CITY COUNCIL REGULAR MEETING MINUTES
JANUARY 28, 2014
CALL TO ORDER.
Mayor Faust called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City
Council Meeting Agenda of January 28, 2014.
Motion carried unanimously.
II. PROCLAMATIONS AND RECOGNITIONS.
Mayor Faust advised that Mr. Rick Plessner from Inland Real Estate would be providing an
update on Silver Lake Village.
Mr. Plessner stated that Inland is the proud owner of Silver Lake Village and when they acquired
the property, they were informed that Wal-Mart had the potential intention of relocating their
store to Roseville. He stated the amount of volume done at this Wal-Mart store is astronomical
and they are shocked that Wal-Mart would close this store but Wal-Mart has announced to the
public that they intend to close in April this year. He stated that Inland is obligated to wait three
years after the closing ofWal-Mart before it can take possession of the store and Inland is
currently negotiating with Wal-Mart to obtain unrestricted control of the property in order to
lease it to a new tenant. He indicated that Inland wants the community to know that they have a
significant investment in this property and are committed to keeping the City informed of its
negotiations with Wal-Mart and its progress in finding a replacement tenant.

Motion by Council member Jenson, seconded by Councilmember Gray, to approve the Consent
Agenda items.

REPORTS FROM COMMISSION AND STAIIF.
A. Presentation of the 2014 Planning Commission Work Plan.
Planning Commission Chair Heinis advised that the Planning Commission elected Erica Crone
as its Chair for the coming year and hc will serve as Vice Chair. He presented the 2014 Planning
Commission Work Plan and stated it includes a review/update of the City's nonconforming lot
standards, a review/update/creation of a home occupation/interim use permit/special use permit
ordinance, continued review/update of the City's green/energy/reuse ordinance, specifically solar
energy in residential and commercial areas, pervious pavement systems, keeping of chickens,
and keeping of honey bees, as well as a review of outdoor wood burning fire standards.
Councilmember Stille thanked Mr. [-Ieinis for his service as Chair and expressed the City
Council's thanks and appreciation to the Planning Commission for their efforts.
Motion by Couneilmember Stille, seconded by Council member Jenson, to approve the 2014
Planning Commission Work Plan.
Motion carried unanimously.
GENERAL BUSINESS OF COUNCIL.
A. Safe Routes to School. Lisa Austin, MnDOT, presenting.
Mayor Faust introduced Lisa Austin from MnDOT.
Ms. Austin explained that the Safe Routes to School (SRTS) program began with funding from
the Federal transportation budget and the Governor and Legislature funded a statewide SRTS
program that provides funds for non-infrastructure items; in addition, the Governor's 2014
bonding bill recommended $2 million for SRTS infrastructure. She discussed the benefits of the
SRI'S program including increased physical activity and increased academic performance,
noting that kids who get physical activity before school have better grades and increased

