MINUTES <br />PARKS AND RECREATION COMMISSION MEETING <br />November 12, 1991, 7 p.m. <br />.Members Present: Carol Weisberg, Jeff Johnson, Lloyd Jacobson, Linda McLoon, Jyneen <br />Thatcher, Carol Kriegler, Parks Director, Sam Jacobs, Council Liaison <br />Members Absent: Dave Wickhem, Steve Schugel, Carol Huso <br />1. Curtiss Field Update <br />The dedication went well. Ideas for future improvements: higher fencing on the east <br />side by the play equipment and fencing on the south side for keeping kids in and other out from <br />that direction. Sam thought that this fencing southward would not really keep kids from <br />running away in that direction. It was generally agreed to wait for there to be a problem before <br />we add fencing. <br />Carol K reported that the hockey boards are mostly up. We will need to put in a smaller <br />pleasure rink than usual to avoid flooding the new sod. <br />The grade on the hardcourt was again discussed. Scott spec'ed it at 2.5% grade, which <br />was not what we requested (which was 1 %). Carol K will go and check slope (if the snow <br />permits), because everyone felt it seemed steep. If it is within the specs Scott gave the <br />contractor we will have a problem, since it would then be a city expense. What is <br />Barton/Aschmann's liability? Carol K will look into this, if the slope is unsatisfactory. <br />2. Cleveland Ave. Redo <br />This is slated for sometime in 1992. It will cut some off the west side of the park and <br />affect ponding along Cleveland Avenue. They anticipate a holding pond in the SW corner. <br />Jyneen suggested that they excavate into the existing swamp area, to prevent flooding over <br />~he running path there. MnDOT will reconstruct the path, putting it both in front and behind <br />the new pond. Sue Hoyt asked the city engineer to assess park drainage as a whole, to <br />ascertain the prospective pond size in different rainfall conditions. We also should try to <br />specify the prairie plantings we want in that area, as MnDOT also will do planting around the <br />pond. Jyneen said she could come up with a list of appropriate plants. <br />3. Community Park Play Equipment <br />We have 530,000 budgeted to replace the large Big Toy equipment in the park. Carol K <br />sent Big Toy another letter about whether the existing unit can be modified, but it probably <br />isn't likely. Carol K would like us to consider what we want there, so that RFP's can be sent <br />out this winter, and the new equipment can be put up in the Spring. <br />4. Sign <br />Carol K asked us all to go over to Curtiss Field and look at the park sign. Do we want a <br />similar sign at the Community Park? The Lions have committed 51,000 towards the sign. The <br />Curtiss Field sign cost 5964. <br />5. Breakfast with Santa <br />Because of concern Sue Hoyt had over the Santa theme at a city function, we thought it <br />might be nice to do a Breakfast or Lunch with Frosty the Snowman, with exactly the same <br />agenda as before. This could be held. after Christmas, but before school begins again. <br />6.
