MINUTES <br />REGULAR CITY COUNCIL MEETING <br />SEPTEMBER 9, 1987 <br />1 <br />Baldwin opened the meeting at 7:00 P.M. <br />ALL MEMBERS PRESENT <br />Baldwin, Wallin, Hard, Ciernia, and Chenoweth. Also present were Wiessner <br />and S. Chenoweth. <br />69 <br />1 <br />SENATOR JOHN MARTY IN ATTENDANCE <br />Senator Marty invited Council to contact him on any matters in which he <br />might be of assistance. <br />MINUTES OF AIIGUST 26, 1987 APPROVID <br />Council approved the Minutes of August 26, 1987 as presented. <br />CONSENT AGENDA APPROVED <br />Council approved the Consent Agenda as presented. <br />ABATBMENT OF UTILITY LATE PENALTY APPROVED -ANN SCHLOTFELDT, 1914 HOLTON <br />Council discussed the circumstances leading to the late penalties on the <br />Schlotfeldt account (billings were sent to the previous owner and <br />Schlotfeldts were not aware of the charges), after which Chenoweth moved, <br />seconded by Wallin, that the late penalties be abated. Motion carried <br />unanimously. <br />7:15 P.M. - ASSESSMENT HEARIPG ON DELINQUENT UTILITY CHARGES <br />Baldwin opened the Public Hearing at 7:15, and there being no one in <br />attendance wishing to be heard, closed the hearing at 7:16 P.M. Hard <br />moved, seconded by Ciernia, adoption of 8esolution R-87-34. Motion <br />carried unanimously. <br />RESOLUTION R-87-23 <br />A RESOLUTION LEVYING SPECIAL ASSESSMENTS FOR DELINQUENT <br />UTILITY CHARGES <br />i~ <br />COUNTY TO RESEARCH POSSIBLE TRAFFIC SIGNALS AT LARPENTEUR/GORTNER/PRIOR <br />AND LARPENTEUR/FAIRVIEW <br />Wiessner explained she had attended a meeting with Don Hamilton, Hewlett <br />Packard, Howard Heck, University of Minnesota, Dan Solar, Ramsey County, <br />and Terry Iverson, Fire Marshal, regarding the on-going traff is hazards at <br />the Larpenteur/Gortner/Prior and Larpenteur/Fairview intersections. The <br />County has indicated the Larpenteur/Gortner and Larpenteur/Fairview area <br />may warrant signals, and they would be willing to research the matter if <br />Council makes such a request. Don Hamilton was in attendance in support <br />of signaling, and commented on the many accidents and near accidents <br />observed from their firm's lobby. He also indicated there is a problem <br />with bicyclists disregarding traffic regulations in the area. Following a <br />discussion Council directed Wiessner to ask Ramsey County to do further <br />studies on the proposed signals, and to inform the deputies of the problem <br />with bicyclists. <br />
