Resolution 14-029; a Resolution Accepting a Donation from Mr. Quady for the St. Anthony
Police department.
OVERVIEW:
The attached resolution accepts a donation from Mr. Quady, a St. Anthony resident, in the
amount of $10,000 for the St. Anthony Police department. This donation will be used for
police bikes, bike lights, Summer Survival School, Citizen's Academy, AED's and ballistic
shields.

A RESOLUTION ACCEPTING A OONATION FROM MR. QUAOY TO THE ST.
ANTHONY POLICE OEP ARTMENT
WHEREAS, the City of St. Anthony is required to accept all donations and grants by
resolution; and
WHEREAS, the City of St. Anthony has received a donation from Mr. Quady in the amount
of $10,000; and
WHEREAS, this donation will be used for police bikes, bike li g hts, Summer Survival
School, Citizens Academy, AEO's, and ballistic shields.
NOW, THEREFORE BE IT RESOL VEO that the City Council of the City of St. Anthony
Village hereby accepts a donation from Mr. Quady for police bikes, bike li ghts, Summer
Survival School, Citizen's Academy, AEO's and ballistic shields.

CALL TO ORDER.
Mayor Faust called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING
ITEMS.
I. APPROVAL OF APRIL 22, 2014, CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City
Council Meeting Agenda of April 22, 2014.
Motion carried unanimously.
II. PROCLAMATIONS AND RECOGNITIONS -NONE.
III. CONSENT AGENDA.
A. Consider April 8, 2014, Council meeting minutes;
B . Consider licenses and permits; and
C. Consider payment of claims.
Motion by Councilmember Stille, seconded by Council member Gray, to approve the Consent
Agenda items.
Motion carried unanimously.
IV. PUBLIC HEARING.
A. 2015 Budget. Shelly Rueckert, Finance Director, presenting.
Mayor Faust opened the public hearing at 7:02 p .m.
Finance Director Rueckert explained that tonight's public hearing is intended to provide an
opportunity for residents to have input in the budget process and following the public hearing,

staff will participate in work sessions to further discuss the 20 IS operating and capital budgets
culminating in a presentation to the City Council on September 9th of the proposed 2015
operating budget and property tax levy and another meeting on December 9th where the City
Council will adopt the final 2015 operating budget and levy. She reviewed the 2014 General
Fund revenues noting that the General Fund is the City's core fund for providing City services
and pointed out that the tax levy represents approximately one-half of the City 's revenues. She
also discussed General Fund expenditures and stated that over 66% of General Fund
expenditures go toward public safety efforts. She also reviewed the overall levies for 2014
compared to 2013 and stated there was a 3.8% increase in overall levies in 2014 , adding that a
$208 ,000 median value home paid $1 ,423 for City services in 2014.
Councilmember Jenson stated it appears that most cost areas are flat except for the road
improvement debt and asked if that increase was due to the fact that the 2014 street project is
larger than last year.
Finance Director Rueckert explained that the City had some refinancing of debt that occurred in
2014 and the City was able to lower some of its interest rates on the restructuring. She
acknowledged the increase was higher than the norm but the City has a levy reduction plan in
place to help mitigate increases and provide a more gradual or steady increase from year to year.
She stated that when the City received its LGA distribution in 2014, the City Council used its
LGA to meet previously unmet capital needs, as well as to put some away in reserves and
mitigate inflationary increases to provide tax relief. She added that the City anticipates it will
receive an additional amount of LGA in 20 IS in the range of 12-18%.
Mayor Faust pointed out that the City did not receive LGA for twelve years prior to its receipt of
LGA in 2014 and it is going to take some time to catch up.
Councilmember Stille stated that the City's approach has always been to do what it can to keep
the general levy as flat as possible while still keeping an eye on necessary capital improvements,
specifically the City 's roads , and levy increases are typically related to road improvements.

