ANTHONY CITY COUNCIL REGULAR MEETING MINUTES MAY 14, 2013 CALL TO ORDER. Mayor Faust called the meeting to order at 7:00 p.m. PLEDGE OF ALLEGIANCE. Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance. ROLL CALL. Present: Mayor Faust; Councilmembers Gray, Jenson, Roth and Stille. Absent: None. Also Present: City Manager Mark Casey, City Engineer Todd Hubmer, Police Chief John Ohl, and Police Officer Jim South. CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING ITEMS. I. APPROVAL OF MAY 14, 2013, CITY COUNCIL MEETING AGENDA. Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City Council Meeting Agenda of May 14, 2013. Motion carried unanimously. I1. PROCLAMATIONS AND RECOGNITIONS - NONE. III. CONSENT AGENDA. A. Consider April 23, 2013, Council meeting minutes; B. Consider licenses and permits; C. Consider payment of claims; and D. Consider Resolution 13-039: a Resolution Accepting Donations and Grants for 2012 & 2013 for the City of St. Anthony Village. Mayor Faust noted the City is required to accept all donations and grants by resolution and recited the grants and donations received in 2012 and in 2013 to date totaling approximately $16,900. He expressed the City Council's thanks to everyone that provided a donation or grant. Motion by Councilmember Stille, seconded by Councilmember Roth, to approve the Consent Agenda items. IV. GENERAL BUSINESS OF COUNCIL. A. Resolution 13-040• a Resolution Accepting Salo Pond Water Quality Improvement Proiect Plans and Specifications and Ordering Advertising for Bids. Todd Hubmer. WSB & Associates. presenting. City Engineer Hubmer explained that Silver Lake has been listed as impaired by the Minnesota Pollution Control Agency (MPCA) for excess nutrients and the MPCA, in conjunction with the Rice Creek Watershed District, completed a TMDL study that indicates phosphorus needs to be reduced by 38.2 pounds per year. He indicated the State's water quality standard for total phosphorus is 60 parts per billion and the planned water quality treatment system at Silver Lake will improve water quality. He advised the State's standard for Chlorophyll A is 20 micrograms per million and Silver Lake has exceeded this standard in almost every year and needs to reduce algae production in the lake. He stated the State's goal for average water clarity is approximately one meter and over the last three years the City has achieved its water quality goal during the summer months but there were five years during which the City did not meet this goal. He explained the City is proposing to construct a chemical treatment system similar to the system used for treating drinking water where chemicals will be added to the lake that attach to phosphorus and the water is then filtered out with clean water coming into the south pond of Salo Park that gets flushed through to Silver Lake. He stated this treatment will achieve 90% of the TMDL goal of reducing 29 pounds of phosphorus per year. He indicated the project will be funded up to $150,000 by the MPCA as well as $50,000 by Rice Creek Watershed District and the remaining $100,000 being paid by the City. He stated the project will have ongoing maintenance costs of $15,000420,000 per year and will require first year operation costs for calibration and monitoring. He noted the City's obligation of $100,000 will come from the annual street reconstruction project because the project will meet permitting requirements and will allow the City to bank credits for future projects. He advised the City is working on final plans and specifications and bids will be awarded on June 25's with submission of bid plans and specifications to the MPCA for certification on June 26`x'. He stated most utility contractors are able to handle this type of project because it involves a system similar to a water treatment plant. He indicated construction is not going to start until October or November this year and the project will take five to six weeks. Councilmember Stille asked if there would be noticeable improvements after installation of the treatment system. City Engineer Hubmer replied that the City will see significant improvements in a five or six year time period after installation of the treatment system and as a result of the City's carp management program. Mayor Faust pointed out that these improvements are mandatory to meet State standards and the requirements of the Rice Creek Watershed District. City Council Regular Meeting Minutes May 14, 2013 Page 3 1 Motion by Councilmember Roth, seconded by Councilmember Jenson, to approve Resolution 2 13-040; a Resolution Accepting the Salo Pond Water Quality Improvement Project Plans and 3 Specifications and Ordering Advertisement for Bids. 4 5 Motion carried unanimously. 