MINUTES <br />SPECIAL CITY COUNCIL MEETING/PUBLIC HEARING <br />OCTOBER 5, 1982 <br />A special City Council meeting was called to order at 7:00 P.M. by Mayor <br />Warkentien. <br />Mayor Warkentien, Councilmembers Ciernia, Eggert and Larson. Also present <br />were Clerk Administrator Barnes, Engineer Lemberg and Fiscal Consultant <br />Chenoweth. <br />Councilmember Chestovich. <br />Mayor Warkentien opened the Public Hearing on the Gortner/Prior/Larpenteur <br />Storm Sewer Improvement at 7:00 P.M. Councilmember Eggert asked Engineer <br />Lemberg how he arrived at the division of the assessment between City Hall <br />and the Hawkins/Hermes property as it seemed to him that the Hawkins/ <br />Hermes property would use mere than City Hall. Engineer Lemberg replied <br />that this is a total line serving City Hall while it will be necessary <br />for the developer of the Hawkins/Iiermes property to put in sewers for <br />that property. He explained that this is just a hook-up connection <br />charged to the property and that the owner will have to extend the line <br />and totally pay for the line from there on. Councilmember Eggert asked <br />if the main has enough capacity for the Hawkins/Hermes property and <br />Engineer Lemberg replied in the affirmative. <br />Fiscal Consultant Chenoweth advised that part would be assessed and the <br />balance will go on the tax levy at this time. However, it .may not be <br />effective until next year and collectible until 198l~. By that time it <br />is anticipated that the tax increment financing plan for the proposed <br />Hewlett Packard addition will be adopted. The increment from that ex- <br />pansion will be used to abate the tax levy. The exact figure is not <br />known at the present time but should be known when the building is con- <br />structed and valuation is put on the building. <br />Robert Mrder, owner of the property at 2061 W. Larpenteur, stated he felt <br />it was fair that the users pay for the cost of the sewer improvement, <br />that it is the responsibility of the developer rather than the people <br />in the area as the residents are not benefitting anything from the sewer, <br />the people benefitting are the ones who are developing the land. Councilmember Ciernia was assured that all property <br />owners involved are aware of the amount of the assessment. <br />Councilmember Eggert moved, seconded by Mayor Warkentien, that Resolution <br />82-?~6 be adopted.
