MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JULY 23, 1986 <br />A regular meeting of the Falcon Heights City Council was called to order <br />at 7:00 P.M. by Baldwin <br />PRESENT <br />Baldwin, Wallin, Hard, and Ciernia present, Chenoweth absent (arrived <br />later). Barnes and Schroeder were present. <br />ADDENDA TO AGENDA <br />Ciernia moved, seconded by Wallin, addition of the following items to the <br />agenda: 1) Utility Construction Problems at 1666 Coffman, 2) Consider <br />Hiring a Market Research Firm, and 3) Presentation by Maier, Stewart, and <br />Associates, Inc. Motion carried unanimously. <br />CONSENT AGENDA APPROVED <br />Wallin moved, seconded by Ciernia, approval of the Consent Agenda. Motion <br />carried unanimously. <br />MINUTES OF JULY 9, 1986 APPROVED <br />Ciernia moved, seconded by Hard, approval of the Minutes of July 9, 1986. <br />Motion carried unanimously. <br />CHENOWETH ARRIVES <br />Chenoweth arrived at 7:07 P.M. <br />DISCUSSION RELATING TO DESCRIPTION OF "FAMILY" IN MUNICIPAL CODE <br />Based upon a letter dated June 14, 1986 from Tom and Kathy Staffa, 1870 <br />Tatum, requesting Council consider reducing the number of unrelated adults <br />allowed to share a home in an R-1 District, Schroeder reviewed court <br />decisions relating to the matter. Council discussed at length the impact <br />of homes rented to groups of adults such as possible decrease in property <br />values, traffic/parking problems, and if the number might be amended to <br />reflect the typical profile of the city. Mark Ascerno, 1871 Tatum, felt <br />the family unit concept should be maintained and that students coming and <br />going at all hours are not operating as a family. Ciernia moved, seconded <br />by Chenoweth, that staff be authorized to obtain information on the <br />average adult population in R-1 Districts to determine the validity of the <br />current definition of family, after which Schroeder will draft a proposed <br />amendment if it is deemed reasonable. Motion carried unanimously. <br />FALCON HEIGHTS UNITID CHURCH OF CHRIST REQUEST TO SQUARE DANCE ON THE <br />CHURCH PARKING LOT APPROVED <br />Ciernia moved, seconded by Wallin, approval of a request from Falcon <br />Heights United Church oP Christ, 1795 Holton, to hold a square dance on <br />the church parking lot August 6, 1986, 7 -9 P.M. Motion carried <br />unanimously. <br />FENCE DISPUTE BETWEEN OWNERS OF 1687 W. LARPENTEUR AND FRY ST. APARTMENTS <br />SETTLID BY OWNERS <br />Barnes informed that the parties involved in the fence dispute had on this <br />date solved their differences and there is no need for Council discussion. <br />
