14 A. Resolution 10-064; Supporting the St Anthony -New Brighton School District #282
15 Community Services Recreational Programs for 2011-2012. Wendy Webster, ISD #282
16 Community Services Director, presenting.

18 Mr. Morrison reviewed the resolution with the Council and indicated that this is a renewal of the
19 agreement between TSD #282 and the City for the operation of recreational programs. He
20 advised that an Advisory Council has been in place to provide direction to Community Services
21 and Councilmember Jenson serves on the Advisory Council as the Council representative. He
22 stated that Community Services will continue to be responsible for administering the program
23 and the City will pay $52,175 per year starting January 1, 2011 through December 31, 2012. He
24 then introduced Wendy Webster, Community Services Director.

26 Ms. Webster provided an overview of the Community Services program and explained that
27 Community Services falls under the direction of the St. Anthony/New Brighton School District
28 School Board and these programs exist in every school district in the State. She indicated that
29 the Community Services philosophy embraces three primary beliefs: that education is a lifelong
30 process, that the program allows citizen involvement by recognizing the fact that everyone in the
31 community shares responsibility for the mission of educating all members in the community, and
32 that citizens have the right and responsibility of determining needs and identifying community
33 needs and resources; all of this is accomplished by the work provided by the advisory councils
34 and through the partnership with the City. She added that Community Services is able to provide
35 space and coordinate opportunities for residents to make St. Anthony a progressive and livable
36 community. She discussed the funding for Community Services, and indicated that 73% of their
37 budget comes from program fees and the money from the City accounts for 5% of their budget.
38 She outlined the various programs, including early childhood, school-age programs, middle and
39 high school programs, aquatics and facility use, adult programming, and senior citizen programs.
40 She also discussed the facility improvements made to the restrooms at the community center.
41 She stated that the City's partnership with and investment in Community Services benefits the
42 entire community and aligns with the City's mission.

44 Councilmember Stille requested further information regarding the staffing for Community
45 Services. H.e also requested information regarding coordination of the use of the gym.

Ms. Webster stated that at this time, Community Services has three employees, including her
role as Director, one secretary, and one coordinator. She explained that since 2008, Community
Services' revenue has decreased by 14% and expenses have been reduced by 26%. She stated
that for the year ended June 30, 2010, revenues exceeded expenses by $30,000 without cutting
any programs. She indicated that the gym arrangements have worked out well and staff
continues to work with the gymnastics coach to ensure that this team's needs are met as well as
the needs of all other users of the gymnasium. She indicated that Community Services has 24
different budgets and some program funds are more restrictive than others, such as the early
childhood family education programs. She added that brochures outlining the various programs
are mailed to homes in the School District as well as to residents in northeast Minneapolis,
Columbia Heights, and New Brighton; residents can view the brochure and register for classes
online at www.stanthonyes.org.
Mayor Faust pointed out that Community Services is linked on the City's website as well. Ile
expressed the City Council's thanks to Ms. Webster and the Community Services staff for their
efforts on behalf of the City and the residents.
Motion by Councilmember Roth, seconded by Councilmember Gray, to adopt Resolution 10-
064; Supporting the St. Anthony -New Brighton School District #282 Community Services
Recreational Programs for 2011-2012.
Councilmember Stille stated that the partnership with Community Services is good for the City
and the School. I -Ie noted that the City does not have a parks department and Community
Services handles all of the scheduling and other duties that a typical parks department would
perform; as a result, this partnership is a good investment for the City.
Motion carried unanimously.
VII. REP012TS FROM CITY MANAGER AND COUNCIL MEMBERS.
City Manager Mornson reported on the following:
• September 21, 2010 Planning Commission work session. Discussion included roles and
responsibilities of the Planning Commission, review of the bylaws, discussion regarding
government training, and discussion regarding the recent Supreme Court ruling on
variances.
• Attendance at the September 21, 2010 monthly Chamber of Commerce meeting.
• Union negotiations are underway with Public Works, Police, and Fire Departments.
• On October 9, 2010, a couple of departments will be participating in a Pancake Breakfast
at Applebee's.
• On October 9, 2010, the liquor store will be holding a fall beer tasting from 12:00-4:00
p.m.
• At the October 12, 2010, City Council meeting, Silverwood staff will be in attendance to
talk about the one year anniversary of the park.

2 transfer of the liquor license for Applebee's; this is merely a housekeeping item due to
3 name changes, but a public hearing is required.

11 Councilmember Stille reported that he participated in the September 25°i `Battle of the Badges"
12 softball game between the Police and Fire departments. He expressed his thanks to Police Chief
13 Ohl and Fire Chief Malenick for inviting him.

