1125 <br /> MINUTES SPECIAL MEETING DECEMBER 29th, 1958. <br />Meeting was called to order at 9:15, the following Council ~dembers being <br />present: Harold C. Nilsen, Mayor; Geo. J. Shavor, Trustee; Willis Warkentien, <br />Trustee and Wm. R. Utecht, Clerk. Also present were -Pm. E. Olsen, Treasurer <br />and Ethel E. White, Deputy Clerk and Deputy Treasurer. Absent: Paul L. Coppini, <br />Trustee. <br />The Minutes of the regular meeting of December 18th were approved as submitted. <br />Proposed Walter Stepnitz and Don Julen appeared before the Council and <br />Office submitted a sketch of an office building on which the Government <br />Bldg, is asking for bids. Building is to be 150' x 125', 2 stories, no <br /> basement, except for a boiler room, brick front, sides and back <br /> probably painted blocks, ar~proximate cost two hundred thousand <br /> dollars, parking for 35 cars to be provided. They were aware that <br /> a building of this type would. call for rezoning, and Shavor agreed <br /> to contact the planning board and arrange for a meeting, advising <br /> Stepnitz and Julen of the time and place. Bids have to be in <br /> Chicago by January 31st. Stepnitz can show Planning Board com- <br /> pl~te set of specifications. <br />Recreation Patrolman Jerome Johnson appeared before the Council and advised <br /> he has turned the Hockey matter over to Carl Kaechele and George <br /> Kilgore. Kilgore vrill handle funds. <br />Police Car Warkentien mentioned transmission had to be replaced in the squad <br /> car; that the car is getting pretty well worn and we should start <br /> thinking about buying a new car. Warkentien will discuss the <br /> matter with Public Safety Commissioner Don Arndt. <br />Engineering Otto Bonestroo's letter of December 8th was read, wherein he asked <br />Service for consideration as to the position of Village Engineer. He ad- <br /> vised he was presently representing Spring Lake Park, Mounds View, <br /> Lake St. Croix Beach, PTright Township, Chisago City and Morningside. <br /> He has done some work for Chisholm, Buhl, Oakdale and the U, S. Air <br /> Force, as well as Hastings, West St. Paul, Columbia Heights, Kenyon, <br /> White ?dear, Newport and other municipalities. Work has consisted of <br /> sewer, water and street work as well as swimming pools, etc. <br /> Bonestroo stated he ~.s the only engineer in Minnesota with a <br /> Master's Degree in Sanitary Engineering. He is associated xith <br /> Mr. Hasbrouck who is a professional planner and Mr. Thorsen who is <br /> an architect. They run 7 to 10 people. He feels confident they <br /> can carry on any work that has been started. They have taken over <br /> where the preliminary engineering has been done, bids received and <br /> accepted, and completed the contract. They have been charging X5.00 <br /> an hour for drafting and office time. Council meetings $15.00 a <br /> meeting. They are available to all clients by telephone; and furnish <br /> 2~t hour service even as engineers. He is a member of the Governor's <br /> Advisory Committee and a member of the Metropolitan Planning <br /> Committee, A 3-man survey party is billed at X14.00 per hour. <br /> They usually use two men -- minimum fee is X11.00 for two men, but <br /> they have been charging X10.00. Bonestroo advised they furnish <br /> Municipalities with a complete set of all maps and drawings made <br /> for them. Bonestroo is principle owner, but has sold stock and is <br /> planning on taking in a classmate. He prefers to work on a fee <br /> basis, rather than a retainer, and doesn't presently represent anyone <br /> who meets Wednesdays or Thursdays. <br />Metering Letter of December 23rd from Northern States Power was read. It ad- <br />Station wised our rate on the metering station was being changed from <br />