REPORTS FROM COMMISSION AND STAFF -NONE.
GENERAL BUSINESS OF COUNCIL.
A. Sustainability Internship Presentation . Nicole Nissen-Hooper, Sustainability Intern,
presenting.
Mayor Faust introduced Nicole Nissen-Hooper, the City 's Sustainability Intern.
Sustainability Intern Nissen-Hooper stated that the City planted a tree at Trillium Park today in
honor of Earth Day. She reminded residents of the City's annual cleanup day on Saturday, May
3rd , from 9:00 a.m.-12:00 noon and residents can check the website and various community
handouts for more information. She stated that a Sustainability Festival was held last year with
participation from Falcon Heights, Lauderdale, and University of Minnesota students. She
advised that the City removed over 400 invasive carp from Silver Lake this winter representing

about 36% of the carp. She reported that the rain barrel workshop was held last week and 22
residents received discounted rain barrels. She stated that projects started for next year's intern
include a project to install a green roof on top of the water tower, Tree City USA, and
construction of the rain garden at Central Park . She thanked the City for everything and stated
her internship has been a great experience.
Mayor Faust stated that Ms. Nissen-Hooper will be graduating on May 10 th and she is part of the
first graduating class with a major in sustainability. He expressed the City Council's thanks and
appreciation for all her efforts on behalf of the City.
B. Quarterly Goals Update. Mark Casey. City Manager, presenting.
City Manager Casey advised that work has commenced on the Silver Lake treatment/Salo Pond
and work will commence on the regional storm water treatment facility in late summer. He
stated the treatment facility was supported through a $1.2 million grant from MWMQ. He
reported the City has been working with Rice Creek Watershed District on Mirror Lake and Rice
Creek Watershed District secured a $3 million water quality grant which is part of the regional
plan to address the issues in the region, adding that Ditch #3 is the area in St. Anthony that will
be most affected by this grant. He advised that the City has begun Phase 1 of its laser fiche
project with the goal of creating a public interface where residents can view all public files
online. He re ported that the City received a $770,000 Federal Grant as part of its goals related to
access ible pedestrian signals (APS) and traffic studies and the City will look at several
intersection s including Silver Lake Road north to south at Silver Lane, the shared intersection of
Ken z ie and St. Anthony Boulevard, and the 37th Avenue intersection with Stinson and Highcrest.
He added that s ome of thi s work would parallel some of the recommendations coming out of the
Safe Routes to School grant. He stated the C ity is currently conducting a citywide facility study,
the Police Department remodel is complete, and the Police Department locker room project is
currently underway. He stated the Planning Commission's work plan includes monitoring wood
fire impact and ensuring that the City Code reflects sustainability initiatives and the Parks
Commission's work plan includes exploring a dog park, enhanced pedestrian and bike friendly
routes, and new "SA V" signs on secondary streets.
Councilmember Jenson noted that during the first quarter, staff has taken action on 26 items and
he commended City Manager Casey and staff on their progress.
REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
City Manager Casey reported that a second carp removal effort at Silver Lake was done last
Friday with 60 carp removed for a total of 500 pounds, representing an approximate 41 % overall
reduction in the carp population. He stated the City needs to remove some debris from the lake
and plans to do that this summer with an additional carp removal effort next winter.
Councilmember Gray requested further information about the debris in the lake.
City Manager Casey indicated the City pulled a picnic table out of the lake this week. He added
that the ripping of the net earlier this winter might have been caused by some rebar.

