MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 22, 1987 <br />Baldwin opened the meeting at 7:00 P.M. <br />ALL MEMBERS PRESENT <br />Baldwin, Ciernia, Chenoweth, Wallin and Hard. Also in attendance were <br />Schroeder and Maurer. <br />CONSENT AGENDA APPROVED <br />Chenoweth moved, seconded by Wallin, approval of the Consent Agenda. <br />Motion carried unanimously. <br />ADDENDUM TO AGENDA <br />Chenoweth moved, seconded by Hard, addition of Item 6 (j) to the agenda, <br />Authorize Progressive Contractors, Inc. to Repair Alley South of <br />Larpenteur, Hamline to Albert. Motion carried unanimously. <br />MINUTES OF APRIL 8, 1987 <br />Hard moved, seconded by Ciernia, approval of the Minutes of April 8, 1987. <br />Motion carried unanimously. <br />PROPOSED CONTRACT COMPLIANCE ORDINANCE DISCUSSED <br />Schroeder briefly reviewed changes in the latest draft of the proposed <br />ordinance after which Hard presented changes requested by the Human Rights <br />Commission. This item was discontinued to allow for the scheduled 7:15 <br />P.M. public hearing. <br />7:15 P.M. - PUBLIC HEARING ON SNELLING AVENUE WATERMAIN IMPROVEMENT <br />(GARDEN TO CRAWFORD) <br />Baldwin opened the hearing at 7:15 P.M. and presented the Affidavit of <br />Publication. Maurer explained the improvement will provide water service <br />to five homes and fire hydrants on the west side of Snelling, and <br />commented on the estimated assessment, $2,750 per lot. <br />JOHN CROWLEY, 1769 N. SNELLING, stated when he purchased their lot the <br />contractor was told there was no water service, so a well was installed at <br />a cost of $5,000, and he has now been informed the contractor working on <br />Snelling Avenue found an existing line. He felt it unfair to be required <br />to pay an assessment for a water service when it was already in place and <br />Council concurred. Council commented on the fact that they recently <br />learned the John Carnes property at 1775 Snelling already has water <br />service and cannot be included in the assessment. <br /> STANLEY STROMMER, 1729 SNELLING, was of the opinion Hermes Center should <br /> also be assessed and commented on the fact that at a previous meeting <br /> Council had indicated there would be no assessments. He felt he would not <br /> benefit <br />service because he did not want city water. Baldwin explained making the <br />available will benefit the property even though Mr. Strommer does <br /> not desi re to use the service at present and stressed that Council had <br /> informed residents there would be no assessments for the state project but <br /> the city project will be assessed. Council also explained that this was <br /> the only area in the city without water service and it was prudent to <br /> install the watermain in conjunction with the Snelling reconstruction <br /> project. <br />2~ <br />