concentration. She stated other benefits include reduced congestion around schools and the
potential to reduce transportation costs as well. She stated the SRTS program aims to reduce the
barriers that prevent kids from walking to school and their model focuses on engineering,
education, enforcement, and encouragement. She also discussed the role of schools and the
community in promoting physical activity and how the SRTS program is a model for success.
Mayor Faust stated that the City and the City Council are committed to the SRI'S program and
expressed the City Council's thanks for the SRTS grant.
13. Greater Metropolitan Housing Corporation (GMHC)!Aging in Place. Suzanne Snyder,
GMHC, presenting.
Mayor Faust introduced Suzanne Snyder hom the Greater Metropolitan I-lousing Corporation.
Ms. Snyder explained that GMHC has partnered with Access Solutions to provide the I-lome/or
a Li/etime: Aging in Plaee project, which is funded by a grant from the Minnesota Department of
I-Iuman Services. She stated the program provides information and outreach to consumers about
Aging in Place to help older adults continue to live independently for as long as possible and
aims to enhance the qualify of life for older adults by providing home safety assessments as well
as information and resources on additional services that promote aging in place, and assistance
identifying and securing funding to implement aging in place modifications. She stated the
program also provides education about universal design and aging in place through outreach at a
variety of settings and provides educational materials to industry professionals. She explained
that any St. Anthony resident age 65 or older who own their home are eligible for the program
and they receive a free home assessment and written recommendation, a $500 grant to use for
home modifications, and assistance with implementing any home modifications. She stated they
have identified 21 homes to participate in the project and there are four slots available for grant
participants. She reported there will be a community education session on February 4th at 10:30
a.m. to provide information about the project. She stated that residents interested in learning
more about participating in the grant program should contact Alyssa at (612) 238-5429.
Mayor Faust stated that residents can also call City Hall with any questions.
Ms. Snyder then provided an update regarding GMI-IC's Housing Resource Center program and
explained that GMI-IC offers a Revolving Loan Fund that provides home improvement loans up
to $ I 0,000 at 3% interest and is available to any St. Anthony homeowner and there are no
income restrictions. She stated they also offer a rebate program where homeowners can get a
10%,12%, or 15% rebate of the total cost of improvements up to $3,000 per household. She
stated that over the course of this program there have been a total of 87 rebates with a total
investment in home improvements of $793,000, adding that for every dollar the City has put into
the rebate program, there have been $10.70 in improvements made. She stated GMI-IC also
offers a home improvement loan up to $50,000 at 5.99% interest with an income limit up to
$96,500. She indicated that during 2013, GMHC served a total of 46 households, provided
financing to three households, and provided information and referrals to 36 residents. She stated
they are continuing these programs in 2014 and their spring seminar is scheduled for May 14th
Mayor Faust thanked Ms. Snyder for the update.

C. Resolution 14-015; a Resolution Calling a Hearing for the 2014 Street and Utility
Improvements. Todd Hubmer, City Engineer, WSB & Associates, presenting.
City Engineer Hubmer advised that on January 15,2014, bids were opened for the 2014 project
with a low bid for Base Bid plus Alternate 1 of $2,021,154.23 and $2,239,154.23 for Base Bid
plus Alternate 2. He explained that the difference in the two bids relates to two alternatives
being considered for the Central Park rain garden and stated that Alternate 2 included a sand
compost and iron filings option that added an additional $210,000, which was bcyond what was
anticipated for the rain garden so staff is recommending that the City not move forward with
Alternate 2 and proceed with Alternate 1 for a total of $2,021,154.23.
Councilmember Roth requested further information about the iron filings option and asked about
any downside to the community in not proceeding with this option.
City Engineer Hubmer explained that if Alternate 2 were constructed, it would represent one of
the more expensive projects based on pounds per dollar of phosphorous removed and staff felt
this was not a big enough gain to justify the expenditure. He stated that phosphorous will still be
taken oIl the site and the difference is 40% removal versus 45-50% total removal.
Motion by Councilmember Roth, seconded by Councilmember Stille, to approve Resolution 14-
015; a Resolution Calling a Hearing for the 2014 Street and Utility Improvements.
Motion carried unanimously.
D. Resolution 14-016; a Resolution Declaring the Costs to be Assessed and Ordering
Preparation of the Proposed Assessments for the 2014 Street and Utility Improvements.
Todd Hubmer, City Engineel~.WSB & Associates, presenting.
City Engineer Hubmer stated the total 2014 street and utility improvement project is
$2,191,741.08 with assessments of $487,992.62. He advised that residents will be assessed for
valve replacement at the property line as well as 35% of the local storm water and street
improvements and residents are not being assessed for the cost of the rain garden.
Motion by Councilmember Stille, seconded by Councilmember Roth, to approve Resolution 14-
016; a Resolution Declaring the Cost to be Assessed and Ordering Preparation of the Proposed
Assessments for the 2014 Street and Utility Improvements.
Motion carried unanimously.
E. Resolution 14-017; a Resolution Calling a Hearing on the Proposed Assessments for the
2014 Street and Utility Improvements. Todd Hubmer, City Engineer, WSB &
Associates, presenting.
City Engineer Hubmer explained that the hearing on the proposed assessments is scheduled for
February 25, 2014, at 7:00 p.m. He stated that staff will be holding a public meeting with the
neighborhood on February 19 th to review the project and proposed assessments.

