18 A. City Engineer's Update

20 City Engineer Hubmer presented an update of the projects in St. Anthony Village.

22 City Engineer Hubmer reported the installer replaced approximately1200 meters to date and
23 anticipates completing the first appointments for all residential meters by the end of April. IIe
24 stated the contractor found 85 locations where foundation drains exist and anticipates the number
25 would grow as they continue the inspection and installation of meters.

27 City Engineer Hubmer reported the permanent location for the receiver is on the Pillsbury
28 Tower. He stated 600 of the 2007 first quarter bills were generated using the new water meter
29 and radio read system. He mentioned that residents who received the yellow cards are in
30 transition.

32 Councilmember Thuesen asked Mr. Hubmer if lie had a specific number of drains in mind or
33 assumed were in the community when the project began. He asked if a specific number of drains
34 were required to substantially reduce the I/I.

36 City Engineer Hubmer replied he anticipated 400-600 foundation drains would be found. He
37 stated at least 250 foundation drains are needed to conform to the Metropolitan Council's
38 surcharge rules. I -Ie stated residents are doing a very good job of converting to sump pumps.

40 Councilmember Thuesen asked Mr. Hubmer if he is confident that fixing the foundation drains
41 would help with the I/I issues.

43 City Engineer Hubmer replied he believed so because the clay tiles have been replaced over the
44 years as have the foundation drains.

46 Councilmember Stille asked why a local tower was not used for the receiving tower.

2 City Engineer Hubmer replied it is because this system had a larger transmitter in the homes that
3 could be read from a greater distance. He stated the receiver would be used for other utilities as
4 well and St. Anthony would not be the only user.

Councilmember Stille asked if St. Anthony paid a premium rent.
City Engineer Hubmer replied the City pays on a per -read basis.
City Engineer Hubmer commented it took four months to get the rights to the Pillsbury Tower
accepted and the location authorized.
Mayor Faust mentioned it took only 20 minutes for the installation at his house. He asked if this
was the standard time. Mayor Faust commented that he assumed everyone would receive
notification and scheduled timeframe.
City Engineer Hubmer replied 20 minute is typical; however, there are situations where it is
difficult to access the meter. He stated some internal plumbing issues that have occurred where
the installer must come back after the issues are fixed by the homeowner.
Mayor Faust stated it is fair to say that if a resident can see the meter it should be painless.
City Engineer Hubmer reported next on the Silver Lake Road Reconstruction Project. He stated
two meetings were held on April 5, 2007 to discuss the logistics of relocating the gas main and
undergrounding the overhead utilities along the Silver Lake Road corridor. He stated the utility
work is scheduled for July or August and would take three to four months to complete.
City Engineer Hubmer reported the second meeting was a stakeholders meeting to discuss the
construction staging and construction related traffic issues during the construction of Silver Lake
Road. IIe stated he wanted to make sure everyone was educated as to when and how long Silver
Lake Road would be closed and alternate locations to City Hall, Fire Department, and Police
Department.
City Engineer Hubmer commented he is still working with Hennepin County on the funding
structure.
City Engineer Hubmer encouraged residents and stakeholders to call the contact number to
resolve issues before they become large issues.
City Engineer Hubmer stated that on April 26, 2007, 6:30 an open house is schedule for Silver
Lake Road. He invited everyone living along Silver Lake Road to attend to see the landscaping
and restoration plan. He commented he is always interested in the concerns and comments of the
residents.

