RESOLUTION 26-036
A RESOLUTION COMMITTING TO A COMPLETE STREETS APPROACH FOR
PEOPLE OF ALL AGES AND ABILITIES
WHEREAS, the City of Saint Anthony Village's 2025 Strategic Plan identified development of
an Active Transportation Plan as a priority action; and
WHEREAS, the City of Saint Anthony Village received a grant from the Minnesota
Department of Transportation (MnDOT) to develop an Active Transportation
Action Plan which includes a vision for "a safe, connected, sustainable, and
equitable active transportation network that promotes mode choice, improves
quality of life and environmental outcomes, and serves people of all ages and
abilities; and
WHEREAS, during community engagement for the Action Transportation Action Plan,
participants identified the following ways to improve safety and comfort for
people who walk, bike and roll: limited bike infrastructure, challenging street
crossings, a desire for improved public transit, a need for more sidewalks, traffic
and speeding concerns, and desire for better connections to parks, schools and
businesses; and
WHEREAS, the Active Transportation Action Plan identified opportunities to improve safety
and comfort for people of all ages and abilities to walk, bike and roll safely along
and across roadways owned and operated by the City of Saint Anthony Village,
Hennepin County and Ramsey County; and
WHEREAS, Hennepin County adopted an updated Complete and Green Streets policy in 2023
to "provide a safe transportation network that offers strong connections through
multiple modes, respects the environment and improves the health and quality of
life for all who live, work or visit here; and
WHEREAS, Ramsey County approved an All -Abilities Transportation Network Policy in 2016
that "ensures that the most vulnerable users of the transportation network are
always considered first during transportation planning and implementation" as
well as an All -Abilities Transportation Plan; and
WHEREAS, MnDOT has adopted a Complete Streets Policy and Complete Streets Handbook
that provides guidance on how to implement and comply with the requirements of
the policy.
NOW THEREFORE BE IT RESOLVED that the City Council of City of Saint Anthony
Village, Minnesota hereby commits to supporting a Complete Streets approach to planning,
design and implementation of street projects, including resurfacing and reconstruction projects,
by prioritizing the mobility and safety needs of vulnerable road users including those who walk,
bike or roll to their destinations; and
BE IT FURTHER RESOLVED that the City Council of the City of Saint Anthony Village
supports the use of street design best practices including the MnDOT Complete Street
Handbook, the pedestrian and bicycle chapters of the MnDOT facility design guide and the
NACTO urban street design guide; and
BE IT FURTHER RESOLVED that the City Council of the City of Saint Anthony Village
commits to working with partners including Hennepin County, Ramsey County and MnDOT to
identify opportunities and funding to implement the recommendations of the Active
Transportation Action Plan.