Motion by Councilmember Jenson, seconded by Council member Gray, to approve Resolution
14-017; a Resolution Calling a Hearing on the Proposed Assessments for the 2014 Street and
Utility Improvements.
Motion carried unanimously.
City Engineer Hubmer provided an update on the carp removal project and reported they
removed 451 carp from Silver Lake on January 24th. He stated 51 carp had tags where their fins
were clipped and three had radio transmitters. He stated 48 carp were released for later capture
to help with calculations on the total number of carp in the lake. He indicated they would have
netted a larger amount but snagged something that ripped the net, but they removed 40% of the
carp in the lake for a total of 4,035 pounds. He stated their initial estimate was that the lake
contained 177 pounds of carp per acre and that figure is now estimated at 112 pounds per acre,
and they might attempt one more netting operation this winter.
F. Resolution 14-018; a Resolution of Sl!.lmort for the Moye MN Camj:taign.
Mayor Faust recited the Resolution of Support for the Move MN Campaign and stated this
Resolution is intended to challenge the State to come up with an equitable system for funding the
State's transportation needs. He explained that a diverse group of transit and transportation
advocacy groups created the Move MN Campaign that is apolitical and interested in sending a
message to the Legislature to do the right thing and keep Minnesota moving forward with an
equitable transportation plan.
Motion by Mayor Faust, seconded by Councilmember Gray, to Resolution 14-018; a Resolution
of Support j()r the Move MN Campaign.

G. Resolution 14-019; a Resolution Aj:tj:troving the Participation in CityLabs Project. Mark
Casey, City Manager, presenting.
City Manager Casey presented the resolution supporting the City's application to become a city
partner with CityLabs, a yearlong partnership with the Associated Colleges of the Twin Cities
that works with experienced faculty and staff on projects integrated into existing courses that
enable a city partner to advance its sustainability initiatives. He stated the City is submitting its
proposal in partnership with Falcon Heights and Lauderdale.
Motion by Councilmember Roth, scconded by Council member Gray, to approve Resolution 14-
019; a Resolution Supporting Applications to the Associated Colleges of the Twin Cities
(ACTC) for the CityLabs Program.

3 City Manager Casey expressed the City's thanks to Rice Creek Watershed District, Three Rivers
4 Park District, the Ramsey County Conservation District, and the cities of New Brighton and
5 Columbia Heights for partnering with the City on the carp removal project. He also thanked the
6 Police Department for participating in the annual "Cops versus Kids" basketball event.

8 Mayor Faust extended the City Council's thanks and appreciation to the Police Department for
9 donating their time to the "Cops versus Kids" basketball event.

11 Councilmember Stille reported on his attendance at the January 23-24 goal setting session and
12 thanked City Mauager Casey for all his work on this meeting.

15 thanked City Manager Casey and City staff, along with the Planning Commission and Parks
16 Commission for participating in this important meeting.

Council member Jenson reported on his attendance at the January 23-24 goal setting session. He
stated that the St. Anthony History Committee's book on WW II stories is complete and will be
sold for $17.95 plus tax. He reported that he will be participating in strategic planning meetings
with District #282 in February.

Mayor Faust reported on his attendance at the January 15 1h MWMO retreat. He also reported on
his attendance at the January 21 st Chamber of Commerce lunch. He also reported on his
attendance at the January 23-24 goal setting session and thanked the City Council, Planning
Commissioners, and Parks Commissioners who took time off work to attend this session.

Mayor Faust invited residents to come forward at this time and address the Council on items that
are not on the regular agenda. Hearing none, Mayor Faust moved forward with the agenda.
