• No. 95-19 <br />CITY OF FALCON HEIGHTS <br />COUNCIL RESOLUTION <br />Date June 28, 1995 <br />A RESOLUTION APPROVING RESIDENTIAL PERMIT PARKING ON TATUM STREET <br />WHEREAS, the city has a parking policy in place which sets forth regulations <br />and procedures for establishing residential permit parking; and <br />WHEREAS, residents on Tatum Street have experienced ongoing problems <br />with non-residential traffic and parking associated with the University of <br />Minnesota; and <br />WHEREAS, through the years various types of signs to limit parking have <br />• been placed in the area in an attempt to alleviate the parking problem which also <br />limits parking by area residents, and creates confusion for residents and police; <br />WHEREAS, property owners have presented a request for residential permit <br />parking in accordance with the city's residential parking permit policy; and <br />WHEREAS, the planning commission, following their public hearing, <br />recommended approval of the request based on the following conclusions: <br />(1) The residential neighborhood is adversely impacted from heavy non- <br />residential traffic associated with the University of Minnesota which, <br />without parking restrictions, would create significant, chronic parking <br />from the U of M staff and students and associated blight from <br />automobile traffic. <br />(2) Residential permit parking will allow residents to leave a personal car <br />on the street when needed, yet reduce the negative impact from non- <br />residential parking such as air pollution, noise and litter. <br />(3) Residential permit parking will keep streets free for residents to have <br />access to their homes and driveways and will preserve the safety of <br />children. <br />
