mr. Larson sharing that alcohol trends are decreasing 20 and THC products are increasing. This data is not surprising. 21 22 X. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 23 24 City Manager Yunker had no report. 25 26 Councilmember Randle stated he provided an update from the last Sister Cities meeting. He 27 reviewed the schedule for the visitors from Salo, Finland. 28 29 Councilmember Doolan stated on July 14 that she attended the Silver Lake Homeowners 30 Potluck. On July 15, she attended the League of Minnesota Cities workshop on Land Use 31 Decision Making. On July 16, she attended the Met Council Land Use Advisory Commission 32 Meeting. On July 18, she attended a meeting in Columbia Heights. Yesterday, she attended the 33 "Skip the Small Talk" event at Hayden Grove. She thanked Village Gardeners for their work in 34 preparation for VillageFest. She also thanked Public Works for their assistance. 35 36 Councilmember Elnagdy had no report. 37 38 Mayor Pro Tem Jenson stated that on July 10, he attended the Ramsey County Local League of 39 Government Subcommittee Meeting. On July 11, he attended the St. Paul Regional Waterworks. 40 On July 16, he attended the Northeast Youth and Family Services Finance Committee Meeting. 41 42 Mayor Webster thanked Mayor Pro Tem Jenson for leading the meetings in June and July. She 43 thanked the Council for sending her a plant and to Councilmember Randle for delivering a rib 44 dinner. She thanked Councilmember Doolan for attending the community events she was unable 45 to attend. COMMUNITY FORUM - NONE. No one appeared to address the City Council. XII. INFORMATION AND ANNOUNCEMENTS - NONE. A. Future Agenda Items The next Regular Council Meeting will be held on August 12, 2025. XIII. ADJOURNMENT. Motion by Councilmember Doolan, seconded by Councilmember Randle, to adjourn the July 22, 2025, City Council Meeting.
