1393 <br />SPECIAL ?~4EETING 3/31/60 <br />The meeting was called to order at 7 P. M., the following Council Members being <br />present: Harold C. Nilsen, ~:2ayor; Wm. R. Utecht, Clerk, Geo. J. Shavor, Trustee; <br />V~illis ~arkentienm Trustee and Paul Coppini, Trustee. Also present were Wm. E. <br />Olsen, Treasurer and Ethel E. White, Deputy Clerk and Deputy Treasurer. <br />Watermain Letter from the ~Tater Department, Gity of St. Paul, cancelling <br />Repair registered bill M-20258 in the amount of X208.51 for repair of <br /> watermain on Folwell between Northrup and Burton, was read and the <br /> Deputy Clerk was instructed to void check covering this item. <br />Bond Justice Nilsen moved the approval of General Insurance Company of America <br />of Peace Bond #1a1~500, covering Edwin A. Johnson, 1718 North Arona, as <br /> Justice of Peace. Seconded by Shavor and carried. <br />Badges, Fire After discussion, Warkentien moved that the Village pay the bill <br />Department submitted by Carnes Stamp Company in the amount of .55.25 and <br /> charge it against the Fire Department budget, specifically the <br /> coat item, and that the Fire Chief be informed that he will here- <br /> after be responsible for return of the. badges when men leave the <br /> department. It will also be the responsibility of the Chief to <br /> notify the Village Clerk to withhold the final pay check until <br /> all equipment charged to the Volunteer who is leaving is returned <br /> in good order. Seconded by Shavor and carried. <br />Vacation of Planner Dahlgren's recommendation regarding the vacation of the <br />Lane lane between Holton and Albert was read and discussed. <br />a. <br />Highway The Deputy Clerk was instructed to vrrite the State Highway Depart- <br />Funds ment advising that the Village anticipates going over 5000 popula- <br /> tion, and asking proper procedures for participating in Highway <br /> User Taxes for use on Municipal State Aid streets. <br />P®ndr~g Area Letter of March 30th from F. W. Thorstenson, Hydraulic Engineer, <br /> Department of Highways, State of ~~innesota was read. It stated, <br /> in part: "The proposed ponding area east of Snelling between Idaho <br /> and Iowa positively would not become a "mudhole". Excavation will <br /> be graded so the bottom area will drain to a shallaar ditch parallel <br /> to Snelling. Ditch will lead to intake of pumping station in S. W. <br /> corner of ponding area. Pumps will begin to operate before water in <br /> the sump rises to level of the intake. As long as runoff into bond <br /> does not exceed capacity of the pumps, no water will rise within <br /> ponding area. Cloudburst type rains are the only ones that should <br /> cause ponding. V.'orst condition anticipated is a storm which would <br /> occur on the average of one in 25 years. For a rain of that intensity, <br /> pumps should clear the area within eight hours. There will be no <br /> residual ponding. After a short period of drying, playground would <br /> again be fully usable. Some sand and silt will wash into area, but <br /> it is not likely to become troublesome.
