<br />No R-91-21 <br />Date 3/27/91 <br />CITY OF FALCON HEIGHTS <br />C O U N C I L R E S O L U T I O N <br />--------------------------------------------------------------- <br />RESOLUTION RELATING TO OPPORTUNITIES FOR COOPERATION <br />STUDY WITH THE CITY OF ROSEVILLE <br />WHEREAS, the Falcon Heights City Council, in April, 1990, <br />adopted a resolution inviting Roseville to join in a cooperative <br />effort to explore areas of potential benefit to both <br />communities; and <br />WHEREAS, the Roseville City Council adopted a resolution <br />agreeing to investigate cooperative efforts with the City of <br />Falcon Heights; and <br />WHEREAS, the City Councils have met jointly on three occasions <br />. to review a process for the study of the benefits of joint <br />efforts and to interview consultants to conduct a study; and <br />WHEREAS, the Metropolitan Council approved the loan on March 14, <br />1991; and <br />WHEREAS, the loan shall be paid 50 percent by Falcon Heights and <br />50 percent by Roseville. If the study shows an overwhelming <br />majority of benefits accruing to one community, it is agreed by <br />both communities that they will review whether that community <br />shall pay a higher percentage of the loan; and <br />WHEREAS, the City of Falcon Heights desires to proceed with a <br />study to explore the opportunities for cooperation; <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City <br />of Falcon Heights that the Mayor and Interim City Administrator <br />be authorized to sign an agreement with the Metropolitan Council <br />for a $38,100 loan; and <br />BE IT FURTHER RESOLVED, that the City of Roseville and the City <br />of Falcon Heights will each pay $19,050 of the loan; and <br />BE IT FURTHER RESOLVED, that the Mayor and Interim City <br />Administrator be authorized to sign an agreement with Deloitte <br />and Touche to conduct an Opportunities for Cooperation Study as <br />outlined in their revised proposal dated January 22, 1991, at a <br />cost not to exceed $31,300. <br /> <br />
