APPROVAL OF JANUARY 12, 2010 CITY COUNCIL MEETING AGENDA. 25 26 Mayor Faust amended the agenda to move agenda item 5A to follow agenda item 2B. 27 28 Motion by Councilmember Gray, seconded by Councilmember Stille, to approve the City 29 Council Meeting Agenda of January 12, 2010 as amended. 30 31 Motion carried unanimously. 32 33 I1. Housekeeping Resolutions: 49 10-001 — Designating Mayor Pro Tem for the Calendar Year 2010 City Council Regular Meeting Minutes January 12, 2010 Page 2 1 10-002 — Specifying persons authorized to make certain financial transactions regarding 2 City Financial Accounts 3 10-003 — Designating the Official Depository for City Funds 4 10-004 — Designating the legal newspaper for the City of St. Anthony for the calendar 5 year 2010 6 10-005 — Designating Mayor Faust as a participant in outside organizations 7 10-006 — Designate Councilmember Stille as a participant in outside organizations 8 10-007 — Designate Councilmember Gray as a participant in outside organizations 9 10-008 — Designate Councilmember Roth as a participant in outside organizations 10 10-009 — Designate Councilmember Jenson as a participant in outside organizations 11 10-010 — Adopt Standing Rules of Conduct for City Council Meetings for 2010 12 10-011 — Adopt Elected Official Travel Policy for 2010. 13 14 Mayor Faust requested the following correction to Resolution No. 10-010, fifth paragraph under 15 Process Regular and Special Council Meetings: "...that the individual notes votes ..." 16 17 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the Consent 18 Agenda items with the above amendment to Resolution No. 10-010. 19 20 Motion carried unanimously. 21 22 IV. PUBLIC HEARING. 23 24 None. 25 26 V. REPORTS FROM COMMISSION AND STAFF. 27 28 A. Presentation from Rich Stanek, Hennepin County Sheriff (Acted on following agenda 29 item 2B). 30 31 Hennepin County Sheriff Rich Stanek and Captain Brian Kasbohm provided a report on the 32 Hennepin County Sheriff's Office, focusing on the following services provided by the Sheriff's 33 Office: 1) patrol and enforcement services; 2) warrant units; 3) communication division; 4) jail; 34 5) civil process 6) court security; 7) investigation bureau; 8) crime lab; and 9) administrative 35 services. 36 37 Hennepin County Sheriff Stanek explained that the 2010 Sheriff Department Budget has been 38 reduced and that their priority is to work with local law enforcement agencies. He provided 39 information about the Watch Commander that works out of the patrol division and explained that 40 this brings full resources to work with the local community under the jurisdiction of the City's 41 Police Chief. He thanked the City Council for the time and support of public safety and 42 commended Police Chief Ohl and the St. Anthony Police Department, commenting on their great 43 working relationship. 44 45 Mayor Faust thanked Sheriff Stanek for attending the City Council meeting and thanked him for 46 the 911 operations and services provided by the Hennepin County Sheriff's Department. 2 City Council Regular Meeting Minutes January 12, 2010 Page 3 2 VI. GENERAL BUSINESS OF COUNCIL. 3 4 A. Resolution No. 10-012: Approving the Contract with Greater Metropolitan Housin 5 Corporation. Suzanne Snyder, Greater Metropolitan Housing Corporation, presenting. 6 7 Ms. Suzanne Snyder, Greater Metropolitan Housing Corporation (GMHC), provided a 8 PowerPoint presentation on the 2009 activities of GMHC's HousingResource Center, focusing 9 on the following information: 10 • History of GMHC 11 • Services/programs provided by GMHC 12 • 2009 GMHC program activity 13 • Funding Sources for GMHC services/programs in the City of St. Anthony 14 15 Ms. Snyder stated in the past information about GMHC's programs has been included in the City 16 newsletter and newspapers. However, referrals seem to be coming from word of mouth. Ms. 17 Snyder indicated prior to Spring, she would like to have discussions with staff about looking at 18 more directed activity in getting the word out to St. Anthony residents, possibly through direct 19 mailings, block clubs, etc. 20 21 Councilmember Stille asked if the loan program is still being run with zero delinquencies. Ms. 22 Snyder replied that she has not heard of any delinquencies. She will verify this and email the 23 information to City Manager Morrison tomorrow. 24 25 Councilmember Stille pointed out that information residents have received through calls about 26 GMHC programs could lead to improvement projects funded in a way other than through GMHC 27 financing. He asked if GMHC has provided information to the Kiwanis or Chamber of 28 Commerce in the past. Ms. Snyder replied that she spoke at a Chamber of Commerce meeting 29 last year, which resulted in a loan. She stated GMHC is anxious to speak in front of community 30 groups and she would be happy to speak to organizations as requested by the City. 31 32 Mayor Faust suggested when Ms. Snyder meets with City staff that they discuss the idea of 33 providing information to the Vital Aging Council. He asked if there is an income limit with the 34 GMHC programs. Ms. Snyder replied there is no income limit with the Revolving Loan 35 Program. The Rehab Incentive Program includes an income limit of approximately $96,000. 36 37 Mayor Faust stated his support of providing a model that is financially and environmentally 38 sustainable. He noted this would involve best management practices on how to take an older 39 house and convert it into a home that is not only economically feasible and energy efficient, but 40 also cost effective. 