CITY OF SAINT ANTHONY VILLAGE <br />RESOLUTION 26-040 <br />A RESOLUTION APPROVING A JOINT POWERS AGREEMENT BETWEEN THE <br />CITY OF SAINT ANTHONY VILLAGE AND THE MINNESOTA STATE <br />AGRICULTURAL SOCIETY FOR 2026 MINNESOTA STATE FAIR LAW <br />ENFORCEMENT SERVICES <br />WHEREAS, the Minnesota State Agricultural Society conducts the annual Minnesota State <br />Fair, which generates substantial regional public safety impacts including <br />increased traffic congestion, pedestrian activity, parking demand, calls for service, <br />and criminal activity; and <br />WHEREAS, the St. Anthony Police Department, acting as the contracted law enforcement <br />provider for the City of Falcon Heights, experiences direct operational impacts <br />associated with the Minnesota State Fair; and <br />WHEREAS, the Society has requested enhanced law enforcement services from SAPD during <br />the 2026 Minnesota State Fair; and <br />WHEREAS, the proposed Joint Powers Agreement establishes the terms under which SAPD <br />will provide enhanced patrol, traffic management, parking enforcement, <br />investigative, and administrative services during the period of August 27, 2026 <br />through September 7, 2026; and <br />WHEREAS, the Agreement provides for reimbursement by the Society to the City for actual <br />costs incurred for such services, in an amount not to exceed $49,812.84; and <br />WHEREAS, the City Council finds that entering into the Agreement is in the best interests of <br />the City and supports the maintenance of public safety services during the <br />Minnesota State Fair period. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Saint <br />Anthony Village, Minnesota, hereby approves the Joint Powers Agreement between the City of <br />Saint Anthony Village and the Minnesota State Agricultural Society for law enforcement <br />services related to the 2026 Minnesota State Fair and authorizes the Mayor and City Manager to <br />execute the Agreement on behalf of the City. <br />Approved this 26th day of May, 2026. <br />
