MINUTES <br />SPECIAL CITY COUNCIL-PLANNING COMMISSION MEETING <br />JANUARY 14, 1980 <br />A special meeting of the Falcon Heights City Council and the Falcon Heights <br />Planning Commision was called to order at 7:30 p.m. by Mayor Warkentien. <br />Mayor Warkentien, Councilmembers Steele, Brown, Eggert and Larson. Plan- PRESENT <br />ning Commission Members Elving Anderson, Harold, Nilsen, Robert Blomberg, <br />Al Stefanson, Les Larson, Jim Bourquin, and Oksana Yonan. Also present <br />were Clerk Administrator Barnes and Engineer Lemberg. <br />Mike Heffron. ABSENT <br />Mayor Warkentien explained to Council and the Planning Commission Members <br />that the purpose of the joint meeting was to have a better understanding <br />of what is expected of the Planning Commission and the Council and the -~ <br />function of both units. <br />Mayor Warkentien presented the name of Connie McGeorge, 2099 W. Hoyt, CONNIE MCGEORGF <br />for appointment to the Human Rights Commission as recommended by the 2099 W. HOYT <br />Commission. Councilmember Brown moved, seconded by Councilmember Steele APPOINTED TO <br />to approve the appointment of Connie McGeorge, 2099 W. Hoyt, to fill the HUMAN RIGHTS <br />vacancy on the Human Rights Commission, created by the expiration of the <br />term of Florence Chambers. Motion carried unanimously. <br />Clerk Administrator Barnes handed out data from the Clerk's Manual, which <br />informed Council and the Planning Commission Members as to their duties <br />and responsibilities. <br />Planning Commission Members addressed themselves to the Comprehensive PLANNING <br />Plan which is to be done, and it was requested that Council reconsider COMMISSION <br />their action of April 17, 1979, and to rehire Howard Dahlgren and Associ- REQUESTS RE- <br />ates to assist the Planning Commission in completing the report. HIRING OF <br />PLANNER <br />It was further suggested to Council that an "in house" planner or compar- <br />able person be hired part or full time to assist the Clerk Administrator IN HOUSE <br />with various duties and functions such as the Comprehensive Plan, Grants PLANNER <br />and other areas that can not be accomplished at this time due to lack of SUGGESTED <br />staff. <br />Clerk Administrator Barnes reviewed the scheduling of submittal of the <br />Comprehensive Plan and recommended the City request an extension of <br />time. <br />The Clerk Administrator informed Council and the Planning Commission <br />that the Zoning Ordinance stipulates a Zoning Administrator should <br />be appointed in order that inquiries on land use and permitted uses <br />could be serviced and discussed with the Planning Commission. <br />A lengthy discussion was held on this matter and the Planning Commi- <br />ssion requested Council consider such an appointment. <br />Councilmember Steele suggested that Council and the Planning Commission <br />have another joint meeting with Howard Dahlgren and Associates, and <br />possibly enter into a contract with that firm in order that the Compre- <br />hensive Plan can be completed. <br />ZONING ADM. <br />DISCUSSION <br />Councilmember Steele moved, seconded by Mayor Warkentien to direct the <br />
