Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.
ROLL CALL.
Present: Mayor Faust; Councilmembers Gray, Jenson, Roth and Stille.

CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING
ITEMS.
I. APPROVAL OF APRIL 23, 2013, CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City
Council Meeting Agenda of April 23, 2013.
Motion carried unanimously.
II. PROCLAMATIONS AND RECOGNITIONS.
A. Representative from the St. Anthony Chamber of Commerce announcing the Villager of
the Year and the Business of the Year.
Mayor Faust introduced Ms. Jan Fillmore from the St. Anthony Chamber of Commerce Board.
Ms. Fillmore reported the St. Anthony Chamber of Commerce held its 27'x' annual meeting on
Thursday, April 18"i, and presented its 2013 Villager of the Year award to Mr. Scott Swanson.
She stated Mr. Swanson has been a volunteer member of the St. Anthony Village Fire
Department for 38 years and Fire Chief Malenick praised Mr. Swanson for his dedication to
service in the community. She stated Mr. Swanson is also an assistant football coach at the high
school and has been actively involved with Villagefest. She stated there was no award for
Business of the Year because the Chamber did not receive any nominations; however, the
Chamber presented a special recognition of service award to Mr. Tom Miller who has
volunteered for the past 30 years with St. Anthony Village service organizations, specifically the
Chamber of Commerce and Kiwanis. She extended the Chamber's congratulations to Mr.
Swanson and Mr. Miller for their outstanding service to the St. Anthony community.
Mayor Faust expressed the City Council's congratulations to Mr. Swanson and Mr. Miller.

Motion by Councilmember Jenson, seconded by Councilmember Gray, to approve the Consent
Agenda items.
Motion carried unanimously.
IV. PUBLIC HEARING.
A. 2014 Budget. Shelly Rueckert, Finance Director presenting.

Mayor Faust opened the public hearing at 7:05 p.m.
Finance Director Rueckert presented the 2014 budget calendar and advised the proposed 2014
operating budget and property tax levy will be approved on September 10, 2013, followed by
final adoption in December. She reviewed the 2013 General Fund revenues stating this is the
primary fund used to deliver City services with property taxes supporting 56% of the cost of City
services. She noted that this is consistent with the City's historical and successful approach to
seek out well designed projects and programs and since 1999, the City has received
approximately $15 million in grant funding which approximates to $1,942 per resident. She also
reviewed the 2013 General Fund expenditures as well as General Fund and overall levies in 2012
and 2013, noting that the overall levy includes a debt levy supporting street reconstruction and
levies associated with parks and public works. She stated the proposed 2014 operating budget
and property tax levy will be presented again at the August 27, 2013, City Council meeting.
No speakers were present. Mayor Faust closed the public hearing at 7:11 p.m.
Councilmember Stille requested further information regarding the CIP levy.
Finance Director Rueckert explained the City added a $50,000 line item under the capital
improvement levy to supplement the capital replacement program and to support replacement of
some interest earnings.
REPORTS FROM COMMISSION AND STAFF - NONE.
GENERAL BUSINESS OF COUNCIL.
A. Aging in Place Presentation Alissa Boroff, Aging in Place presenting
Mayor Faust introduced Ms. Alissa Boroff from the Aging in Place project.
Ms. Boroff advised this grant project is funded by the Minnesota Department of Human Services
and they have partnered with the Greater Metropolitan Housing Corporation (GMHC), Access
Solutions, and the City to provide information and outreach to older adults to allow them to

continue living independently in their own home for as long as possible. She reviewed the
general grant objectives of the program and stated the program provides home safety
assessments to 25 older adults living in the City along with recommendations to make their
homes more safe and functional and each grant participant receives $500 to make modifications
to their home. She stated that all residents aged 65 or older who own their own home are eligible
for the program. She stated they conducted two community education sessions for residents to
learn about the grant and things they could do at a low cost to make their homes more safe and
functional. She stated they also held a three-day training course geared toward builders and
remodelers about communicating and marketing with older adults about aging in place. She
advised the home assessments to grant participants are ongoing and they will continue their
education and outreach with local organizations as well as providing a half day training session
to local businesses about aging in place and universal design. She indicated further information
regarding the program is available by calling (612) 238-5429 or at www.AccessSolutions.org.
Councilmember Jenson asked if there has been a strong demand for services in the City.
Ms. Boroff replied their sessions have been well attended but they have not yet reached 25
participants.
Mayor Faust encouraged residents to contact Ms. Boroff or Ms. Wendy Webster or City
Manager Casey if they have questions regarding the program. I -Ie also encouraged Ms. Boroff to
work with Ms. Webster and City Manager Casey on outreach to the condominium associations.
He requested that information regarding the program be included in the City's newsletter. Ile
expressed the City Council's thanks to Ms. Boroff for her efforts on behalf of the City.
B. A Resolution Authorizing Participation in the 2013-2014 GreenCorps Program Mark
Casey, CitManager, presentimr.
City Manager Casey explained the City was awarded a GreenCorp member for the 2012-2013
program year and the City needs to make application to be a host site for 2013-2014.
Motion by Councilmember Roth, seconded by Councilmember Jenson, to approve Resolution
13-035; a Resolution Authorizing Participation in the 2013-2014 GreenCorps Program.
Motion carried unanimously.
REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
City Manager Casey reminded residents of the City's annual cleanup day on Saturday, May 4"i,
at the Public Works Garage. He stated a flyer was included in the utility bill listing acceptable
items adding document shredding will be available and fluorescent bulbs accepted at no charge.
Councilmember Jenson reported on his attendance at the following:
• April 13°i meeting of the St. Anthony New Brighton District 4283 task force meeting.
• April 15°i City Council work session that included discussion about storm water, City Hall
maintenance and improvements, social media policy, the City logo and branding, the police
contract, the annual League conference, and the City's annual cleanup day.

