The information herein also provides a history of each department division, projects, and sustainability efforts over the past year. Background 2013 Annual Report · Publc Works Department · St. Anthony Village, Minnesota 1 The Public Works Department’s function is to provide a wide variety of services to our residents and to provide maintenance and repair to the City’s infrastructure in the most cost effective manner. Currently the Public Works Department is comprised of fourteen (14) full time employees (12 employees are maintenance staff and two 2 are in management). I. Background MISSION STATEMENT To provide effective and efficient design, construction operation and maintenance of the City’s infrastructure. The Public Works Department is organized into 5 divisions. Department Divisions The Public Works Department is divided into five (5) divisions: Streets, Parks, Water/Sewer, Vehicle Maintenance, and City Buildings. STREET DIVISION The Street Division is responsible for the repair and maintenance of the City’s street network. They are responsible for snow and ice control in the winter months, as well as asphalt repairs and street sweeping during the summer months. In 2013 the Public Works Department Street Division conducted seven (7) street sweepings City-wide. 39 tons of asphalt repair work also took place. In the 2013/2014 winter season there were 18 snow/ice events and 9 citywide plowing events. During those times the following quantity of events were utilized: • Salt usage – 275 tons (200 tons in 2012) • Salt brine – 2,425 gallons (3,515 gallons in 2012) • Sand – 30 tons (minimal sand used in 2012) PARKS DIVISION The City Parks Division maintains Emerald Park, Central Park, Tower Park, Silver Point Park, and Trillium Park. The Parks Division is also responsible for the maintenance of the stormwater retention ponds, ditch lines and City owned properties. Another aspect of the Parks Division is to staff and maintain the City’s ice skating rinks. The ice skating rinks were open for 11 weeks (65 days) during the 2013/2014 winter season to date. Of these 11 weeks, the ice skating rinks have been closed for a total of 10 days due to the weather, as well as one day for the Christmas holiday. The total attendance on the ice skating rinks in 2013 was 3,503 which is up from 2012 (3,292). On average, there were approxiamtely 319 skaters per week or 46 skaters per day that enjoyed our rinks in 2013. • Emerald – 1,355 (1,271 in 2012) • Central- 1,198 (950 in 2012) • Silver Point – 950 (1,071 in 2012) WATER/SEWER DIVISION The Water/Sewer Division of the City of St. Anthony’s Public Works Department is responsible for the maintenance of the City’s water and sewer infrastructure. This division is responsible for annual hydrant flushing (spring/fall), maintaining the as-built records and Geographic Information Systems (GIS) upgrades, and water main repairs. This Division also provided the Consumer Confidence Report (CCR), which is a mandated report by the Minnesota Department of Health (MDH) to provide a report to our residents explaining the production and test results of our drinking water. In 2013 the Water/Sewer Division responded to and repaired: • 3 service leakes (4 in 2012) • 9 water main breaks (10 in 2012) II. Department Divisions 2013 Annual Report · Publc Works Department · St. Anthony Village, Minnesota 3 VEHICLE MAINTENANCE DIVISION The Vehicle Maintenance Division (Fleet Maintenance) provides the necessary vehicle maintenance and repair to all the City’s Public Works vehicles and equipment, which includes both licensed and non-licensed equipment. In addition, this Division supports the Police and Fire Department with their maintenance needs. The City’s existing Vehicle Maintenance Division staff is trained and licensed to certify all vehicles in the fleet meet DOT standards and pass inspections on an annual basis. In addition, the Vehicle Maintenance Division assists in the purchase and specification process when replacing capital equipment for the Public Works Department. It has always been the goal of this Division to provide the necessary service and repair of all city owned equipment in a manner which is competitive with outside service alternatives. In 2013, highlights of the scheduled public works capital equipment purchases included: • 2013 Case 590 Backhoe • 2013 Flatbed Utility Truck • Toro 360 – dual purpose for summer and winter use CITY BUILDING DIVISION The City Buildings Division provides the necessary maintenance and repare to all the City’s buildings. Projects included: • City Hall administration area improvement project • Police Department improvement project • City wide routine building maintenance 4 III. Projects Throughout the year the Public Works Department, which included Engineering, aids in numerous projects across the community. In 2013, the Public Works Department assisted in the following projects: Engineering: • Silver Lake Carp Project - In 2012 the City began the Silver Lake Bio Manipulation Project: Carp Removal through a partnership with the Minnesota Department of Natural Resources (MnDNR), Ramsey County Conservation District, Rice Creek Watershed District, Three Rivers Park District, and the cities of St. Anthony Village, New Brighton and Columbia Heights. In January 2013 permits were secured and initial lake analysis was conducted. During the spring of 2013 initial carp tagging and population estimates were completed and a population assessment study was completed. The Carp Removal project is one piece of the puzzle to assist with water quality issues within the lake. • Safe Routes to School (SRTS) - In 2013 the City of St. Anthony Village was awarded a Safe Routes to School (SRTS) planning grant by the Minnesota Department of Transportation (MnDOT). The SRTS program is aimed to improve safety, reduce traffic, and improve air quality near schools. The assistance provided will help a local SRTS team (including the City, School District, school staff, parents and students) to develop a Safe Routes to School Plan that will identify projects andprograms to enhance the safety of our streets for children and families that want to walk and bike to school. The planning process began in late 2013 and will extend into the 2014 school year. • GIS Upgrades - The City of St. Anthony worked with WSB & Associates, Inc. to develop a web-based geographic information system (GIS) mapping tool for use by City Staff. This system allows the City’s mapping system to be accessed on the internet on desktop computers or via Wifi on tablet and smartphone devices. It enables staff to access and share information such as hydrant locations, sanitary sewer and water main lines, gate valve locations, sign locations (for replacement) and other