1381 <br />REGULAR 'GREETING ';ARCH 10th, 1960. <br />?,~eting was called to order at 7 P. M., the following Council Members being <br />presents Harold C. Nilsen, Mayor; George Shavor, Trustee and Wm. R. Utecht, Clerk. <br />Also present were Frank N. Graham, Village Attorney; Vern L. L3ungren, Village <br />Engineer; Wtm. E. Olsen, Treasurer and Ethel E. Vy'hite, Deputy Clerk. Absents <br />Paul Coppini and Y~illis Warkentien, Trustees. <br />The Minutes of the regular meeting of February 25th were approved as submitted. <br />Trews T,4r. Fournier, of the Fournier Tree Service, 13b2 Jefferson Ave., <br /> St. Paul, was present. He advised the Council that there is <br /> serious infestation of the trees in Falcon Heights and suggested <br /> a dormant spray to clear up scurfy scale, brown elm scale and <br /> oyster shell scale. Fournier advised there are about 900 boule- <br /> vard trees. If they are not sprayed, some will be lost. Spraying <br /> with Standard Oil Company's Superior Dormant Oil in a solution of <br /> 3 gallons of oil to 100 gallons of water would cost about $1.50 <br /> a tree or between fourteen and fifteen hundred dollars. If it <br /> rains before the spray .has dried, the application will be repeated. <br /> Last year the dormant spray was applied from about a4arch 2l~th to <br /> April 10th. Sometimes good control is achieved with 1 spraying <br /> , <br />and spraying can be skipped for 1 or 2 years. There is no guar- <br /> antee that it would not have t~ be done every year. The Council <br /> requested that Fournier submit his offer and information regarding <br /> solutions, etc. in writing. <br />Civil Defense 1~4rs. Phyllis Hagen, Ramsey County Civil Defense Director; Carl <br />Klohn, Civil Defense Director, Lauderdale; Gordon Nelson, Fire <br /> Chief, and A1. Helbig, Asst. Chief were present to discuss Civil <br /> Defense. Pers. Hagen advised that a Village must have a Civil <br /> Defense Director and Unit to get matching funds. Instructor <br /> Jack Yost must be paid ~l~.00 an hour. Matching funds would <br /> bring it down to X32.00 an hour. There are no complete uniforms <br /> in the "Surplus" materials, dust parts, but there are many items <br /> of equipment which can be bought anyerhere from 3 to 10¢ on the <br /> dollar -- some of it used and some brand new. The Village <br /> would get Federal Assis+.,ance as well as County Assistance. The <br /> Unit has to have more than fire training. The Unit must take <br /> police training, heavy rescue training, organizational work, <br /> mass feeding, etc. Mr. Klohn advised they have 75 residents en- <br /> rolled in Lauderdale's Civil Defense Group and that they would <br /> like to combine with Falcon Heights, Mrs. Hagen suggested that <br /> the matter of combining the taro Village Units be ,checked into <br /> by the Village Attorney, especially regarding the question of <br /> which Village is responsible for accidents and injuries to Civil <br /> Defense Personnel and equipment. Shavor recommended organizing <br /> , <br />a Falcon Heights group. Mrs. Hagen left a copy of the State <br /> Statutes and the County set-up and recommended that we go over a <br /> suggested ordinance very carefully to see if it is dust what the <br /> Village wants.
