Request: 2050 Comprehensive Plan Planning
BACKGROUND
The City updates its Comprehensive Plan (Comp Plan) every ten years. The Comprehensive Plan is a
long-term planning document that cities used to plan for the next twenty years; in this case, cities are
planning their Comp Plan for what they envision for their community by the year 2050.
In the Twin Cities metro, comp plans are reviewed and approved by the Metropolitan Council every ten
years. On June 23, Metropolitan Council staff provided Council with an overview of the Comprehensive
Planning process. The materials discussed at the meeting can be found on the City’s website along with
the recording of the meeting.
For tonight’s meeting, Staff is seeking input from the group to identify preferred engagement and
outreach activities with the community for the development of the plan.
OVERVIEW
Metropolitan Council Plan Requirements
As the Metropolitan Council reviews and provides final approval for local plans, the Metropolitan
Council provides criteria to municipalities to address in their plans. As a frame of reference, staff has
included the City’s System Statement as well as the 2050 Minimum Requirements Checklist provided by
the Metropolitan Council. This information is provided to Council and Commission members to illustrate
the technical requirements of the plan that will be led by staff and a consultant.
Seeking Consultant Services
City staff will be seeking consultant services to lead the management and development of the City’s
2050 Comp Plan. It is common for cities to utilize a consultant for their Comp Plans. The consultant is
intended to guide the Comprehensive Plan in terms of project management, engagement and outreach,
drafting and Plan approval.
The City plans to have an agreement with a selected consultant in place by the end of 2026, with the
majority of the consultants’ activities, including engagement and plan development, to occur in 2027.
The feedback the group provides at this work session will inform the City’s request for proposals as the
City seeks consultant services.
2050 Comprehensive Plan Steering Committee
The City will have a Steering Committee that will meet regularly to provide oversight for the
Comprehensive Plan. The Steering Committee members are still to be finalized and will comprise of
members of the Council, the Parks and Environmental Commission, the Planning Commission, and
selected staff.
2040 Comprehensive Plan Outreach Activities
To help identify how the City should engage with the Community for 2050, the group may consider
engagement activities that occurred to develop the 2040 Comprehensive Plan, including:
Community Visioning Meeting: SWOT analysis
Wine Tasting Event at St. Anthony Wine & Spirits: mapping opportunities and destinations
ECFE class chats and Parent Council: listening sessions
St Anthony Village High School Key Club: listening sessions
Senior citizen/long-time residents: listening sessions
ADVANCE PLANbuilder workshop: workshop with City staff, Council, Commissions, other groups
MySidewalk: online forum
REQUEST
The request for this discussion is for the Council and Commissions to identified preferred engagement
for the development of the 2050 Comprehensive Plan. As a starting point, the group can consider the
following:
What type of events from the 2040 Comp Plan does the City want to consider for the 2050
Comp Plan?
What additional engagement should the City consider?
o Any specific areas of the City or groups?
What should digital engagement look like for the 2050 Plan
o Types of engagement (surveys, interactive mapping, etc.)