pertinent data. III. Projects 2013 Annual Report · Publc Works Department · St. Anthony Village, Minnesota 5 Utilizing this web-based system also makes updating information and data more streamlined as staff will only need to update the information in one location as opposed to individual computers or electronic devices. • Grants for Pahl Avenue Pond Projects - The City filed a Grant extension requesting to complete work in 2014. MWMO Mini-Grant awarded to evaluated how aerating sod can increase initial abstraction of green spaces and lead to potential runoff reduction if an aeration plan is implemented across the City. • Other Engineering projects include: Public Works: • Enhancements to City Hall - landscaping of the front of city hall entrance and city hall campus • A/V Upgrades to the Council Chambers • Fleet fuel sharing with the City of New Brighton • Annual chip sealing program • 2013 capital equipment purchases • Annual employee training • June storm event • Addressing regional flooding in residential areas • Continuing work on planning LED projects throughout the City • Completing a final report for Mirror Lake and the Industrial Park 6 IV. Street and Utility Improvements Program STREET IMPROVEMENTS To date, 17. 4 miles of road reconstruction has occurred in St. Anthony Village since 1997. 6.8 miles are planned from 2015-2024. The City of St. Anthony worked with WSB & Associates, Inc. to reconstruct over 0.5 miles of residential roadway as part of their annual street and utility reconstruction project. This project included the complete replacement of the municipal water distribution system, sanitary sewer, and road surface of Edward St from 35th Ave NE to 36th Ave NE and 36th Ave NE from Roosevelt Ave to Silver Lake Road. Numerous drainage improvements were also completed with this project as part of the City’s ongoing effort to reduce flooding. This street reconstruction project completes the residential street improvement program located west of Silver Lake Road. Streets completed in 2013 include: • 36th Avenue from Silver Lake Road to Roosevelt Street • Edward Street IV. Sustainability 2013 Annual Report · Publc Works Department · St. Anthony Village, Minnesota 7 IV. Sustainability ST. CHARLES RAIN GARDEN The City applied for an MWMO mini- grant. We received the grant for $2,000 to use towards the St. Charels bioswale and stormwater education project. Funds were used to install a bio-filtration system into an existing stormwater swale. Mulch, compost and soils will be used to amend the naturally occurring clay soils, and the area will be planted with MN native plants. The plantings will be maintained by the students and volunteers at the school. City of St. Anthony will excavate the site, which will be planted and maintained by students and volunteers. Using existing water quality and stormwater curriculum, students grades 6-8 will be educated about stormwater and water quality issues,and will evaluate and assist in maintaining the bioswale. STORMWATER MECHANICAL SEPARATOR MWMO Grant funded Project to be constructed in Summer/Fall 2014 - The Underground stormwater treatment system will divert runoff from the City of St. Anthony and CSAH 88 into a underground storm treatment system. This system will have primary treatment hydrodynamic separator which will utilize gravity and the stormwater flow to settle and trap particulate matter. It will have a secondary treatment system to remove soluble pollutants. The secondary treatment system is intended to act as a research site to help determine effectiveness of available treatment technologies such as alum flocculation, ionization, ozone, iron filtration and other future technologies. 8 IV. Sustainability 2013 Annual Report · Public Works Department · St. Anthony Village, Minnesota SUSTAINABILITY FESTIVAL In November the City collaborated with the Cities of Falcon Heights and Lauderdale and the University of Minnesota to hold a Sustainability Festival to educate citizens on sustainability practices that can be done on their property. The event showcased student projects on implementatable projects for residents, connected residents to agencies and groups with sustainability goals and initiatives, and provided an opportunity for residents to hear from Ellen Anderson, the Senior Advisory to the Governor on Energy and Environment at the State of Minnesota. REGIONAL INDICATOR’S INITIATIVE The City of St. Anthony Village is now a participant in the Regional Indicators Initiative Project which is a collaborative effort invovling other metropolitan cities towards the common goal of being more energy efficient. The City of St. Anthony will be compiling data regarding energy consumption (residential and commercial/industrial) and will assess and evaluate ways to reduce areas which seem to be in excess. SALO PARK ALUM SYSTEM MPCA, RCWD, and City Grand Funded Project to be constructed in Spring of 2014- The Salo Park stormwater pond improvements will include modifying the existing two cell stormwater pond system by drawing water from the north pond into an underground treatment cell, treating the stormwater with alum, discharging it to an underground settling basin, and then discharging it into the south pond. Integrating alum into the treatment system will bind additional dissolved phosphorus and small particulate phosphorus into a floc that can be settled into the underground storage basin. Sustainability 2013 Annual Report · Publc Works Department · St. Anthony Village, Minnesota 9 GREENCORP MEMBER Launched in 2009, Minnesota GreenCorps is a statewide program to help preserve and protect Minnesota’s environment while training a new generation of environmental professionals. This program places AmeriCorps members with local governments, educational institutions, and non-profit organizations around Minnesota, where they serve for 11 months on focused environmental projects. This program is coordinated by the Minnesota Pollution Control Agency. In 2012 the City was selected to be a host community as part of an application process. Nick Voss, an AmeriCorps member, began his internship with the City of St. Anthony Village, which extended into 2013. INTERN In 2013, Nicole Nissen-Hooper, a Sustainability and Complex Systems major at the University of Minnesota, served as an intern. Nicole assisted in the coordination of the tri-community Sustainability Festival. In addition to assisting in coordinating this event, Nicole has been contributing to the City’s overall recycling program , working with staff on the carp removal program at Silver Lake, keeping the “sustainability tab” on the City’s website current, helping plan the City’s Clean-Up day, helping plan the rain barrel seminar and finazlizing stormwawter projects.
