1691 <br />SPECIAL H~::A?'ING 12/21/61 <br />P,4eeting was called to order at 8 p. I'.'L, the follovring Council ~,Zembers being <br />present: Harold C. Nilsen ',?ayor; George J. Shavor, Trustee; Millis ~~~rarkentien, <br />Trustee; Charles °. Stone, Trustee. Also present were David P. Cartwright, <br />Chairman of the Manning Commission; I~~, J. Galvin, Village Attorney; Ethel <br />E. 45'hite, T~eputy Clerk and Deputy Treasurer and. ?5 residents. Absent: V1. A. <br />ZJlortenson, Clerk. <br />Nilsen read portion of t.~inutes of Special Hearing of December 7th, setting a <br />continuation of the Hearing for 8:00 P. ?.~i. December ?_lst, and introduced David <br />P. Cartwright, Chairman of the planning Commission. <br />Cartwright displayed the revised, proposed zoning map and explained permitted <br />uses in the various classifications. He stated they had considered the petition <br />presented at the bast meeting, also the proposals made, and they and the Planner <br />had agreed on the revisions shown on the map displayed tonight and feel it is a <br />reasonable compromise for the land now zoned "Farm Residence." and "'Single <br />Family Residence." They had considered the proposals made by the oil industry <br />and agreed to permit them to use Pylon signs 12' high instead of 16' but could <br />not go along vt~ith them on their other sugges+.,ions. They changed the procedure <br />for obtaining building permits and h°ve made it mandatory ±,hat all permits in <br />B-1, P-2, and R-3 districts be referred to the Council. The Planning Commissior. <br />recommended that the Council adopt the map displayed as the Official Zoning 'slap, <br />also the Zoning Ordinance and Comprehensive Land Use plans as submitted tonight. <br />':Iayor Nilsen asked if there vrere any questions regarding zoning East of Snelling. <br />There were none. Nilsen asked `.f there were any questions regarding +.,he B-lA <br />land South of Larpenteur. There were none. He then asked if there were any other <br />questions. <br />Schwantes, V;hat is the proposed width of the R-3 and. R-2 strips? <br />1815 Fairview. Nilsen: 230' along Fairview t.o the edge of i~1rs. Sommers' <br />south lbt line, the first one North of Larpenteur on Fairview. <br />Schwantes: ti'trould the proposed R-2 stria be the same width? Nilsen: It <br />would go as far North as the North property line of Emil <br />Anderson's and then carry on :est and would take in lots 12 <br />and 13 of Labalestra Park although lot l~. is in the R-3. <br />F. Lauer: ti~Jhat is the propsoed access for the R-2 area? Nilsen: <br />Possibly a street running North from Larpenteur. No access <br />on to Tatum. <br />Lindig: I have a question about that 33'. Nilsen: It straightens <br />out the line. <br />Lindig: ti'Ihat is the zoning on those 33'? Cartwri~hts You can use <br />either zoning within 50' of a zoning line. <br />Emil Anderson: ~:y home will be due East of the R-2 going North. This, I <br />feel, will have some effect on the value of rqy property. <br />This is only going to protect those homes that are not there <br />at present. I think it should be zoned R-1. Further East, <br />it is zoned R-1 right after R-3. I don't see any reason why <br />there should have to be R-2 between R-1 and R-3. I cannot <br />