City Manager Casey pointed out that the $3 million water quality grant secured by Rice Creek
Watershed District was the #1 choice of all the projects submitted and there was only $5 million
available statewide. He commended City Engineer Todd Hubmer for the significant amount of
work he did with Rice Creek Watershed District and stated that without Mr. Hubmer 's help , this
project would not have been the # I choice. He reported that the 2014 street project is starting
next week on the east side of Ed~emere. He advised that the Safe Routes to School open house
is scheduled for Monday, May 5t , at 6:00 p.m. at Wilshire and the open house provides an
opportunity for residents to review and comment on the draft plan.
Councilmember Stille -no report.
Councilmember Gray reported on his attendance at the North Suburban Communications
Commission 's public hearing on April 17th regarding Comcast's franchise agreement proposal.
He advised that the public hearing is open until May I Sl and the Commission will vote on the
agreement shortly thereafter.
Councilmember Jenson reported on his attendance at the April loth and April 14th strategic
planning sessions with the School District where they discussed ways to enhance the School
District 's mission, values, and vision and action steps needed to achieve their goals.
Councilmember Roth -no report.
Mayor Faust reported on his attendance at the April 14th Regional Council of Mayors meeting
and a loss control workshop on April 16 th sponsored by the League Insurance Trust. He also
reported on his attendance at a meeting on April 18 th with officials from Anoka County and
Coon Rapids who were participating in a transit oriented development tour from the City of
Ramsey to the City of Minneapolis, including a tour of the Landings.
VIII. COMMUNITY FORUM.
Mayor Faust invited residents to come forward at this time and address the Council on items that
are not on the regular agenda. Hearing none, Mayor Faust moved forward with the agenda.
IX. INFORMATION AND ANNOUNCEMENTS.
Mayor Faust reminded residents of cleanup day on Saturday, May 3, from 9:00 a.m. to 12:00
noon and stated further information is available on the City'S website.
X. ADJOURNMENT.

The Applicant's reque st for a variance to allow for the construction of a partial second story addition and
front stoop located IS-feet from the corner side (front yard) property line is reasonable and consistent
with the intent of the Zoning Ordinance and the City 's Comprehensive Plan . Based on the r eview, staff
recommends approval of the requested variance for the property located at 3111 Wilson Street subject
to the conditions as outlined in Exhibit D.
The Planning Commission recommended approval the requested variance with a vote of 6 -0 following a
public hearing on April 28, 2014.

CONSIDERATIONS RELATING TO THE PROPOSED VARIANCE
1. Background
The Applicants wish to construct a partial second story addition and front stoop onto their existing
home located at 3111 Wilson Street. The Applicants have indicated that the addition will be
approximately 530 square feet and will be located over the northern portion of the home (closest to
Townview Avenue , as opposed to an adjoining residential home to the south). The partial second
story addition will be for the construction of a master suite, which will allow modifications to the
main level to be made . The proposed layout of the home will maximize the location of the existing
stairwell location, which will minimize impacts to the remainder of the home in terms of
constructio n/ mod ifica tio ns.
The existing home is located within the R1 Zoning District which requires a 30 foot front yard
setback . The Applicant's property is located at the corner of Wilson Street and Town View Avenue
NE . On corner lots, the front yard setback must be observed from both streets (i.e. the west and
north property lines). In this instance, the existing home is considered a "legal nonconforming
structure" as it currently does not meet the required front yard (corner side yard) setback from
Town View Avenue NE .
2. Applicable Codes.
Title XV Land Usage , Chapter 152 Zoning Code , Section §152.039 DIMENSIONAL REGULATIONS
(WITHIN THE R1 DISTRICT) (F) Side Yards, states that "dwellings must have 2 side yards the
combined width of which is at least 15 feet, and each side yard must be at least 5 feet wide. A side
yard adjacent to a street must be at lea st 30 feet wide".
Title XV Land Usage, Chapter 152 Zoning Code , Section §152.245 VARIANCES (A) Application states
that "An owner of property with an existing structure which does not comply with the zoning code,
or of property on which such a structure is proposed to be constructed , may apply for a variance
upon payment of the fee specified in Chapter 33 ".
3. Criteria for and Consistency with Criteria for Variance Approval . Title XV Land Usage, Chapter 152
Zoning Code , Section §152.245 , (C) Evidence , lists the criteria the City Council must consider in
determining whether to grant or deny a variance . The applicable criteria include :
1. The subject matter af the application is within the scope of this section.
The application for a variance is necessary considering the proposed partial second story
addition and front stoop are located closer to the corner side (front yard) lot line than is allowed
by the Zoning Code . Furthermore, the existing home as it currently sets is in violation of the
required setback criteria as outlined in the City Code. Virtually any improvement (enlargement)
of the home would require the issuance of a variance . Criteria met.
2 . Strict enforcement would cause practical difficulties because:
a. The property owner proposes ta use the property in a reasonable manner not permitted
by the zoning cade;
The property owners propose to make a reasonable partial second story addition to the
existing home . The partial second story addition is a modest addition to the home and
will be constructed to a portion of the home that will have the least impact to the
neighbor immediately adjacent to the property. The property is curre ntly used as a
single-family residential use and will continue to be used as such with the proposed
addition. Criteria met.
b. The plight of the property owner is due to circumstances unique to the property not
created by the property owner;

