2872 <br />REGULAR MEETING OF' MARCH 26, 19b9 <br />The regular meeting of March 26, 1969 was called to order at 7:00 P.M. with the <br />following members present: Mayor Warkentien, Clerk Taylor, Councilmen Stone, <br />Black and Ecklund. Also present were Attorney Seed, Engineer Lemberg and <br />Treasurer Olsen. <br />Minutes: Black moved, Ecklund seconded approval~of the minutes of the <br />Meeting of March 13, 1969 as corrected. Motion was carried. <br />Recreation Committee <br />Recommendation on Mr. Bob Moore, as Vice-Chairman of the Recreation Committee, <br />Lindig Property: reported its findings to the Council regarding the purchase <br />of the Lindig property for recreational use. A meeting was <br />held by the Committee on March 21~ at which time the Committee, <br />Black, Ecklund, and interested parties discussed the land's use. <br />It was voted at this meeting not to purchase the property <br />due to the fact that during the discussion there was no beneficial <br />plan adaptable to the land. He stated that the Village has a <br />responsibility to provide facilities it doesn't have. <br />Black stated that the recommendation was again brought up <br />regarding a survey by an outside facility who might have <br />some ideas for land use for recreational purposes. There <br />isn't going to be at~y land very soon and he thought the Council <br />should renew the idea of contacting a professional planner. <br />Mr. Moore voted against the purchase because no one knew what <br />to do with theproperty at this time. He pointed out that the <br />Village hires an Engineer to design streets, sewers and study <br />traffic movement but not for recreation ideas. He stated that <br />he had shortcomings and admitted he knew nothing about recreation <br />studies; the Council probably doesn't know anything about it either. <br />A member of the Committee, Barbara Lukerman, is a member of <br />Midwest Planning. <br />The Council stated it was disappointed in Midwest's work and <br />their recent metropolitan recommendations. Ecklund suggested <br />Brauer & Associates in Hopkins. Black moved, seconded by <br />Ecklund that the Council invite a representative from Brauer & <br />Associates to an early Council meeting for discussion about <br />future recreation needs and plans. Motion carried unanimously. <br />Further discussion took place regarding a possible bond issue prior <br />to condemnation procedures far the Hawkins property. It was felt <br />that it might be hard to convince the people by bond issue to have <br />a playground in the northwest section. Because of the physical <br />make-up of this Village, it is hard for every resident to benefit <br />from a playground in a corner of the Village. <br />It was decided bg the Council to notify the Ramsey County <br />Welfare Board that it is no longer interested in the Lindig Property. <br />John Kiel - 18l~2 Tatum - What would tkte possibility be of <br />associating with Roseville on their playgrounds and athletics? <br />Mayor Warkentien replied that the Village has had a lot of dealings <br />with them; but he is afraid that they would take the position that <br />they are the'have' d' and w® the "have-not'sF1. <br />