City Manager Morrison commented the County would attend the City Council meeting on May
22 or June 12, 2007 with information on the funding. Ile stated the open house would include
individuals from the City and the County to answer questions.
City Engineer Hubmer reported on the status of the 2007 Street and Utility Project, stating it
would begin construction on April 16, 2007 at 39t" Avenue, Roosevelt Street, Pahl Avenue, 27th
Avenue, and Highway 88 and Hillcrest Road.
City Engineer Hubmer reported a trenchless technology would be used on the alleys. He stated
the contractor would not be allowed to tear up both sides of the street, thus giving access to
residents and their homes.
City Engineer Hubmer stated a meeting was held with St. Charles Church to coordinate activities
and the logistics to house the construction trailer and materials. He reported they are also
working with homeowners groups to address access issues on Paul Avenue.
Mayor Faust asked Mr. Ilubmer to comment on the 2007 Construction Newsletter.
City Engineer Hubmer replied the newsletter was sent to City Council, residents being assessed
for the project, and the rental units involved, as there would be access issues during excavation.
He commented the School District, Police, Fire, and others involved with the project were
notified.
Councilmember Stille asked about the sidewalk in Phase III.
City Engineer Hubmer replied sidewalk portion might start earlier and changed to one of the first
projects. ITe explained there would be times when the utility crews overlap so the utilities would
be moved up.
Mayor Faust asked about keeping the crews working effectively.
City Engineer Hubmer replied that in years past conflicts with crews and delays existed. He
stated he would be working closely with the contractor to coordinate the most effective work
schedule.
City Engineer Hubmer reported on the progress of the Water Treatment Plant Upgrades Project.
He stated improvements to one of the two filter vessels had been completed and work on the
second vessel is scheduled to be on line in May. Ire reported that replacing the filters corrected
the Manganese problem in the water. Mr. Hubmer reported the flushing of hydrants would take
place in the next two weeks or so. He asked everyone to be aware that this stirs up the water.
City Manager Morrison commented Mr. Hubmer would come to the first City Council meeting
each month for the next three months to report on the status of all the projects. He indicated the
need for the updates would be reevaluated.

Mayor Faust stated he appreciated the updates because this is probably the largest public effort in
any one year.
4 City Engineer Hubmer reported on the City Resource Water Plan and GIS. He commented this
5 system would provide digital records for the City's infrastructure and backup and protection of
6 the records. He stated a draft of the management plan is complete and a meeting was held with
7 the Rice Creek Watershed District. Mr. Hubmer commented lie would bring the draft to the
8 Council for consideration

City Engineer Hubmer reported lie submitted two applications for the Livable Communities
Non -motorized Transportation Grant. He stated Minneapolis received about $10 million for this
project and St. Anthony is qualified to receive some of the money. Mr. Hubmer reported lie
requested $285,000 for sidewalks along Silver Lake Road and $300,000 for sidewalks along
Stinson Boulevard. He commented he is looking at all options available to fund the projects.
Mayor Faust reminded everyone the funds applied for would be for sidewalks only.
B. Re -Codification of St. Anthony City Code Proposal
City Manager Mornson stated the re -codification of the City Code is one of the City's goals. He
stated this was brought to Council's attention as information only, to review the proposal, and
take feedback. He commented he would bring this back later for approval.
City Manager Mornson stated he received an estimate of $11,995 from the League of Minnesota
Cities for the re -codification project. He mentioned the scope of work would include a review
of the City's current code of ordinances and all ordinances and resolutions passed since the last
codification in 1993. He stated it would also include organizing all information based on titles,
chapters, sections, and according to subject matter and updating the code to reflect current
statutory and case law requirements, deleting improper or unlawful provisions.
City Manager Mornson stated the second part of the proposal provides for several changes
including the sign ordinance, and a rental -licensing ordinance. He comnented and all ordinances
would be looked at for inconsistencies. City Manager Mornson mentioned this would be on the
agenda in May or June 2007.
Councilmember Gray asked who helped with the when done in 1993.
City Manager Mornson stated the League of MN Cities helped. He stated Dorsey would review
the changes, as they are the City's legal council.
Councilmember Stille commented that one thing to accomplish is to add some meat to code
enforcement.
City Manager Mornson replied he agreed this was the intent of the re -codification. He
commented rental licensing currently did not cover duplexes and single-family homes rented out.

