•
MEMORANDUM
To: Members of the Planning Commission
CC: Heather Worthington, City Administrator; Peter Lindstrom, Council Liaison
From: Deb Jones, Staff Liaison
Subject: Planning Commission Meeting and Public Hearing of March 25, 2003
Date: March 21, 2003
The SE Corner is again the only item on your regular agenda this month. Following a public
hearing, you will consider the Planned Unit Development rezoning of the SE Corner properties and
make a recommendation to the City Council on the ordinance. We must have a quorum for this, so
your attendance is vital.
Please refer to the Staff Report on the P.U.D. and attachments. You will also need to pull out the
• narrative you received in the packet for the February 4 meeting, because that stands as part of the
documentation of the P.U.D. The set of plans you are receiving replaces the set you received in
February and is much more "final", although we still expect minor changes. Note that this P.U.D.
includes the two multi-family developments only; the townhome P.U.D. will be considered
later.
Although we are asking you to go over the plans with a "fine tooth comb," you will need to keep in
mind that issues of design and operation, including security and building code matters, ultimately
belong to the management in most cases. We are continuing to make suggestions to the developer
(and there will probably be some changes to report on Tuesday) when issues arise, but the decision
before you is basically on matters that directly affect the zoning.
The walk-through of the site that was postponed from last month will be rescheduled, but we don't
have a date yet. It will probably be in April after the townhome P.U.D. is done.
I have also enclosed in this packet a copy of the letter of support we gave to the Fully Developed
Communities Group on March 6. Unfortunately, this group has gone on hiatus until the Legislature
adjourns, and the future of the group is undecided. We will keep you posted on any developments.
Many thanks to Tom Lageson and Barb Heideman for going to the meetings! Barb, especially, was
a major presence in the group over the six months of meetings.
The other enclosure is some information about a training opportunity that might be of interest to
you. The Government Training Service puts on many valuable workshops for people who work in
city planning, including volunteer commissioners. Please get in touch with me if you would like
any additional information about this, or you can contact GTS directly.