The existing home does not meet the setback requirements of the R1 District, and
therefore any addition (expansion) of the existing home requires the issuance of a
variance. The property was platted decades ago, and the existing ordinance has been in
effect well before the Applicants purchased the home. The need for the variance was
not created by the property owner.
Furthermore, as shown in Exhibit A: Location Map, the property was platted with a
unique circumstance in that the property line does not extend further to the north as
the properties immediately to the east do. This creates a dimensional limitation that is
unique to this property (i.e. they are already short 5-feet of property that other
properties in the immediate vicinity have to work with). Other options considered by
the property owners included construction of an addition onto the back side of the
home, however this too would require the issuance of a variance and it would be
cre ating more impervious surface on the lot. Criteria met.
e. The variance, if granted, will not alter the essential character of the locality; and
The existing home was constructed in 1960 and is true to the style of that decade, as are
majority of the homes within the imm ediate neighborhood. The proposed partial
second story addition and front stoop will be designed in a manner that maintain the
overall character of the home and the locality, and will provide an updated design in line
with today's standards, bringing new life to the home and the area. The proposed
partial second story addition is rather modest, as the Applicants are not requesting a
large addition that may visually or structurally impose on surrounding properties.
Criteria met.
d. Economic considerations alone are not the basis of the practical difficulties.
The basis for the practical difficulties is that the home is already fifteen feet from the
corner side (front yard) lot line and does not allow for expansion of the existing home in
a way that would comply with the Zoning Code (no matter where the addition would
occur). The other options available would either result additional impervious surface, or
require that significant modifications be done to the existing home to accommodate for
the second story as the staircase to the second story would have to be designed in areas
that are currently taken up by livin g space within the existing home. While economic
considerations are a factor, as the value of the home will increase as a result of the
addition, it is not perceived that they are the sole basis of the practical difficulty.
Criteria met.
3. The variance, if granted, would be consistent with the City's comprehensive land use plan.
If the variance is granted the use of the property would remain the same land use as it is today,
single-family residential. The comprehensive plan guides this area for single-family use and the
proposed partial second story addition and front stoop will not alter that use. Criteria met.
4. The granting of the variance is in harmony with the general purposes and intent of the zoning
code.
The intent of the zoning code is to protect the health, safety, and general welfare of the city and
its people through the establishment of minimum regulations governing land development and
use. The zoning code is established to:
a. Protect the use districts;

