81 <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JUNE 23, 1982 <br />A regular meeting of the Falcon Heights City Council was called to order <br />at 7:30 by Mayor Warkentien. <br />Mayor Warkentien, Councilmembers Eggert, Larson, Ciernia and Chestovich. PRESENT <br />Also present were Clerk Administrator Barnes, Attorney Swanson, Engineer <br />Lemberg, Engineer Schunicht, and Fiscal Consultant Chenoweth. <br />None. ABSENT <br />Councilmember Eggert moved, seconded by Councilmember Larson, CONSENT AGENII" <br />that the Consent Agenda be approved as presented. Motion carried APPROVED <br />unanimously. <br />1. Licenses (See Attached List) <br />Councilmember Eggert moved, seconded by Councilmember Chestovich, that MINUTES OF <br />the Minutes of June 9, 1982 be approved as presented. Motion carried 6/9/82 <br />unanimously. APPROVED <br />Following a review of proposed Ordinance ~~190 regarding Park Dedi- <br />cation, Councilmember Ciernia moved, seconded by Councilmember <br />Eggert, that Ordinance ~E190 be adopted and that the Clerk Admini- <br />strator be authorized to publish the same. Motion carried unani- <br />mously. <br />ORDINANCE X6190 ORDINANCE <br />~~ 190 <br />AN ORDINANCE RELATING TO SUBDIVISION AND <br />PLATTING REGULATIONS: PROVIDING FOR PARK <br />LAND DEDICATION OR PAYMENT IN LIEU THEREOF: <br />AMENDING ORDINANCE N0. 69 <br />Attorney Swanson presented a review of the Tax Increment Financing TAX INCREMENT <br />statute and explained procedures to be followed in establishing a FINANCING & <br />Tax Increment Financing District. He explained that the area being GORTNER~STORM <br />considered for such a district (to provide storm.-.drainage for the SEWER <br />area west of Fairview and north of Larpenteur) would qualify as an DISCUSSION <br />"Economic Development District". S6dt~NSON/ <br />CHENOWETH/ <br />Financial Consultant Chenoweth explained the financial aspects of a SCHUNICHT <br />Tax Increment District and presented preliminary projections for the <br />proposed project. <br />Engineer Schunicht presented a storm drainage plan for the Fairview/ <br />Larpenteur area and explained the proposed plan and estimated cost <br />of the project. He informed Council that the University of Minnesota <br />has indicated a willingness to allow the storm sewer to be placed <br />on Gortner Avenue and the matter will be referred to the Board of <br />
