Special ~~~eeti.ng of March 2, 1967 <br />2521 <br />~~eeting was called to order at 7:30 P.~rI. with the following members x~resent: <br />*~ayor Nilsen, Clerk Strandquist, Councilmen Black, Stone and Warkentien. Also <br />present were Engineer Lemberg, Perry Plan~of tr,e P~innesota Highway Department, <br />District 9, Floyd Snyker, Jr., Ramsey County Engineer, and B. Chenoweth, Ramsey <br />County Director of Traffic Safety. <br />Mayor Nilsen introduced State and County men present and gave resume of events <br />leading up to the signal revisions that are to be made on Larnenteur Avenue <br />from Arona to Fry Street. Lemberg explained the signal system and geometric <br />changes }.o area businessmen who were in attendance. .Perry Flank was called on <br />to explain the changes that are to be made and also the time schedule. He stated <br />that contract was let in January 1967 with expectations of starting date of <br />June 1, 1967 and completion date approximately August 10, 1967. ~Ir. Snyker and <br />hir. Chenoweth were called upon to explain the Arona-Larpenteur and Snelling- <br />Larpenteur systems. <br />Gene Esch from Grays Drugs was concerned about access and egress from the <br />parking lots -from Snelling Service Road when traveling north coming up to <br />Larpenteur - and he suggested that about in the middle of the block, a road could <br />be cut out of the median between north bound traffic on Snelling and the service <br />road and traffic signal or yield sign put there. It was stated this was not <br />feasible. <br />Frank Frazer, Falcon Heights Hardware, asked about sidewalk on the north side <br />of Larpenteur, Question was raised about whether traffic would be at a stand- <br />still during construction. Plank answered that no work would be done from 7:00 <br />to 8:00 a. m. and .from 3:30 to b:00 p.m. Contractor shall not interfere with <br />traffic during these hours. The County will not do any work from 7s00 to 9:00 a.m <br />or from 3:30 to 6:00 p.m. County and State will coordinate work so there is no <br />interference. <br />Clarence Noer, owner of~barbershop on Larpenteur Avenue, asked how parked cars will <br />be able to get out of parking area in the front of stores (Northome Shopping <br />Center). I!?ayor mentioned that the merchants are overlooking how good the changes <br />are, providing a parking lot is made and used behind the buildings. Andrew P~arko <br />suggested that Northome Shopping Center owners should be made to improve the <br />narking lot. Adr. Black suggested that area for parking be rezoned from R 1 to <br />al3:ov~ parking. Walter Stepnitz (Stepnitz Agency manages shopping center) <br />mentioned that they were asked to set aside a piece of property for Northern <br />States Power Company for a power plant, which was set aside about twenty years <br />ago and sold to ATSP for ~L200. Stepnitz stated he cannot buy the property back <br />from NSP because the price is too high. <br />Mayor mentioned that in all good faith this parking lot must be improved. <br />Stepnitz feels council should give assistance to Northome Shopping Center and <br />should contact NSP about this piece of property. Stepnitz feels that this elan <br />is a good one and he will give his wholehearted support to see that the parking <br />lot is put in the proper condition. Mayor Nilsen said council will do all it can, <br />and further stated that any parking lot is under council supervision and among <br />other things, lot should be adequa+.,ely supplied with lighting facilities. <br />Lemberg mentioned that Arona Street should be rebuilt - it is a state aid street <br />and Municipal State Aid Funds can be utilized. Arona, north of Larpenteur, has been <br />
