43 C. Resolution 26-026 — Authorizing Funding for Phase I of Police Department Renovations.

45 Police Chief Jeff Spiess reviewed the St. Anthony Police Department building, which is 30 years
46 old and lacks the ability to adequately support the requirements of 21 st Century Policing. With

the contract for policing services to the City of Falcon Heights, the size of the department has
grown from 24 to 33 full-time employees. This increase has exacerbated the current lack of space
and functionality, requiring an immediate need for a repurpose of space and, soon, considerable
expansion. Pictures of some of the current conditions were provided.
Three bids were received for Phase 1 of the renovation and expansion project, which is a mild
repurposing of space. This includes increasing the size of the squad room to accommodate the
needs of more patrol officers and the addition of office space for a detective and a community
engagement officer. The front office will also be refreshed to accommodate the addition of an
office support specialist position. This will result in a reduction in storage space and personal
offices for patrol sergeants and does not include any furniture.
The lowest responsible bid was received from Greiner Construction of Minneapolis and includes:
Squad Room & Offices $149,898
Front Office Area $26,574
Staff recommends authorization to contract with Greiner Construction to complete these projects
as described.
A PowerPoint presentation was reviewed in detail.
Councilmember Jenson stated he is in favor of the proposal.
Councilmember Doolan stated she supports moving forward with this project.
Mayor Webster stated she supports moving forward.
Motion by Councilmember Jenson, seconded by Mayor Webster, to approve Resolution 26-026 —
A Resolution Authorizing Funding for Phase 1 of Police Department Renovations.
Motion carried 3-0.
X. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
City Manager Yunker noted today was the last day for the Public Works Superintendent Josh
Moellman.
Councilmember Doolan stated on March 11 that she attended Day on the Hill. On March 16, she
attended the Ramsey County Active Living Meeting. On March 19, she met with the Met
Council Land Use Advisory Commission.
Councilmember Jenson stated on March 11 that he attended Day on the Hill. On March 12, he
attended the Ramsey County Local League of Governments CLAW Meeting via Zoom. On
March 13, he attended the Ramsey County 911 Center Tour. On March 14, he attended
Communication with the Council at Wilshire Park. On March 18, he attended the Northeast

Youth and Family Services Finance Meeting. On March 20, he attended the Ramsey County
Local League of Government Board Meeting.
Mayor Webster stated on March 11 that she attended the Day on the Hill. On March 12 she had a
phone conversation with Chad Weinstein. On March 19, she attended a virtual meeting with the
Minneapolis Federal Reserve and also the NineNorth Board Meeting. On March 23, she and
Councilmember Doolan hosted Connect with the Council at the Kensington.
XI. COMMUNITY FORUM.
Dr. Bibi Neumann referred to the resolutions on the Liquor Store Cannabis Project, Police Grant,
and Police Department Renovation. She read a written statement with questions.
Mr. David Borton appeared regarding assault weapons. He provided an update on legislation.
Mr. Kiwanis Vilella is Senior Program Mgr. of Metro Youth Diversion Center. He described the
programs and his experience. He spoke against gun violence.
Mr. Carl Newman spoke regarding the police department renovations and policing of Falcon
Heights.
Dr. Neumann appeared again regarding the police training grant, retention, broader staffing
strategy, and renovations. She also mentioned the minutes did not include all of her comments.
XII. INFORMATION AND ANNOUNCEMENTS.
The next session of Connect with the Council is Saturday in the multi -purpose room.
A. Future Agenda Items.
The next Regular Council Meeting will be held on April 14, 2026.
XIII. ADJOURNMENT.
Motion by Councilmember Doolan, seconded by Councilmember Jenson, to adjourn the meeting.
The Regular Meeting of the City Council was adjourned at 9:35 p.m.
