CITY COUNCIL REGULAR MEETING MINUTES
NOVEMBER 25, 2025
I. CALL TO ORDER.
Mayor Webster called the meeting to order at 7:00 p.m.
II. PLEDGE OF ALLEGIANCE.
Mayor Webster invited the Council and audience to join her in the Pledge of Allegiance.
III. ROLL CALL.
Present: Mayor Webster, Councilmembers Lona Doolan, Nadia Elnagdy, Jan Jenson, and
Thomas Randle.
Absent: None.
Also Present: City Manager Charlie Yunker, Assistant City Manager Ashley Morello, Fire Chief
Diaz, and Deputy Fire Chief Mattie Jaros.
Others Present: None.
CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE
FOLLOWING ITEMS.
IV. APPROVAL OF NOVEMBER 25, 2025 CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Jenson, seconded by Councilmember Doolan, to approve the City
Council Meeting Agenda of November 25, 2025, as presented.
Motion carried 5-0.
V. PROCLAMATIONS AND RECOGNITIONS.
A. Fire Prevention Poster Winners
Deputy Fire Chief Mattie Jaros presented the 2025 Fire Prevention Poster Contest Winners. The
theme for 2025 was Sprinkler Your Home for a Fire Safe Zone. Deputy Chief Jaros reviewed the
Fire Department Community Programs and School Outreach. The 2024 winners from St.
Anthony Village were Claudia Sieve and Liliana Klement. They both received honorable
mention at the State level.
The winners for 2025 were 01 Place - Gretta Carlson, Wilshire Park, 31 Place — Felicity
Johnson, St. Charles, 2nd Place — Beatrice Lawson, Wilshire Park, and 1st Place — Louisa
Albrecht, Wilshire Park. Photographs were taken with the certificate presentations by Fire Chief
Diaz. Mayor Webster and the Council congratulated all the winners.

The dates and locations for "Santa on the Fire Truck" were provided by Deputy Chief Jaros. This
is the 37 b year of collecting toys for "Toys for Tots".
Mayor Webster announced on Wednesday, December 10', that all 4th-6th graders in Minnesota
can apply to be Mayor for the Day. Any student who wants to write an essay will be invited to
come to Council Chambers to read their essays, which will be forwarded to the State-wide
competition.

C. Claims.
Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve the
Consent Agenda items.
Motion carried 5-0.
VII. PUBLIC HEARING - NONE.
VIII. REPORTS FROM COMMISSION AND STAFF - NONE.
IX. GENERAL BUSINESS OF COUNCIL.
A. Ordinance 2025-07 — Amending Multiple Sections of Chapter 33 Relating to Sewer
Charge Rates, Water Rates, and Storm Water Facilities Charges.
City Manager Yunker reviewed the first reading, and a public hearing was held on November 11,
2025. There were no recommended changes to the draft ordinance from the first reading. The
key principles forming the rate adjustments are:
• Align revenues with the actual cost of service delivery.
• Promote transparency in the methodology behind rate setting and adjustments.
• Maintain structurally balanced operations.
• Support the continued ability to:
o Deliver safe and reliable drinking water.
o Effectively collect and treat sanitary sewer flows.
o Manage and treat stormwater runoff in compliance with environmental standards.
Councilmember Doolan asked about the stormwater rates and suggested that, during goal setting,
we discuss adjustments for property owners who install Best Practices. City Manager Yunker
agreed it will be added to the agenda for goal setting.

1 Staff recommends approval of the second reading of Ordinance 2025-07. Also provided for
2 Council consideration were Utility Fund Summaries, Rate Survey, Long -Range Utility Revenue
3 Plan, and Ordinance 2025-07.

5 Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve Second

B. Resolution 25-077 — Supporting_a Statewide Ban on the Future Sale and Transfer of
Military Style Assault Weapons and High -Capacity Magazines.
City Manager Yunker reviewed that the City Council is requested to adopt a resolution to
support a statewide ban on the future sale and transfers of military -style assault weapons and
high -capacity magazines. At the October 14, 2025, City Council Meeting, members of the public
spoke during the Community Forum regarding gun violence, particularly related to its impact on
school -aged children.
Mayor Webster stated on November 10 that she attended a meeting with other Mayors to discuss
Gun Violence in Minnesota. This resolution will provide Council's support for a Statewide Ban
on Future Sale and Transfer of Military -Style Assault Weapons and High -Capacity Magazines.
Councilmember Jenson commented that this emphasizes the assault type of weapons, military
grade style of weapons and states there should be better controls on the sale of these types of
weapons.
Councilmember Elnagdy stated her position supports this resolution.
Councilmember Doolan stated she is in support of this resolution and shared some background
information on her life in Montana. She provided feedback she had received from residents
during door -knocking. She has done a lot of research on this topic and provided some statistics.
Councilmember Randle stated he has no issues with restricting these types of weapons. He thinks
that until the root problem is solved, people are going to find a way to get these weapons.
Anything helps. He is skeptical that this will make a dent in the problem.
Mayor Webster thanked Councilmember Randle for his comments. Every year, letters are sent to
the families of students reminding them of gun safety. She has worked in the school system for
many years and provided information on training provided by the Police Department, along with
the frequency of drills being done in the schools. She fully supports this resolution.
Motion by Councilmember Doolan, seconded by Councilmember Elnagdy, to approve
Resolution 25-077 — Supporting a Statewide Ban on the Future Sale and Transfer of Military -
Style Assault Weapons and High -Capacity Magazines.

The resolution was read in full by the Mayor and Councilmembers.
Mayor Webster announced on Saturday, December 6, that there will be an event in Mounds
View to discuss the next steps.
X. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
City Manager Yunker had no report.
Councilmember Randle had no report.
Councilmember Doolan stated on November 12, she attended the Minnesota Cities Climate
Coalition Meeting. On November 17, she attended the Ramsey County 20'h Anniversary of
Active Living. On November 18, she attended the MWMO Board Meeting. She attended the
ribbon -cutting for Nothing But Bundt Cakes.
Councilmember Jenson stated on November 13 that he attended the Ramsey County Local
League of Governments Climate Action Working Committee Meeting. On November 19, he
attended the Northeast Youth and Family Services Finance Committee Meeting.
Councilmember Elnagdy had no report.
Mayor Webster stated on November 14, she attended an event at Cub Foods, where they were
recognized as a 2025 Outstanding Disability Employer from Partnership Resources. On
November 17, she attended a meeting with Ramsey County Mayors along with City Manager
Yunker. On November 17, she also attended the Work Session, where candidates were
interviewed for the Commissions. On November 24, she met with Councilmember Jenson to
consolidate comments on City Manager Yunker's evaluation.
XI. COMMUNITY FORUM - NONE.
No one appeared to address the City Council during Community Forum.
XII. INFORMATION AND ANNOUNCEMENTS.
A. Future Agenda Items.
The next Regular Council Meeting will be held on December 9, 2025.
Councilmember Doolan announced that Saturday, November 29, is Small Business Saturday in
City Hall from 10:00 a.m. to 4:00 p.m.
