CITY COUNCIL REGULAR MEETING MINUTES
MARCH 10, 2026
I. CALL TO ORDER.
Mayor Webster called the meeting to order at 7:00 p.m.
H. PLEDGE OF ALLEGIANCE.
Mayor Webster invited the Council and audience to join her in the Pledge of Allegiance.
III. ROLL CALL.
Present: Mayor Webster, Councilmembers Lona Doolan, Nadia Elnagdy, Jan Jenson, and
Thomas Randle.
Absent: None.
Also Present: City Manager Charlie Yunker, Assistant City Manager Ashley Morello, Finance
Director Deborah Maloney, Public Works Director Jeremy Gumke, and City Engineer
Justin Messner.
Others Present: None
CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE
FOLLOWING ITEMS.
IV. APPROVAL OF MARCH 10, 2026 CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Doolan, seconded by Councilmember Randle, to approve the City
Council Meeting Agenda of March 10, 2026, as presented.
Motion carried 5-0.
V. PROCLAMATIONS AND RECOGNITIONS.
A. Tibet Day Proclamation.
Mayor Webster and Councilmembers proclaimed March 10, 2026, as Tibet Day throughout St.
Anthony Village. The Cities of St. Anthony Village, Columbia Heights, New Brighton, and
Richfield are partnering with the Tibetan American Foundation to co -plan Tibet Fest to be held
on May 10, 2026, at Long Lake Regional Park.

Program.
Motion by Councilmember Jenson, seconded by Councilmember Elnagdy, to approve the
Consent Agenda items.
Motion carried 5-0.

VIII. REPORTS FROM COMMISSION AND STAFF - NONE.
IX. GENERAL BUSINESS OF COUNCIL.
A. Finance Annual Report.
City Finance Director Mahoney reviewed a PowerPoint presentation including the Finance
Mission Statement, Finance Overview, Finance Staff, Pathway to the 2026 Levy, Core
Accounting Functions, Collaborations, Technology Improvements, Long -Term Financial
Management, and Staff Recognition. The full Finance Annual Report can be found on the City's
Website. Assistant Finance Director Trent Sax participated in the PowerPoint presentation
reviewing the Finance Staff, Core Accounting Functions, Collaborations, and Technology
Improvements.
Councilmember Randle stated he trusts the process and that the City is in good hands.
Councilmember Doolan asked when Devan is retiring, and Ms. Mahoney stated that the date had
not been set. Councilmember Doolan stated Devan has been very helpful.
Councilmember Jenson agreed, and he likes the way the presentations have evolved to be clearer
and more transparent.
Councilmember Elnagdy stated she trusts the process and the staff.
Mayor Webster stated at the Nine North Board Meetings that she hears very good comments
about the St. Anthony Finance Department. She noted that all the staff are very talented and
helpful.
B. Public Works Annual Report.
Public Works Director Jeremy Gumke reviewed a PowerPoint presentation including the Public
Works Mission Statement, Public Works Department, Street Maintenance Division, Salt and Salt
Brine: 2020-2025, Parks Maintenance Division, Ice Skaters, Utilities Division, Watermain
Breaks and Service Leaks 2017-2024, Vehicle Maintenance Division, 2025 Engineering
Coordination, 2025 Sustainability Coordination, Community Engagement & Service, Staff

Councilmember Randle stated the Public Works Department does a great job.
Councilmember Doolan stated that street -sweeping is great, along with the snow plowing. She
asked about the ash tree remediation. Mr. Gumke stated they did a lot in the first year with the
grant funding.
Councilmember Jenson stated he likes the way the presentation shows who does what in the
department.
Councilmember Elnagdy stated she has not experienced potholes in the City in a long time. She
appreciates what the department does for the City.
Mayor Webster thanked Mr. Gumke for his leadership.
C. Engineering Annual Report.
City Engineer Justin Messner reviewed a PowerPoint presentation, including the WSB
Consulting City Engineer, 2025 Notable Accomplishments, Roadway Projects: Working with
our Partners, and Water Service Line Inventory Update. The full Annual Engineering Report can
be found on the City's Website. EIT — Assistant City Engineer Project Manager Katie Koscielak
was also present. Both Justin and Katie are WSB employees.
Ms. Koscielak reviewed the Pedestrian Safety Improvements, Central Park Improvements, Mill
and Overlay Improvements, and Street Reconstruction.
Councilmember Randle noted that for many years, he did not understand the road improvement
projects. It is a good policy for the City to continue to monitor the infrastructure and make
improvements when necessary. The age and risk of the infrastructure are prioritized.
Councilmember Doolan stated that the planning is excellent.
Councilmember Jenson asked about lead pipes and asked where the evaluation went. Mr.
Messner stated it is from the home to the street. They look at the public and private portions.
There is grant assistance for replacing those materials on the private side.
Councilmember Elnagdy asked about the 700+ homes that didn't answer the survey. Is there a
way to get more responses? Mr. Messner stated there will be another round of surveys once the
next round of grants is released.
Mayor Webster thanked Justin and Katie for their presentation and the relationship that has
developed with City Staff.

X. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
City Manager Yunker had no report.
Councilmember Randle had no report.
Councilmember Doolan stated on February 26 that she attended a Zoom call with MPCA on
Data Centers. On March 10, she attended the MWMO meeting.
Councilmember Jenson had no report.
Councilmember Elnagdy had no report.
Mayor Webster stated on March 2 that she attended the Tibetan Foundation Meeting. On March
4, she attended a meeting with the Safe Cities Coalition. She also attended the community
IFTAR at the High School. On March 9, she attended the Regional Council of Mayors Meeting.
She and Mr. Yunker also attended the Nine Cities Meeting yesterday.
The next Connect with the Council event will be held at the Community Center on Saturday,
March 28, 2026, from 9:30 — 11:30 a.m. in the Multipurpose Meeting Room.
XI. COMMUNITY FORUM.
Dr. Bibi Neumann appeared before the City Council. She submitted written comments through
the portal. At the February 24 meeting, her questions were not included in the minutes. She
asked how questions submitted are tracked and how residents can follow when these questions
are responded to. She read in full a written statement.
XII. INFORMATION AND ANNOUNCEMENTS.
A. Future Agenda Items.
The next Regular Council Meeting will be held on March 24, 2026.
XIII. ADJOURNMENT.
Motion by Councilmember Randle, seconded by Councilmember Doolan, to adjourn the
meeting.
The Regular Meeting of the City Council was adjourned at 8:30 p.m.