The proposal would not change the use of the property or create a disruption to the
Single-Family Residential District. The current use (and proposed use) as a single-family
home is consistent with the City Code. Criteria met.
b. Promote orderly development ond redevelopment;
The proposal seeks to make an improvement to the property by allowing the property
owners to add a partial second story addition that will tie into an existing staircase
location. The proposed addition and front stoop will not be detrimental to the
neighboring property, nor will it encroach further into the required front yard (corner
side yard) setback. Criteria met.
c. Provide adequate light, air, and access to praperty;
The proposal would not negatively impact adequate light or air from reaching the
property or adjacent properties. The proposed partial second story addition and front
stoop will be constructed on the north end of the existing home, which is the furthest
location for the closest adjoining property immediately to the south . Criteria met.
d. Prevent congestion in the public streets;
The proposal will have no impact on the amount of congestion in the public street .
Criteria met.
e. Prevent overcrowding of land and undue concentration of structures by regulating land,
buildings, yards, and densities;
Allowing the requested variance will not result in overcrowding of the land or an undue
concentration of structures. The partial second story addition as proposed would not
impact/increase the amount of impervious surface on the property. The partial second
story addition will meet the height and massing (FAR) requirements of the Zoning
Ordinance. Furthermore, the proposed partial second story addition will not encroach
into the required front yard (corner side yard) setback any more than existing
conditions. Criteria met.
f. Provide for compatibility of different land uses;
CONCLUSIONS
The proposal will not result in a change of land use, nor will it conflict with adjacent land
uses. Criteria met.
As the existing Zoning Ordinance currently is written, the Applicant is left with a very small area for
which a home could be constructed on the property and meet the setback regulations of the R1 Zoning
District (See Exhibit B: Application and Supporting Material). The existing home does not meet the
required corner side yard (front yard) setback as it currently sits on the property, and therefore any
addition (expansion) of the home requires the issuance of a variance . The Applicant's desire to improve
their property and add a partial second story addition and front stoop to increase the living space for
their family is reasonable, especially since the home was constructed in 1960 and needs (spatial needs)
of a family has changed of the past 50+ years.
Furthermore, when the lot was originally platted, the property boundaries were done so in a manner
that reduces the lot width by 5-feet, unlike those lots in the immediate vicinity (whether on purpose or
not). This unique circumstance already sets the Applicants at a disadvantage over similar lots within the
same plat, as their existing corner side yard (front yard) setback is immediately reduced (by 5-feet).
While a "do nothing" alternative does exist, staff feels the Applicants' request for a variance is
reasonable given the limitation of the other alternatives, and that the variance will not adversely affect

the surrounding property or the Applicants' property. The practical difficulty lies in the fact that the lot
was platted, and a home was constructed in a manner that cannot be improved (enlarged) in any
manner without the issuance of a variance .
RECOMMENDED ACTION
1. Request Additional Information and Continue the Meeting. The Applicant appears to have
provided enough information for the City Council to make a decision to approve or deny the
request . Should the City Council r equest additional information from the Applicant, the City
Council should continue the meeting until a later time . Should this action take place , it is
recommended that the review period be extended by 60-days and that the City Council direct
staff to prepare a letter of extension stating as such .
2. Approval (with or without conditions) of the Variance. In the event of a decision for approval
(with or without conditions). the City Council may refer to Exhibit D and may modify the draft
resolution for approval to include any conditions that it deem s necessary .
3. Denial of the Variance. In the event the City Council chooses denial of the requested variance,
it should clearly state its reasons for the denial and direct staff to prepare a resolution to be
brought back at the next meeting. Should this action take place , it is recommended that the
review period be extended by 60-days and that the City Council direct staff to prepare a lette r of
extension stating as such.