41 42 Mayor Faust noted that previously when the Council considered the contract with GMHC the 43 HousingResource Center was looked at as an alternative to initiating a housing maintenance 44 code. 45 3 City Council Regular Meeting Minutes January 12, 2010 Page 4 Motion by Councilmember Gray, seconded by Councilmember Roth, to approve Resolution No. 10-012; Approving the Contract with Greater Metropolitan Housing Corporation. Motion carried unanimously. B. Resolution No. 10-013; Approving the Cooperative Agreement with the City of New Brighton for the 2010 Street Improvement Project. Todd Hubmer, WSB & Associates, presenting, 10 Mr. Justin Messner, WSB & Associates, provided an overview of the proposed resolution to 11 enter into a construction cooperative agreement with the City of New Brighton for the 2010 12 Street Improvement Project. 13 14 Councilmember Gray verified with Mr. Messner that the cost of administering the project is 15 figured into the overall cost of the project and shared equally among the cities. 16 17 Mayor Faust verified with Ms. Messner that the contract provides that the City of New Brighton 18 will submit 95% of the estimated project cost once the bid is awarded with 5% held until the 19 project is complete. 20 21 Motion by Councilmember Roth, seconded by Councilmember Gray, to adopt Resolution No. 22 10-013; Approving the Cooperative Agreement with the City of New Brighton for the 2010 23 Street Improvement Project. 24 25 Motion carried unanimously. 26 27 C. Resolution No. 10-014; Approving the Cooperative Agreement with the City of Roseville 28 for the 2010 Street Improvement Project. Todd Hubmer, WSB & Associates, presenting, 29 30 Mr. Messner provided an overview of the proposed resolution to enter into a cooperative 31 agreement with the City of Roseville for the 2010 Street Improvement Project. 32 33 Mayor Faust noted the cost share for the City of Roseville is a smaller amount than the previous 34 contract, which is the purpose for withholding 10% rather than 5% of the estimated project cost. 35 36 Motion by Councilmember Roth, seconded by Councilmember Gray, to adopt Resolution No. 37 10-014; Approving the Cooperative Agreement with the City of Roseville for the 2010 Street 38 Improvement Project. 39 40 Motion carried unanimously. 41 42 D. Resolution No. 10-015; Related to Parking Restrictions Along Silver Lane for the 2010 43 Street and Utility Improvement Project. 44 45 Mr. Messner provided an overview of the proposed resolution to restrict parking along Silver 46 Lane for the 2010 Street and Utility Improvement Project. City Council Regular Meeting Minutes January 12, 2010 Page 5 Motion by Councilmember Gray, seconded by Councilmember Roth, to adopt Resolution No. 10-015; Related to Parking Restrictions Along Silver Lane for the 2010 Street and Utility Improvement Project. Motion carried unanimously. 8 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 9 10 City Manager Mornson reported on the following: 11 St. Anthony 2010 City Meetings Calendar. 12 January 6, 2010 meeting with himself, Mayor Faust, Chair of the School Board, ISD 13 #282 Superintendent, and ISD #282 Athletics Director regarding upcoming projects for 14 the year. One project will be reorganization of gym space, which will impact the gym 15 located in this building. There will be an overview of this project at the March 16, 2010 16 joint meeting with ISD #282. 17 He and Public Works Director Hartman will be meeting with the ISD #282 Athletics 18 Director and the project manager tomorrow to discuss the new lighting grant the School 19 District received from Hennepin County. 20 21 Councilmember Roth: No report. 22 23 Councilmember Stille congratulated Roger Braun for being chosen to receive the 2010 24 Northwest Youth and Family Services Service to Youth Award. He thanked Mr. Braun for his 25 work with youth at open gym time. He announced the award banquet is scheduled for February 26 11, 2010, 5:30 p.m. to 8:30 p.m. 27 28 Councilmember Gray: No report. 29 30 Councilmember Jenson: No report. 31 32 Mayor Faust reported on the following: 33 December 21, 2009 Mississippi Watershed Management Organization (MWMO) meeting 34 regarding building construction on the recently acquired MWMO site on Marshall Street 35 in Minneapolis. 36 January 6, 2010 meeting with himself, City Manager Mornson, Chair of the School 37 Board, TSD #282 Superintendent, and ISD #282 Athletic Director. He encouraged 38 residents to view the ISD #282 Facilities Restructure Plan. 39 40 VIII. COMMUNITY FORUM. 41 42 Mayor Faust invited residents to come forward at this time and address the Council on items that 43 are not on the regular agenda. 44 45 Hearing none, Mayor Faust moved forward with the agenda. 46 5 City Council Regular Meeting Minutes January 12, 2010 Page 6 1 IX. INFORMATION AND ANNOUNCEMENTS. 2 3 Councilmember Stille announced Metropolitan Council Chair Peter Bell will be presenting the 4 State of the Region address at Silvetwood Park on Monday, February 1, 2010 at 10:00 a.m. 5 Individuals interested in attending can sign up on the Metropolitan Council website at 6 www.metrocouncil.org or call 651-602-1844. 7 8 Mayor Faust announced the following: 9 Village Notes was distributed this week. He commended staff on the quality of the 10 newsletter. 11 Star/Tribune December 14, 2009 article addressing the concern over the availability of 12 good water. He commented that while Minnesota is in good shape they need to take care 13 of the water for the future. 14 MWMO newspaper, The Drift, includes information on a free one hour workshop offered 15 on best practices for snow and ice control by homeowners. He suggested consideration 16 of holding a workshop for homeowners at city hall; one scheduled during the day and one 17 scheduled at evening. Councilmember Stille noted that Mayor Faust is included in the 18 MWMO newspaper with information on the Water Reuse Project and the award that was 19 received for the project. 20 21 X.