6 7 City Engineer Hubmer provided an update regarding the carp removal program stating the 8 program is being coordinated through and funded by Columbia Heights, New Brighton, Rice 9 Creek Watershed District, and the City. He advised that last week seine nets were used to net 10 seven fish and this week they were able to record six of the seven fish. He stated they will 11 continue to track the fish throughout the summer and will be doing another seining effort in two 12 weeks to capture more fish and to clip fins in order to provide an idea of the total mass of carp 13 taken out. He stated that based on observations there is a large carp population in the lake that is 14 impacting the ecology of the lake. He also provided an update regarding the 2013 street 15 improvement project stating that a newsletter was sent and removal of roadways will begin the 16 end of May. He advised the second lift of asphalt in the 2012 street improvement project will 17 occur next month and a newsletter will be sent regarding this. He asked residents to contact him 18 or Justin Messner with any unresolved issues so that they can be added to the punch list to make 19 sure the contractor completes the work. He also advised that a meeting is scheduled for next 20 week regarding the stormwater system on the south end of St. Anthony Village and mailings 21 have been sent to residents. 22 23 B. Summer Survival School Presentation. Police Chief John Ohl and Officer Jim South 24 presenting, 25 26 Officer South presented highlights from last year's Summer Survival School and stated this 27 year's program for P and 4'h graders will be held June 12-13 and will be expanded to include 28 Falcon Heights and Lauderdale and they are hoping to have 45 kids in the program. He 29 presented several photographs from the 2012 Summer Survival School, which included firearm 30 safety, severe weather safety, household chemical safety, intemet safety, bike safety, as well as a 31 presentation from the East Metro SWAT team, a K-9 demonstration, physical fitness awareness 32 that included an obstacle course, and a DWI presentation. He stated that Hennepin County 33 Medical Center brought an ambulance, the Fire Department provided a tour of fire trucks and 34 gear, and Xcel Energy provided a presentation on the dangers of electricity. He stated they are 35 going to be teaching CPR this year and will also be adding a kitchen safety component. He 36 thanked the City Council for its ongoing support of the Summer Survival School. 37 38 Mayor Faust expressed the City Council's thanks to Officer South for taking the initiative to put 39 together this program and commended him for his efforts in reaching out to other agencies. 40 41 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 42 43 City Manager Casey reported that the City's cleanup day on May 4`h had 243 cars compared to 44 168 last year and thanked all the community members who participated in the event. 45 City Council Regular Meeting Minutes May 14, 2013 Page 4 Councilmember Roth reported on his attendance at the April 30'h joint meeting with the School Board followed by the City Council work session. He also reported on his attendance at the May 9th Cable Communications Commission meeting in Councilmember Gray's absence. Councilmember Stille reported on his attendance at the April 30`h joint meeting with the School Board followed by the City Council work session. He also reported on his attendance at the City's cleanup day on May 0. 9 Councilmember Gray - no report. 10 11 Councilmember Jenson reported on his attendance at the April 27'h annual Sister City 12 international conference in Shoreview. He stated the organization was started by President 13 Eisenhower and now includes 136 countries, 2,000 communities, and 600 U.S. cities. He added 14 the organization is currently working on bringing the 2022 World's Fair to Minnesota. He also 15 reported on his attendance at the April 301h joint meeting with the School Board and referenced 16 an article in the April 28'h edition of USA Today that ranked St. Anthony Village High School as 17 the third best public school in the State. He also reported on his attendance at the April 30'h City 18 Council work session, the May 151 District #282 task force meeting to discuss school funding in 19 2014 and beyond, and the City's annual cleanup day on May 4th. He advised the Historical 20 Society is putting together a supplement regarding residents that served in WWII that will be 21 available for sale at Villagefest. 22 23 Mayor Faust reported on his attendance at the April 20 Green Step strategic planning meeting 24 to discuss next step for Green Step cities. He also reported on his attendance at the April 30'h 25 joint meeting with the School Board/City Council work session as well as the City's annual 26 cleanup day on May 4'h. He also reported on his attendance at the May 13th Regional Council of 27 Mayors meeting and the May 14'h MWMO Board meeting. 28 29 VIII. COMMUNITY FORUM. 30 31 Mayor Faust invited residents to come forward at this time and address the Council on items that 32 are not on the regular agenda. Hearing none, Mayor Faust moved forward with the agenda. 33 34 IX. INFORMATION AND ANNOUNCEMENTS - NONE. 35 36 X.
