MINUTES ~' <br />SPECIAL CITY COUNCIL MEETING <br />AUGUST 20, 1992 <br />Baldwin convened the meeting at 7:00 p.m. <br />ALL MEMBERS PRESENT <br />Baldwin, Ciernia, Gehrz, Gibson Talbot and Jacobs. Also present <br />were Chenoweth and-Hoyt. <br />MORATORIUM ON ROOF TOP BALLOON DISPLAYS UNTIL POLICY IS <br />ESTABLISHED <br />Council discussed a request from the Packaging Store, 1658 to <br />install a balloon sign on the roof from August 20 to September <br />10, 1992 which includes the duration the State Fair. Since power <br />outages are frequesnt during the fair and problems were <br />encountered during the 1991 fair when a balloon collapsed as a <br />result of a failure, the staff recommended disallowing such <br />displays during the fair. Council concurred with the staff <br />recommendation and declared a moratorium on balloon displays <br />until a policy can be drafted addressing safety and a possible <br />means of indemnifying the city against any liability. Gehrz <br />suggested that input be requested from the business community <br />regarding the proposed policy. <br />The Packaging Store will be allowed to install the balloon <br />display from August 21 through August 27 prior to the fair after <br />which the moratorium takes effect. <br />APPROVAL OF LETTER RELEASING LETTER OF CREDIT ISSUED ON BEHALF OF <br />CABLE TV NORTH CENTRAL <br />Council authorized signing and submitting the letter of release <br />to the Bank of Boston. This letter was necessary due to the fact <br />that the Letter of Credit issued to the city cannot be located <br />and is needed to complete the transfer of ownership from Cable TV <br />North Central to the new owner, Meredith/New Heritage. <br />APPROVAL OF PROPOSAL FOR TRANSPLANTING PARK TREES IN CONCUNCTION <br />WITH CLEVELAND AVENUE STREET PROJECT <br />Since a number of trees on the community park property will be <br />displaced by the Cleveland Avenue construction project staff <br />recommended transplanting the trees. The proposal submitted by <br />"Shade in a Day" would provide for transplanting a tree within <br />the park at no charge in exchange for a tree, and should there be <br />a surplus of trees remaining after the city's desired number of <br />trees have been transplanted, the firm will purchase the <br />remaining trees at a price of $10.00 per foot. Council <br />unanimously approved the proposal. <br />
