<br />CITY OF FALCON HEIGHTS <br />PARKS AND RECREATION COMMISSION <br />MEETING MINUTES <br />NOVEMBER 19, 1998 <br />Members Present: Peter Lindstrom, Greg Schaefer, Donna Daykin, Laura <br />Kuettel, Jim Eckberg, Carol Kriegler <br />Members Absent: Lois Millett <br />REPORTS, REQUESTS AND RECOMMENDATIONS: <br />D-1 . Welcome to new commission member Jim Eckberg <br />The commission welcomed new member Jim Eckberg, a RAHS junior who <br />has lived in Falcon Heights for seventeen years and is particularly interested <br />in improving the community through habitat restoration projects. <br />D-2 Update on progress to date: Curtiss Field Butterfly Garden. <br />Carol Kriegler and Jim Eckberg reported on the butterfly garden planting <br />project that occurred at Curtiss Field on Oct. 3. Four members of R.A.H.S.'s <br />E.C.H.O. club planted native wildflowers and grasses in two gardens at <br />• Curtiss Field. A larger garden will be planted just south of the fenced storm <br />water retainage area in the spring. <br />D-3 Discussion regarding community participation in landscape projects. <br />Carol Kriegler reported that staff has recently received two proposals from <br />residents to conduct landscape projects in city parks this past summer /fall. <br />It was requested that the commission develop some guidelines regarding the <br />criteria and review of proposals for landscape projects submitted by members <br />of the community. The development of guidelines is suggested as a means <br />of ensuring that proposed projects are appropriate in nature, implemented <br />properly, and that there are provisions for ongoing maintenance. The <br />commission developed the following guidelines: <br />Project proposals should be submitted in writing and include the following: <br />• General project description including a site plan (location, size, and type of <br />plant material) <br />• Project schedule and proposed installation methods and procedures. <br />• Description of requested city participation (purchase of plant material, <br />equipment use, site preparation, etc.) <br />• Plans and schedules for on-going maintenance of the project. <br />• Description of supporting individuals or organizations committed to <br />• providing volunteer labor in installing and maintaining the project. <br />
