2194 <br /> SPECIAL '~jZEETIR?G OF DECEMBER l6, 1964 <br /> Pursuant to due call and notice thereof, a special meeting was duly held <br /> on the 16th day of December, 1964 with the following members present: Clerk <br /> W. A. Mortenson, Trustees Z7illis T~iarkentien and Charles Stone, The following <br /> were absent: ;~ayor Harold Nilsen, 'T`rustee ~lfilliam Black who were attending <br /> an important meeting of the Ramsey Gounty League at White Bear Lake, <br /> `'~illis T~arkentien presided at the meeting. <br /> Also attending this special meeting were Village Engineer Brad Lemberg and <br /> members of the Citizens Recreational Advisory Committee as follows: William <br /> Korstad, Leonard Harkness, Hoevare Morse, and Mrs. Billie Foreman. <br /> Engineer's letter of December 14, 1964 addressed to the Villa ge Council was <br /> reviewed regarding skating rinks and playgrounds on two proposed locations. <br /> 1. ~~aple Knoll Area as designated on chart -West of Fry Street and <br /> North of Garden Avenue. 't'his location was recommended as a sliding <br /> area rather than a skating area due to extensive slope. <br /> 2. University Grove Area - South of Larpenteur and East of Coffman <br /> Avenue (the old student housing grounds, wit~~ use of old barracks <br /> as a warming house), University approval was to be sought and <br /> flooding to be started if permission was granted. <br /> ~JIr, Korstad recommended that both areas be flooded for skating regardless <br /> of engineer's recommendation. There were no seconds to such recommendation. <br /> After a short discussion, Mr. Korstad left the meeting. <br /> Stone moved, seconded by ~Tortenson that subject to obtaining Dean Berg's <br /> permission to use the area as indicated, South of Larpenteur and East of <br /> Coffman Avenue, the Village proceed immediately to prepare for flooding and <br /> flood an area 150' x 150 or 200' x 200-, as deemed feasible between the <br /> existing trees and barracks building, and.. that the barracks building be used <br /> as a temporary warming house. Further, that the Village of Falcon Heights <br /> and the University reach an agreement to lease the area for the purpose <br /> described, Further, that the Village of Falcon Heights contact the new <br /> owner of the lot previously owned by Vic Lametti on Fry Street for permission <br /> to prepare and flood it as a temporary skating rink, for the present season, <br /> with proviso to make as quickly as possible a written agreement to supplant <br /> the oral agreement. <br />If not possible to enter into an agreement with the owner of this lot, then <br />an agreement be made with N. L. Hermes, owner of a vacant lot on St. Mary's <br />Street for a similar arrangement. Motion was carried. <br />Engineer Lemberg has agreed to check on lights for the University Grove area, <br />The representative of the League of Women Voters, Mrs. Billie Foreman, <br />expressed appreciation for the attendance of the Village Engineer at their <br />meeting on December 15, 1964 when they studied problems of transporation <br />and recreation. <br />On motion, the meeting was adjourned at 8:30 P.~I, <br />`~ <br />Signed: ' ~ ~t ~~ C~.~s <br />~~_: <br />Village Clerk <br />
