RESOLUTION 26-064
A RESOLUTION APPROVING THE 2026 PUBLIC FINANCING POLICY
WHEREAS, the City Council of the City of Saint Anthony held a work session on April 28,
2026, to discuss the development of a Public Financing Policy intended to guide
the use of public financial assistance for redevelopment and development projects
within the City; and
WHEREAS, the City Council identified key objectives related to future redevelopment
projects, including the inclusion of affordable units in any new multi -family
developments; and
WHEREAS, City staff and the City's financial advisors worked collaboratively to refine a
standardized Public Financing Policy format commonly used by municipalities
and tailored it to incorporate the City's objectives, including requirements related
to affordability, job creation, and overall public benefit; and
WHEREAS, the draft Policy was reviewed and discussed at the June 9, 2026, City Council
work session, at which time the Council provided direction on key policy
additions; and
WHEREAS, per Minnesota Statutes I I6J.994, Subdivision 2, adoption of the Policy requires a
duly noticed public hearing; and
WHEREAS, a public hearing was held on September 22, 2026, at which all persons wishing to
speak were heard and all written comments were considered; and
WHEREAS, based on the public hearing, staff recommendation, and prior Council discussions,
the City Council has determined that adoption of the Public Financing Policy is in
the best interest of the City and provides a clear framework for evaluating future
requests for public financial assistance.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Saint
Anthony Village, Minnesota, approves the 2026 Public Financing Policy.