Description of the Request
The Frigstad family, at 3111 Wilson Street, is seeking a variance for a partial second story & open
covered front entry addition to the original 1960 rambler at the same address . The variance is
requested as the north portion of the as -built house overlaps with the north set-back from Townview
Avenue (refer to attached site drawing). A 15' Exterior Side Yard exemption is being requested .
The family of four has lived in the house and enjoyed life in St . Anthony since 2003 . The design intent of
the remodel is to upgrade the interior while ensuring that the new exterior design is well suited to the
home as well as the surrounding neighborhood -it must look like it belongs in the neighborhood. For
this reason the services of a professional architect have been engaged .
The partial second story is intended to completely remain within the existing footprint of the home . It
will be approximately 530 finished square feet and will be located over the northern portion of the
house so that the new sta i r can be stacked over the existing stair and the exterior aesthetic will be
architecturally pleasing. Locating this on the southern half of the structure away from the corner would
create a visually awkward condition , be obtrusive to our neighbor to the south , and require a 2"' stair be
located within the existing bedroom wing of the main level. This would result in losing another
bedroom and make the project not practical. The new open covered entry will be incorporated to
create a more visually appealing front fa~ade . Photographs of a separate SI. Anthony remodel
completed in 2008 designed by our architect, are attached as a reference to reflect the design intent of
this remodel at 3111 Wilson Street.
The desired improvements to the home include a kitchen remodel, main floor bathroom remodel,
converting existing space to a mud room, a new open covered front entry, and a partial second story
that will serve as a master suite. Additionally, desired energy efficient elements will also be worked
into the remodel including new windows, new doors, new furnace, new air conditioner and re-i nsulation
ofthe exterior walls .
The finished remodel will reinvigorate the house at 3111 Wilson Street, add value to the neighborhood
and position the house to be highly desirable for the coming decades .

the Applicant has requested a 15-foot variance from the comer side
yard (front yard) setback to allow for the construction of a partial
second story and front stoop to be constructed on an existing home
located 15-feet from the north property line; and
the existing home is located 15-feet from the north property line; and
the Planning Commission acting as the Board of Adjustments and
Appeals, reviewed and considered the request based on the related
documents shown in the Applicant's application in a public
hearing at their regular meeting on April 28,2014; and
NOW THEREFORE BE IT RESOLVED that the City Council of the City ofSt.
Anthony Village approves the Applicant's variance request based on the following
findings:
I. The requested variance is consistent with all the standards for granting a
variance as described in Section §152.245 of the St. Anthony Village Zoning
Code. More specifically, the City Council finds that the requested variance is
justified for the following rea so ns:

a. The property owner proposes to use the property in a reasonable manner.
b. The existing home is currently fifteen feet from the comer side (north)
property line, rendering it a legal nonconfomling structure. Therefore,
there is no way the home could be expanded (in any direction) and adhere
to the City 's Zoning Code.
c. Allowing the proposed partial second story addition and front stoop will
have no impact on the essential character of the locality. In fact upgrading
the home and including architectural features such as a front stoop will
enhance the character of the locality.
d. The basis for the practical difficulties is that the home is already
constructed fifteen feet from the comer side lot line and does not allow for
an expansion to the existing home to be constructed in a way that would
comply with the Zoning Code. Furthermore, the lot was uniquely platted
in a manner that is unlike the properties immediately surrounding it , as its
width was reduced, therefore having a greater distance from the property
line to the back-of-curb.
e. If the variance is granted the use of the property would remain the same
land use as it is today. The comprehensive plan guides this area for single
family use and adding the partial second story and front stoop addition
will not alter that use.
f. The proposal would not change the use ofthe property or create a
disruption to the Single-Family Residential District. The current use as a
single-family home is consistent with the City Code.
g. The proposal seeks to make an improvement to the property by allowing
the property owners to make use of the existing home. The proposed
partial second story addi tion is proposed in an area furthest away from the
closest home and would not be detrimental to the neighboring property .
h. The proposal would not negatively impact adequate light or air from
reaching the property or adjacent properties.
I. Allowing the variance is in harmony with the general purposes and intent
of the City's Code relating to preventing congestion in public streets . The
project will have no impact on congestion.
J. Allowing the requested variance will not result in overcrowding of the
land or an undue concentration of structures . The partial second story
addition will not impact the amount of impervious surface on the property.
k. Allowing the variance is in harmony with the general purposes and intent
of the City'S Code to provide for compatibility of different land uses. The
project will have no impact on land use compatibility.
NOW THEREFORE BE IT FURTHER RESOLVED, that the City Council's
approval of the requested variance is contingent on th e following:
I. The Applicant shall obtain all necessary permits and approvals prior to
beginning construction.
2. This variance shall expire one (I) year from the date of the resolution if
the con struction of the partial second story and front stoop does not
commence . City Co uncil approval s hall be required for an extension.

