7 Mayor Faust called the meeting to order at 7:02 p.m.

Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the Consent
Agenda items.
Motion carried unanimously.
IV. PUBLIC HEARING - NONE.
V. REPORTS FROM COMMISSION AND STAFF - NONE.
VI. GENERAL BUSINESS OF COUNCIL.
A. Northeast Youth & Family Services. Jerry Hromatka, NYFS President & CEO,
presenting.
Mayor Faust introduced Jerry Hromatka, NYFS President and CEO.
Mr. Hromatka thanked the City Council for the opportunity to present an update and stated that
NYFS serves people of all ages, but the primary population is 5-21 year olds. He advised they
changed the name of the organization to Northeast Youth & Family Services as a result of the
recent merger and changed the mission to "transforming lives today, creating a better tomorrow."
He discussed NYFS's three program areas including mental health, youth development, and day
treatment and stated that further information regarding all of the programs is on the website at
www.nyfs.org. He stated there has been an increase in mental health services in the school
setting and NYFS will need to partner much closer with the schools on that issue. He stated that

1 all residents of St. Anthony are assured of NYFS services regardless of their ability to pay and
2 for every dollar that is invested, NYFS has seen an approximate $4 return on investment. He
3 presented the 2012-2013 service summary and advised that 29 St. Anthony households received
4 services in 2012. He also discussed current trends including increased mental health issues,
5 achievement gaps, the ripple effect of the recession, and an aging population. He stated they are
6 also revisiting the current models to make sure programs are effective given the limited dollars
7 available. He advised that NYFS was recently awarded a contract for diversion services in
8 Ramsey County and they are also working with an organization that offers services for seniors,
9 including mental health services for seniors. He stated that NYFS partnerships include fifteen
10 communities, nine school districts, as well as the faith community and they are working hard to
11 reach out to businesses. He expressed appreciation for the City's continued support.

13 Mayor Faust stated the City has provided support to NYFS since the beginning and would
14 continue to support the organization as much as possible. He encouraged Mr. Hromatka to
15 contact the City Manager if there is some way the City can support the organization in terms of
16 visibility and increased awareness of NYFS programs. He expressed the City Council's thanks
17 to Mr. Hromatka and stated the City looks forward to continuing to work together in the future.

19 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

21 City Manager Casey indicated the City Council previously adopted a resolution in support of a
22 grant application to the Twins Community Fund and was pleased to announce that the City was
23 awarded $16,000, which will be used toward the dugouts and baseball field at Central Park. He
24 reported that on Saturday, January I I d', he had the privilege to speak at the one-year anniversary
25 of "Citizens for Sustainability," adding that this is an active, engaged group of residents working
26 with the City on a variety of sustainable initiatives. He stated the group is always looking for
27 people to participate and they meet on the second Saturday of each month at City Hall.

29 Councilmember Roth wished residents a Happy New Year. He reported on his attendance at the
30 Sister City meeting on January 12th. He stated the next meeting is on March 2nd at 7:00 p.m. at
31 City Hall and they are always looking for volunteers who want to participate. He advised that
32 FinnFest will be held in August and the location has not yet been finalized. He agreed to provide
33 further information including the date of the event when the details are confirmed.

39 Councilmember Jenson reported that the St. Anthony Historical Society is producing a WWII
40 book that should be available in February.

42 Mayor Faust reported on his attendance at the January 130i Regional Council of Mayors meeting.
43 He stated the Urban Land Institute's advisory board joined the meeting that included a
44 presentation by Professor Bill Melton from the State Board of Economic Advisors. He stated
45 that a representative from Greater MSP will be making a presentation to the City Council in the
46 near future about job growth. He also reported on his attendance at the January 14th MWMO
47 meeting and advised that Minneapolis City Councilmember Kevin Reich was elected Chair and

Fridley City Councilmember Jim Saefke was elected Vice Chair. He stated that MWMO is
funding a $1.2 million project at Edison High School to take water off the roof of the school and
put it onto the field. He added that the NFL provided $100,000 for this project and further
information is available on the MWMO website.
VIII. COMMUNITY FORUM.
8 Mayor Faust invited residents to come forward at this time and address the Council on items that
9 are not on the regular agenda. Hearing none, Mayor Faust moved forward with the agenda.

11 IX. INFORMATION AND ANNOUNCEMENTS.

13 Mayor Faust requested that the City Council recognize City staff and Community Services for
14 their efforts on the Adopt a Family program. He stated that ten families were served this year
15 for a total of $3,955 and represents a great effort by staff. He announced that the newsletter
16 came out last week and copies are available at City Hall or online. He expressed the City
17 Council thanks to staff for putting together an informative newsletter.
