MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MAY 9, 1990 ~~ <br />Baldwin convened the meeting at 7:00 P.M. <br />ALL MEMBERS PRESENT <br />Baldwin, Ciernia, Gehrz, Jacobs and Wallin. Also present was <br />Chenoweth. <br />MINUTES OF APRIL 25, 1990 APPROVED <br />The Minutes of April 25, 1990 were approved by unanimous <br />consent. <br />CONSENT AGENDA ITEMS APPROVED <br />Council approved the following Consent Agenda Items by unanimous <br />consent: <br />1. Disbursements: <br />a. Disbursements through 5/9/90, $47,179.79 <br />b. Payroll, 4/16/90 -4/30/90, $10,308.20 <br />2. Appointment of Dirk Niles to Volunteer Fire Department <br />for Rescue Services <br />3. Re-Appointment of Fire Department Senior Officers, <br />Leo Lindig, Craig Shauffert and John Holmgren, Sr. <br />4. Solid Waste Commission Minutes of April 5, 1990 <br />5. Proposed Resolution R-90-20 Relating to Cable TzJ <br />Regulatory Authority <br />6. Licenses, Donovan Mechanical, #538, Rose Bed and <br />Breakfast #537, and Will Anderson Construction, #536 <br />NEED FOR ADDITIONAL FUNDS FOR COMMUNITY PARK WATER CONNECTION <br />Dick Friemuth, Buetow and Associates, explained that at the time <br />construction companies were preparing bids for the new park <br />building, none could obtain an estimated cost from the St. Paul <br />Water Department for the connection of water service to the <br />building. For that reason, the water connection cost was not <br />included in the bid. Friemuth also explained that an eight inch <br />water supply will be necessary ~o accomodate the addition of the <br />sprinkler system, which will increase the cost. Jacobs <br />questioned why the absence of the installation cost for water <br />service was not noted at the time Council approved the $290,000 <br />bid for construction of the building. Wallin also expressed <br />concern that Council was not informed that the cost was not <br />available, and stated he did not like change orders as they are <br />not subject to competitive bidding. Kriegler stated that the <br />fact that the water connection cost was not available was <br />briefly mentioned once, however, no indication of the <br />ramifications was indicated. Council expressed concern that <br />there might be more surprises, i.e., installation of the sewer <br />system, and asked staff to research the matter. Wallin <br />expressed his disappointment in the way the matter has been <br />handled and requested Friemuth attempt to obtain a variance from <br />St. Paul Water Utility to allow for a smaller water service to <br />the building. <br />
