MINUTES <br />REGULAR CITY COUNCIL MEETING <br />OCTOBER 8, 1986 <br />A regular meeting of the Falcon Heights City Council was called to order <br />at 7:00 P.M. by Baldwin <br />ALL MEMBERS PRESENT <br />Baldwin, Chenoweth, Wallin, Hard, and Ciernia. Also present were Barnes <br />and Schroeder. <br />CONSENT AGENDA APPROVED <br />Hard moved, seconded by Wallin, approval of the Consent Agenda. Motion <br />carried unanimously. <br />MINUTES OF SEPTEMBER 24, 1986 APPROVED <br />Ciernia moved, seconded by Hard, approval of the Minut es of September 24, <br />1986. Motion carried unanimously. <br />ADDENDA TO AGENDA <br />Wallin moved, seconded by Hard, addition of the following items to the <br />agenda: 5. (1) Consider Optieom at Larpenteur/Arona Intersection , (m) <br />Consider Posting "No Parking after 11:00 P.M " at the Park, (n) Day to Day <br />Engineering Concerns, and (o) Resolution of Commendation for Judy <br />McCleery. Motion carried unanimously. <br />CITY CONTRIBUTION TO FIRE RELIEF ASSOCIATION DEFERRED <br />Ciernia commented on the fact that Council did budget for a contribution <br />of $2,500 to the Fire Relief Association for the year 1986 subject to <br />amendment of the by-laws to reflect this City contribution. As of this <br />date the amended by-laws have not been received and Council concurred no <br />action should be taken allocating the funds until such by-laws are <br />available for Council review. <br />RESOLUTION ALLOWING SENIOR CITIZEN HARDSHIP DEFERRAL OF ASSESSMENT ON <br />HAMLINE AVENUE IMPROVEMENT (DONALD SCHAK, 1356 W. HOYT) <br />Council briefly reviewed an application from Donald Schak, 1367 W. Hoyt, <br />for a senior citizen hardship deferment on the Hamline Avenue assessment, <br />after which Hard moved, seconded by Wallin, adoption of Resolution <br />R-86-42. Motion carried unanimously. <br />RESOLUTION R-86-42 <br />RESOLUTION GRANTING SPECIAL ASSESSMENT DEFERRAL PURSUANT <br />TO MINNESOTA STATUTE, SECTION 435.194 (SENIOR CITIZEN HARDSHIP) <br />TO OWNER OF PROPERTY CODED 22-29-23-21-0177 <br />Council discussed a letter dated September 22, 1986 from Attorney Jay <br />McNabb representing Robert Blomberg, owner of the properties at 1579 and <br />1583 Hamline. Mr. Blomberg was of the opinion the city should in some way <br />compensate him for loss of business to his tenants during the recent <br />reconstruction of Hamline Avenue. Baldwin explained the city has already <br />abated more than 10$ of the assessment (storm sewer costs), the last major <br />repair on the street was in 1938, the city had no control over the cost <br />since it was a Ramsey County project, and in areas where the city had any <br />~~ <br />