T he purpose for this letter is to ask your approval and solicit your help for an upcoming 5K run. The
School ofSt. Charles Borromeo has been an integral part of the St. Anthony Community for 75 years
and they are celebrating their legacy with an all-school reunion, on Saturday, September 27, 2014.
The 75 th Anniversary Celebration will include a 5K alumni run scheduled at I :00 p .m . in the afternoon ,
followed by a reception on the front lawn of the school from 3:00 p .m . to 9:00 p.m. The event will
include 5:00 Mass, tours of the school, and a small program at around 7:00 p .m. Entertainment will
include musical performances by alumni, and vendors in the area will provide food and beverages.
About 4,500 students attended St. Charles in its 75 years, and many were residents of St. Anthony.
Several parents of alumni still live in the community. We will be sending out emails in May and June to
notify alumni of the event. We hope to have an idea of the number of people attending the event by the
end of June.
The 5K run will consist of a loop that will start at the lower level of the school parking lot, proceeding
north on Stinson Boulevard, heading east on the St. Anthony Parkway, south onto Wilson Street, and
turning West onto 27th Avenue to repeat this route approximately 4 times. It is estimated that our lead
runners will finish in about 20 minutes, and our slower runners in about 60 minutes. A map is attached.
Traffic on Stinson and St. Anthony Parkway will be the biggest concern for the runners, and Wilson and
27th Avenue are much less frequented . Ifwe were to get approval, we would probably need road blocks
on the East side of Stinson Boulevard at 27th Avenue and a road block on the South side of St. Anthony
Parkway with orange cones to give us one lane ofSt. Anthony Parkway. With the race being on a
Saturday afternoon, the hope is there will be minimal traffic, and vehicles can possibly be detoured just
a few blocks out of the way.
This is the first time St. Charles has ever had a 5K run, and so it is hard to know how many participants
we will have. Registration will be posted online this month, and we will have a better idea by
July! August. However, ifI were to make an educated guess, thoughts are no less than 50 runners and no
more than 100 . If the number is small, there may not be a need for road blocks and runners could stay
on the sidewalk, but if we have a good response, we would like to be able to use the street for safety
purposes .
Thank you for considering this proposal. We firmly believe that your support of our event will bring a
sense of community throughout our city.

I . Resolution accepting and approving the funds from Hennepin County Transportation
Department for the In Pavement LED Pedestrian Crossing at Kenzie Terrace.
Hennepin County has prepared a Cooperative Agreement contributing $50,000 toward the
construction of the Kenzie Terrace LED Pedestrian Crossing. This resolution authorizes the
Mayor and City Manager to enter into the Cooperative Agreement and the City to accept the
$50,000.
2. Resolution accepting the Kenzie Terrace In Pavement LED Pedestrian Crossing Project
Plans and Specifications and Authorizing Solicitation of Quotes .
This project is anticipated to have a construction cost less than $100 ,000, therefore is not
required to go through the public bid process . This project is a specialty project with limited
contractors qualified to complete the installation . Therefore, we recommend the City Coun cil
consider the use of the solici tation of quotes process for determining the contractors for this
work.

WHEREAS, the engineering finn ofWSB & Associates, Inc. has prepared plans and
specifications for the Kenzie Terrace In-Pavement LED Pedestrian Crossing,
NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of St. Anthony that:
1.) Such improvements are necessary, cost-effective, and feasible.
2.) Such plans and specifications are hereby approved.
3.) The anticipated construction cost will not exceed $100,000.
4.) The City authorizes WSB & Associates to solicit quotes for the In Pavement LED Pedestrian
crossing at Pentagon Ori ve.
5.) The Mayor and City Manager are authorized to execute a contract to construct these
improvements with the selected contractor.