15 Mayor Faust reminded residents that they should receive the new edition of Village Notes in their
16 mail this week. He stated that he recently read an article in the .Star Tribune regarding real estate
17 and a recent Gallup Poll regarding key attributes that make people happy in their community.
18 He stated that the top three were physical beauty and great open space and parks, ease with
19 which people can meet others, and the level of diversity, open-mindedness and acceptance in the
20 community. He indicated that St. Anthony is just big enough but not too small and the
21 relationship between the schools and the City appears seamless.

SUBJECT: 2010-2011 Safe and Sober Grant and Operation HEAT
The St. Anthony Police Department will be partnering with the Minnesota Department of Public
Safety and Minnesota State Patrol for the Safe and Sober Grant and the Operation HEAT grant.
St. Anthony's portion of the giant will be $32,000 and $7,250 respectively. These fiords are
specifically earmarked for traffic enforcement concentrating on impaired driving.
This will be our fifth year participating with the Safe and Sober Program and our first with the
Operation HEAT program..

RESOLUTION 10-065
A RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT BETWEEN THE
ST. ANTHONY POLICE DEPARTMENT AND THE MINNESOTA DEPARTMENT
OF PUBLIC SAFETY, OFFICE OF TRAFFIC SAFETY
WHEREAS, the City of St. Anthony Police Department entered into a grant
agreement with the Minnesota Department of Public Safety, Office
of Traffic Safety for the project entitled Safe and Sober
Communities during the period of October 1, 2010 through
September 30, 2011; and
WHEREAS, the City of St. Anthony's Police Department Chief is hereby
authorized to execute such agreements and amendments as are
necessary to implement the project on behalf of the St. Anthony
Police Department; and
WHEREAS, that the Ramsey County Sheriff's Department is hereby authorized
to be the fiscal agent and administer the grant on behalf of the St.
Anthony Police Department.
NOW, THEREFORE BE IT RESOLVED, that the City of St. Anthony City Council
approves Resolution 10-065; Authorizing Execution of Agreement between the St.
Anthony Police Department and the Minnesota Department of Public Safety, Office of
Traffic Safety.

RESOLUTION 10-066
A RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT BETWEEN THE
ST. ANTHONY POLICE DEPARTMENT AND MINNESOTA STATE PATROL
GRANT PROGRAM "OPERATION HEAT"
WHEREAS, the State of Minnesota, through the Minnesota State Patrol,
administers a variety of grant programs for law enforcement
purposes; and
WHEREAS, the City of St. Anthony's Police Department entered into a
reimbursement grant agreement with the Minnesota Department
of Public Safety for the Operation HEAT program in the amount of
$7,250.00 for the period of October 1, 2010 through September 30,
2011.
NOW, THEREFORE BE IT RESOLVED, that the City of St. Anthony City Council.
approves Resolution 10-066; Authorizing Execution of Agreement between the St.
Anthony Police Department and Minnesota State Patrol Grant Program "Operation
HEAT"

ITEM DESCRIPTION: Resolution 10-067; Authorizing the Transfer of the
Intoxicating Liquor License for Apple North LLC, dba
Applebee's Restaurant at 2800 - 39th Avenue NE
MANAGER'S REVIEW:
We have received the necessary documentation for a
transfer of the intoxicating liquor license from Applebee's
Restaurants North, LLC to Apple North, LLC, dba
Applebee's Restaurant is located at 2800 - 391h Avenue NE.
The St. Anthony Police Department conducted background
investigations on all the appropriate officers and
employees of the corporation. In this process, there was no
concerning items discovered.
After approval of the liquor license, staff will send the
information to the State of Minnesota for their review.

RESOLUTION 10-067
A RESOLUTION APPROVING THE TRANSFER OF THE INTOXICATING
LIQUOR LICENSE FOR APPLE NORTH, LLC., DBA APPLEBEE'S RESTAURANT
AT 2800 - 39TH AVENUE
WHEREAS, American Limited Partnership of Minnesota, received their intoxicating
liquor license in January 2005; and
WHEREAS, the American Limited Partnership of Minnesota, has maintained their
intoxicating liquor license in good standing with the City of St. Anthony;
and
WHEREAS, in 2008, the Intoxicating Liquor License was transferred to Applebee's
Restaurants North, LLC; and
WHEREAS, the Applebee's Restaurant North, LLC has maintained their intoxicating
liquor license in good standing with the City of St. Anthony; and
WHEREAS, the City of St. Anthony has received the a request to transfer the
Intoxicating Liquor License to Apple North LLC; and
WHEREAS, the City has received all the proper documentation and the St. Anthony
Police Department has conducted a conclusive background check on all
officers and employees in the corporation with no negative items being
discovered.
NOW THEREFORE BE IT RESOLVED, that the City Council Approves the Transfer of
the Intoxicating Liquor License for Apple North, LLC, dba Applebee's Restaurant at
2800 - 39th Avenue.