Ile indicated a combination of code enforcement and re -codification was need and would be
discussed.
Councilmember Stille asked if the Planning Commission is involved.
City Manager Mornson replied the Planning Commission would look at the proposal and provide
feedback. He commented code enforcement is under the purview of the Fire Department and it
is currently working on it.
Councilmember Thuesen asked if St. Anthony takes advantage of the pamphlets from the League
of Minnesota Cities.
City Manager Mornson replied he did not have knowledge of the pamphlets. He commented
everything is on the web these days. He stated the City should look at the options but be aware
that cost increases as other options are used. He explained Staff thought they should perhaps
look at the ordinance first and come back with changes and look at re -codification later.
Councilmember Thuesen commented that this would be on CD and asked how Staff currently
inputs information. IIe asked if it is currently easy and convenient to make changes in the
computer.
Mornson stated this would make it much easier.
Mayor Faust stated he did not want to get hung up on the methodology. He stated each
department head has a part in code enforcement. Iie asked everyone to determine what is
important and the most economical way to do it to City Manager Mornson. Mayor Faust
commented he did not see this as a fast track; however, there are items that need to be addressed
quickly to give Staff the power of enforcement.
REPORTS FROM CTTY MANAGER AND COUNCIL MEMBERS.
City Manager Mornson stated staff is still looking for members for the Road Reconstruction
Task Force. He stated the applications are due on April 16. He commented the task force would
meet about our times between May and September.
City Manager Mornson reported a public hearing would be held on the 2008 Budget at the April
24, 2007 Council Meeting.
City Manager Mornson reported the audit is under way for 2006 and a presentation would be
given at the May 22, 2007 Council Meeting.
City Manager Mornson reported the 50 Years of Safety Expo would be held at City Hall on April
28, 2007 from 9:00 a.m. to 1:00 p.m. He mentioned the newsletter would go out early to let
people know about the Safety Expo.

I City Manager Morrison reported the City Clean -Up Day is May 5, 2007 from 9:00 a.m. to 1:00
2 p.m.
4 City Manager Morrison reported the Northeast Diagonal Project construction would begin in
5 May and continue throughout the summer. He stated information would be put on the web. IIe
6 commented this is a bicycle/walking path that ties St. Anthony to Minneapolis and Roseville.

City Manager Morrison reported Public Works Director Hartman did a greatjob on the I/I
inspection. He stated Mr. Hartman has been in over 100 homes and did a greatjob representing
the City.
City Manager Morrison reported the Junior Achievement second graders would attend the April
24, 2007 Council Meeting. He stated Mayor Faust met with the second graders and talked about
what it is like to be a mayor.
Councilmember Stille stated lie attended the League of Minnesota Cities meeting at the capital
on March 29, 2007. He reported he met with several senators and asked them to push the open
enrollment bill.
Council member Thuesen reported he also met at the Capital and felt it was a worthwhile
meeting.
Councilmember Horst reported he met with the Public Works Director Jay Hartman to discuss
the plaque and the monument dedicating the sculpture on May 17, 2007. He stated the design
was approved and Mr. Hartman did a great job working with the Sister Cities Association in
getting a design and the project off the ground.
Mayor Faust reported attending the League of Minnesota Cities Legislative Conference. He
commented this session included all local Cities, Counties, and School districts meeting with
legislators. He stated this was the first time these three groups met together in total. He stressed
that when this group attends together, it has a bigger impact. Mayor Faust stated he would
continue to work with the school board.
Mayor Faust reported Council attended a former elected officials briefing on March 31, 2007.
He stated the accomplishments of 2006 and the goals for 2007 were presented. Mayor Faust
indicated the input from these individuals is invaluable. He stated this is the third year this has
been done.
Mayor Faust reported he met with the residents of Chandler Place on April 4, 2007 to share the
City's goals and accomplishments.
VIII. COMMUNITY FORUM.
Mayor Faust invited residents to come forward at this time and address the Council on items not
on the regular agenda.

IX. INFORMATION AND ANNOUNCEMENTS.
Councilmember Thuesen reported the Friends of the Library would hold a book sale on May 19,
2007 from 9:00 a.m. to 1:30 p.m. He stated the used books are both adult and children's books
and all proceeds go to the Friends of the Library in St. Anthony.
Councilmember Gray stated that in talking to a resident, some residents do not have access to
locally produced programs provided by the Comcast franchise agreement. He stated the
universal access is free and all residents need to do is call Comcast and ask for the universal
access. He explained Comcast would install the cable free. lie mentioned they might try to sell
other programming, but residents are not required to have it to access the public programs such
as Council and School Board meetings.
Mayor Faust pointed out the Village Notes went out. He asked residents who did not receive a
copy to contact City Hall and one would be mailed. He commented an interesting article about
the Cemetery on Stinson Boulevard is included in the latest issue.