Councilmember Roth reported on his attendance at the April 15°i City Council work session and
the April 18°i St. Anthony Chamber of Commerce annual meeting.
Councilmember Stille reported on his attendance at the following:
• April 15°i City Council work session.
• April 17°i Family Services Collaborative meeting where a presentation was received
regarding PROPS (Prepare, Realize, Overcome, Practice, and Succeed), a mentoring
program for 10'x' graders that prepares them with life skills.
• April 17°i Silver Lake Rain Garden initiative.
• April 18°i St. Anthony Chamber of Commerce annual meeting.
• April 22" a Planning Commission work session. IIe noted that Planner Kelsey Johnson is
in the process of going through the City Code with the Planning Commission to consider
changes to the Code for presentation at a later date to the City Council.
Councilmember Gray reported on his attendance at the following:
• April 18°i St. Anthony Chamber of Commerce annual meeting.
• April 19°i North Suburban Communications Commission Scholarship Committee to
review scholarship applications. He stated eleven applicants were selected to share a
scholarship of $42,000 and added no applications were received from St. Anthony.
Mayor Faust reported on his attendance at the following:
• April 15'" City Council work session.
• April 18°i St. Anthony Chamber of Commerce annual meeting.
VIII. COMMUNITY FORUM.
Mayor Faust invited residents to come forward at this time and address the Council on items that
are not on the regular agenda. Hearing none, Mayor Faust moved forward with the agenda.

X. ADJOURNMENT.
Mayor Faust adjourned the meeting at 7:39 p.m.

A RESOLUTION ACCEPTING DONATIONS AND GRANTS FOR
2012 & 2013 FOR THE CITY OF ST. ANTHONY VILLAGE
WHEREAS, the City of St. Anthony is required to accept all donations and grants by
resolution; and
WHEREAS, the City of St. Anthony has received the following donations and grants;

Following this letter is a resolution for your consideration at the May 14, 2013 City Council
Meeting. This resolution approves the plans and specifications and authorizes the advertisement
for bids for the Salo Ponds water quality treatment system.
This project will meet the RCWD permit requirements for the City's 2013 Street Reconstruction
project and achieve a significant nutrient reduction in storm water discharged to Silver Lake.
This project is included in the approved Minnesota Pollution Control Agencies TMDL
Implementation Plan to improve the water quality of Silver Lake. The goal of the TMDL plan is
to bring Silver Lake water quality into compliance with State standards.
We anticipate opening bids on or near ,lune 13, 2013 and bringing the bid results to Council on
June 25, 2013.

STATE OF MINNESOTA
RESOLUTION 13-040
A RESOLUTION ACCEPTING THE SALO POND WATER QUALITY IMPROVEMENT
PROJECT PLANS AND SPECIFICATIONS
AND ORDERING ADVERTISEMENT FOR BIDS
WHEREAS, the Salo Ponds Water Quality Improvement Project will meet the water quality permitting
requirements of the Rice Creek Watershed District for the City's 2013 street reconstruction
program; and
WHEREAS, the Salo Ponds Water Quality Improvement Project is identified in the MPCA approved
Silver Lake TMDL Implementation Plan; and
WHEREAS, the engineering firm of WSB & Associates, Inc. has prepared plans and specifications for the
construction of a water quality treatment system for Salo Ponds.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of St. Anthony Village that:
1.) Such improvements are necessary, cost-effective, and feasible.
2.) Such plans and specifications are hereby approved.
3.) The consulting engineering firm shall prepare and cause to be inserted in the official paper and in the
Finance and Commerce, an advertisement for bids upon the making of such improvements under such
approved plans and specifications. The advertisement shall be published for two times, shall specify the
work to be done, shall state that bids will be opened on or about June 13, 2013, and bids will be
considered by the City Council. Any bidder whose responsibility is questioned during consideration of
the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be
considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier's check,
bid bond, or certified check payable to the City of St. Anthony for five (5%) percent of the amount of
such bid.
