A RESOLUTION APPROVING A JOINT POWERS AGREEMENT BETWEEN THE
CITY OF SAINT ANTHONY VILLAGE AND THE MINNESOTA STATE
AGRICULTURAL SOCIETY FOR 2026 MINNESOTA STATE FAIR LAW
ENFORCEMENT SERVICES
WHEREAS, the Minnesota State Agricultural Society conducts the annual Minnesota State
Fair, which generates substantial regional public safety impacts including
increased traffic congestion, pedestrian activity, parking demand, calls for service,
and criminal activity; and
WHEREAS, the St. Anthony Police Department, acting as the contracted law enforcement
provider for the City of Falcon Heights, experiences direct operational impacts
associated with the Minnesota State Fair; and
WHEREAS, the Society has requested enhanced law enforcement services from SAPD during
the 2026 Minnesota State Fair; and
WHEREAS, the proposed Joint Powers Agreement establishes the terms under which SAPD
will provide enhanced patrol, traffic management, parking enforcement,
investigative, and administrative services during the period of August 27, 2026
through September 7, 2026; and
WHEREAS, the Agreement provides for reimbursement by the Society to the City for actual
costs incurred for such services, in an amount not to exceed $49,812.84; and
WHEREAS, the City Council finds that entering into the Agreement is in the best interests of
the City and supports the maintenance of public safety services during the
Minnesota State Fair period.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Saint
Anthony Village, Minnesota, hereby approves the Joint Powers Agreement between the City of
Saint Anthony Village and the Minnesota State Agricultural Society for law enforcement
services related to the 2026 Minnesota State Fair and authorizes the Mayor and City Manager to
execute the Agreement on behalf of the City.