North Suburban Regional Mutual Aid Association. These agreements are necessary
to assure adequate resources in the event of a large scale or multiple disasters. The
St. Anthony Fire Department calls upon these resources on average 3 to 4 times per
year and is called upon to give assistance about 10 to 15 times per year. Minnesota
Statutes 471.59 authorize the use of these mutual aid agreements should political
subdivisions wish to take part.
Recommendation: Currently, the agreement to provide assistance from the Capitol
City Association (Ramsey Co.) has expired and is in need of renewal. The proposed
agreement is entirely the same as our prior year's agreement with only a minor name
change of the association. The Fire Department believes that these agreements are
an important part of our overall ability to protect the citizens of St. Anthony. There are
many facets of emergency service that cannot be provided by us alone due to fiscal
constraints. Some services available to us through mutual aid agreements; confined
space rescue, structural collapse team, dive team, hazardous materials team,
elevated fire/rescue capability (ladder trucks), increased manpower, fire/death
investigation teams as well as many joint training opportunities not achievable on our
own.

Enclosed in this packet you will find a copy of the newly revised bylaws of the Capitol
City Regional Firefighter's Association as adopted on February 7"i, 2007. The Mutual
Aid Association was consolidated into the Capitol City Regional Firefighter's
Association at this meeting. With that taking place and the fact that the old mutual aid
agreements expired on January I � of 2007.
I have enclosed a new copy of the agreement that will need to be signed by your city's
appropriate personnel. The agreement is entirely the same as the agreement that was on
file prior to the consolidation of the Mutual Aid Association. The only change done to the
agreement was the name at the top of the pages.
I have also attached a copy of page 3 of this agreement for the purpose of obtaining the
signatures needed to execute the agreement. I ask that once you have the signatures

The effective dates of the agreement and the dates of the adopted fee schedule are not
changed, simply being, after legal review and departments review, this was the language

ASSOCIATION FIRE SERVICE AGREEMENT
RECIPROCAL FERE SERVICE AGREEMENT
This agreement is made pursuant to Minnesota Statutes 471.59, which authorizes the joint
and cooperative exercise of powers common to contracting parties. The intent of this
agreement is to make equipment, personnel and other resources available to political
subdivisions from other political subdivisions.
1. "Party" means a political subdivision.
2. "Requesting Oficial" means the person designated by a Party who is responsible for

maintain workers' compensation insurance or self-insurance coverage, covering its own

waives the right to sue any other party for any workers' compensation benefits paid to its
own employee or volunteer or their dependants, even if the injuries were caused wholly
or partially by the negligence of any other party or its officers, employees, or volunteers.

Each party shall be responsible for damages to or loss of its own equipment. Each party

Task Force Members.
MANAGER'S REVIEW: At the March 13, 2007, the city council gave direction to
staff to advertise to establish a Road Reconstruction Task
Force. This task force would investigate the concrete
versus asphalt reconstruction of St. Anthony streets. The
deadline for application was April 16, 2007.
The City had eight residents apply for the task force.
Attached are their letters of interest for your review. The
meeting schedule for the task force is as follows:

All meetings would be held at 7:00 p.m.
On September 25th, the Task Force would present their
recommendations to the City Council. Jay Hartman, Public

Section 200.12
MANAGER'S REVIEW: The Mayor and Councilmember's salaries were addressed
at the Goal Setting Retreat that was held on January 11 -12,
2007. Reviewing ordinance changes staff found that this
ordinance was last amended in 2005. This increase became
effective January 1, 2006.
This ordinance amendment would increase the salary for
the Mayor and Councilmember's and would be effective
January 1, 2008. In addition the stipend for H.R.A.
meeting would be eliminated at the final reading of this
ordinance by an H.R.A. resolution. The elimination of
H.R.A. stipend would be effective December 31, 2007.

200.12 Mayor and Councilmember Salaries.
Subd. 1. Mayor. The salary of the Mayor is $550.00 $625.00 per month.
Subd. 2. Mayor pro tem. The salary of the Mayor pro tem is $495.00 $563.00 per
month.
Subd. 3. Councilmembers. The salary of each Councilmember other than the
Mayor or Mayor pro tem is $440.00 $500.00 per month.
Subd. 4. Duration. The salaries established in this Section will remain in effect
until amended in accordance with Minn. Stat. § 415.11.
These ordinance changes shall be in full force and effect as of January 1, 2008,
contingent upon passage by the City Council in accordance with Minn. Stat. § 415.11,
