<br />MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />AUGUST 1, 1979 <br />A Special Meeting of the Falcon Heights City Council was called to <br />order by Acting Mayor McGough at 7:00 p.m. <br />Acting Mayor McGough, Councilmembers Stone and Brown. Councilmember <br />Steele arrived at 7:10 p.m. Also present was Clerk Administrator <br />Barnes. <br />Mayor Warkentien. <br />Councilmember Stone moved, seconded by Councilmember Brown to approve <br />the following payrolls: <br />(a) General Payroll June 16-31, 1979 $4,110.46 <br />(b) Liquor Payroll June 16-31, 1979 $2,487.64 <br />n <br /> <br />Motion carried unanimously. <br />PRESENT <br />ABSENT <br />s~ <br />LIQUOR •Cu• GELV L~Jn LA T, <br />PAYROLLS APPROVET <br />Acting Mayor McGough moved, seconded by Councilmember Brown to approve MASTER GAS <br />Master Gas Installer's License ~~363 to be issued to Edward H. Boehm INSTALLER'S <br />dba/Boehm Heating Company. Motion carried unanimously. LICENSE ~~363 <br />Clerk Administrator Barnes reported to Council that he had appealed <br />to the Metro Council regarding the census figure of 5,460 and was <br />sucessfull in having the amount increased by 310 making a total of <br />5,770. This will affect the amount of State Aids the City will <br />receive for 1980. <br />Acting Mayor Pete McGough introduced for discussion the feasibility <br />of having contractual services for managerial duties at the Falcon <br />Heights Municipal Liquor Store. After a lengthy discussion, it was <br />decided that the Council and the Clerk Administrator should monitor <br />the operation of the Liquor Store for a period of time. A determinat- <br />ion would then be made as to which procedure should be adopted - <br />continuing with Council-Clerk Administrator supervision, hiring another <br />qualified employee, or operating with a consultant. <br />It was further determined that the City Attorney be directed to advise <br />George Willkom, in writing, that the City Council has decided not to <br />engage a consultant for the operation of the Liquor Store because of <br />the financial position of the City due to the levy limitations. The <br />City Attorney is further dierected to commend Mr. Willkom for his past <br />management services and to notify him that the City Council has accepted <br />his resignation effective June 30, 1979, and to wish him well in any <br />future endeavors he may pursue. <br />CENSUS COUNT <br />INCREASED TO <br />5,770 <br />LIQUOR STORE <br />MANAGEMENT <br />DISCUSSION <br />Councilmember Steele moved the above motion, seconded by Acting Mayor <br />Pete McGough. Motion carried unanimously. <br />Councilmember Steele moved, seconded by Councilmember Brown to approve NO PARKING <br />the proposed posting of "No Parking" signs for the State Fair as follows: DURING STATE <br />FAIR <br />1. All of the Northome Addition. <br />2. All of Hollywood Court including the alley. <br />3. St. Marys, Fry, Maple Knoll Drive and Garden Avenue west of Snelling. <br />
