Motion by Councilmember Randle, seconded by Councilmember Doolan, to approve the City
Council Work Session Minutes of August 10, 2026, as presented.
Motion carried 4-0.
2.Work Session Topics .
A.2026 Salo Sister City Exchange
Mayor Webster stated that the delegation to the Sister City of Salo, Finland, included herself,
Councilmember Doolan, and Fire Chief Diaz.
Mayor Webster opened by explaining the history of the Sister City program, noting that it has
been in place in St. Anthony since 1985. She reviewed the learning objectives for the exchange.
Mayor Webster provided a detailed itinerary of the delegation’s activities in the slides. She
stated that upon their arrival, they were immediately greeted by Salo's International Relations
Manager.
Councilmember Doolan noted that their arrival was celebrated with signage at City Hall. She
provided the Council with general information about Salo, including its location, population,
number of businesses, and primary industries. Councilmember Doolan expressed her
admiration for their marketing department and for their efforts to provide an alternative to busy
city life. She provided an overview of their meeting with the Mayor of Salo, and noted that her
role is more comparable to that of a City Manager. She stated that they also met the Economics
and Development Coordinator on this day, and participated in a gift-giving exchange that is
culturally significant in Finland. Councilmember Doolan provided an overview of the Finnish
governmental system, noting its 3 levels of governance: National, Regional, and Municipal. She
highlighted that the Salo City Council has 51 members, and that there are nine political parties in
parliament. She noted that they discuss Council items outside meetings due to the Council's
large size. Councilmember Doolan provided an overview of Salo’s recent struggles, including
the consolidation of municipalities, the closure of its largest employer, Nokia, and the transfer of
fire and rescue from the Municipality to the County. She also highlighted their prompt and well-

targeted responses to these struggles. Councilmember Doolan discussed the IoT Campus, the
former Nokia building the City purchased and repurposed to house small businesses. She noted
their quick payback timeline, paying off the building in three years. She praised Salo’s rapid
action, their marketing department, their attunement with community needs, and the City
partnership with private businesses.
Fire Chief Diaz noted that Salo is exploring adding residential areas to the IoT campus. He also
commented that they had good plans to comply with fire safety regulations. He discussed the
presentation Salo prepared on rescue and EMS services. He stated that they manage their
emergency services with five ambulances for 50,000 residents. Fire Chief Diaz noted that their
unique triage system helps accommodate the large population. He stated that they met with the
Regional Fire Chief and the Regional EMS Chief and noted that they have a staff of 35 members
per day. Fire Chief Diaz noted that Salo does not provide ambulances for all calls and
sometimes tells residents to take a taxi instead. He clarified that the professional on the phone
with the individual experiencing an emergency is trained to assess the situation and provide
guidance on how to handle it safely, with or without an ambulance. He informed the Council that
Salo has only one hospital, and it does not have a 24-hour Emergency Room, so if an
emergency occurs late at night, a resident may have to travel for over 45 minutes. He noted that
an ambulance ride costs only 25 Euros. Councilmember Doolan commented that Salo imposes
fines for false 911 calls. Fire Chief Diaz provided a slide with data on emergency calls, including
call counts, costs, and trends. He reviewed some of the challenges that are unique to Salo’s
emergency services department.
Mayor Webster discussed the Salo Sports Complex and informed the Council that Salo was
able to develop it significantly due to the tax revenue from Nokia. She highlighted how
accessible the space was for users of all ages and abilities, and discussed how adults had
custom workout routines saved on each machine, allowing for incredible individualization. Mayor
Webster noted Salo’s impressive community outreach to inform their future investments. She
overviewed some important points regarding the Health Center, such as its proximity to family
housing, low costs, and special events.
Councilmember Doolan informed the Council on how the Salo Waste-to-Energy plant works.
Waste is collected, incinerated, and the resulting steam is used to generate electricity and for
heating. She stated it is co-owned by the city and private waste partners. She noted that it is a
Federal policy in Finland that recyclable waste cannot be sent to the landfill, and that producers
are responsible for reusable and recyclable packaging. Councilmember Doolan highlighted
Finland’s flexible recycling costs and that only 2 percent of its waste is sent to the landfill.
Councilmember Randle expressed his admiration for Finland’s application of their political
views.
Fire Chief Diaz stated that he was not initially very excited about the Waste-to-Energy tour, but
he found it very informative and interesting.
Councilmember Doolan noted that they vote on Sundays in Salo and have an 80 percent voter
turnout for presidential races and a 60 percent turnout for all other elections. She highlighted
that they do not list their candidates by party.
Fire Chief Diaz stated that the delegation also toured the old capital, Turku. He commented that
this is where you would have to travel from Salo if you had an emergency overnight and needed
to go to the ER. He discussed a fire disaster in Turku, where 75 percent of the city was
destroyed. Fire Chief Diaz noted that it was evident that the Turku government took this event
into account when planning their current fire code to prevent similar events.
4
August 25, 2026 St. Anthony Council Work Session - 3
Councilmember Doolan reviewed the tour of the current capital, Helsinki. She provided some
context of the Swedish and Russian rule of Finland. She highlighted the extraordinary public
infrastructure for commuting, and the prioritization of pedestrians. Councilmember Doolan
informed the Council that they toured the Odee Library, which was a community space rather
than just a library. She noted that they had sewing machines, 3-d printers, video game consoles,
musical instruments, and more. She stated that Finland has long been ranked among the
happiest countries in the world.
Mayor Webster noted that all presentations were provided in English, and highlighted that
students learn English in Kindergarten, Swedish in third grade, and a fourth language in middle
school. She appreciated that the presenters, who have extreme technical knowledge in Finnish,
were able to present this information in English as well. Mayor Webster expressed gratitude for
the people who make the Sister City relationship possible. She stated she is looking forward to
the opportunity to host a delegation from Finland.
Councilmember Elnagdy asked, "If St. Anthony could have one thing from Salo, Finland, what
would it be?" Fire Chief Diaz said he would like to integrate the concept of a medically trained
community paramedic but noted it would require additional staff.
Mayor Webster stated that she appreciated Salo’s values of collective responsibility. She
emphasized their goals of innovation and improving the city for future generations. She
reminisced about their conversations with citizens from Salo about World War II, and discussed
Finland’s support of Ukraine. She appreciated Salo citizens’ sense of duty to others, both inside
and outside Finland. Councilmember Doolan reflected on how private and public groups work
together to deliver items that the community needs. She expressed a desire to be more direct in
targeting the types of businesses and industries that St. Anthony would like to see in their
community.
Councilmember Doolan provided a list of specific items the delegation appreciated in Salo,
Finland, that could be applied in St. Anthony, including an active approach to problem-solving,
collaborative and innovative mindsets, forward-looking partnerships, a regional approach to
rescue and EMS, public and private partnerships, surveying the population more heavily to see
what they would like to see from the City, and integrating a dynamic future into the 2050
Comprehensive Plan.
Councilmember Randle expressed that he felt the delegation did a good job summarizing their
visit.
Councilmember Doolan compared Salo’s transportation to the new Active Transportation Plan in
St. Anthony and noted that encouraging more outdoor transit for residents could increase
satisfaction.
