MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />DECEMBER 18, 1986 <br />A special meeting of the Falcon Heights City Council was called to order <br />at 7:00 P.M. by Baldwin. <br />ALL MEMBERS PRESENT <br />Baldwin, Wallin, Ciernia, Hard, and Chenoweth. Also present was Barnes. <br />CLERK ADMINISTRATOR BARNES TO RETIRE DECEMBER 31, 1986 <br />Council discussed the fact that Clerk Administrator Barnes has given <br />notice of his retirement to be effective December 31, 1986, and possible <br />severance compensation, such as payment for accumulated vacation, sick <br />leave, or severance pay. Baldwin moved, seconded by Chenoweth, that <br />Barnes be compensated for the accumulated thirty-one and one-half days of <br />vacation, and severance pay as provided by city policy (4 weeks salary) <br />for a total of $9,300.00. Motion carried unanimously. <br />Baldwin explained Barnes is willing to sell his services to the city on a <br />contractual basis at 100X of salary with no benefits until a replacement <br />is found. Council agreed this would be desirable for a smooth transition, <br />and the attorney should be authorized to draft a contract to that effect. <br />Following the discussion Council stipulated the following items be <br />included in the contract: (1) 100% of present salary plus out-of-pocket <br />expenses, with no benefits, until a replacement is found, (2) inclusion of <br />a thirty day cancellation clause, and (3) after termination of the <br />contract Barnes will work at $19.50 per hour at Council's discretion. <br />RECOMMENDATION THAT ALAN ROLEK BE NAMED TREASURER AND TERRY IVERSON CIVIL <br />DEFENSE DIRECTOR <br />Barnes recommended that Alan Rolek be named City Treasurer as it is <br />necessary to renew the treasurer's bond by January 1, 1987 and a new Clerk <br />Administrator will not have been hired by that time. He informed Council <br />Rolek has been doing the majority of the treasurer's duties and is <br />qualified. Barnes also recommended that Fire Marshal Terry Iverson be <br />named Civil Defense Director as he is qualified and has already done work <br />in that area. <br />Council discussed whether or not Barnes would be covered under the city's <br />liability policy while working on a contractual basis and if not, the cost <br />to add him. This will be discussed with the city's insurance carrier. <br />BARNES RESIGNATION ACCEPTED <br />Hard moved, seconded by Wallin, accepting the resignation of Clerk <br />Administrator Dewan B. Barnes, as tendered, effective December 31, 1986. <br />Motion carried unanimously. <br />RESOLUTION - R-86-51 NAMING ALAN ROLEK CITY TREASURER <br />Hard moved, seconded by Ciernia adoption of Resolution R-86-51.
