No R-91-21 Date 3/27/91 CITY OF FALCON HEIGHTS C O U N C I L R E S O L U T I O N --------------------------------------------------------------- RESOLUTION RELATING TO OPPORTUNITIES FOR COOPERATION STUDY WITH THE CITY OF ROSEVILLE WHEREAS, the Falcon Heights City Council, in April, 1990, adopted a resolution inviting Roseville to join in a cooperative effort to explore areas of potential benefit to both communities; and WHEREAS, the Roseville City Council adopted a resolution agreeing to investigate cooperative efforts with the City of Falcon Heights; and WHEREAS, the City Councils have met jointly on three occasions . to review a process for the study of the benefits of joint efforts and to interview consultants to conduct a study; and WHEREAS, the Metropolitan Council approved the loan on March 14, 1991; and WHEREAS, the loan shall be paid 50 percent by Falcon Heights and 50 percent by Roseville. If the study shows an overwhelming majority of benefits accruing to one community, it is agreed by both communities that they will review whether that community shall pay a higher percentage of the loan; and WHEREAS, the City of Falcon Heights desires to proceed with a study to explore the opportunities for cooperation; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Falcon Heights that the Mayor and Interim City Administrator be authorized to sign an agreement with the Metropolitan Council for a $38,100 loan; and BE IT FURTHER RESOLVED, that the City of Roseville and the City of Falcon Heights will each pay $19,050 of the loan; and BE IT FURTHER RESOLVED, that the Mayor and Interim City Administrator be authorized to sign an agreement with Deloitte and Touche to conduct an Opportunities for Cooperation Study as outlined in their revised proposal dated January 22, 1991, at a cost not to exceed $31,300.
