PLANNING COMMISSION MINUTES <br />SPECIAL MEETING OF MARCH 17, 1980 <br />7:30 P.M. <br />The meeting was called to order by Chairman Les Larson at 7:30 p.m. on <br />March 17, 1980. Present were Robert Blomberg, Harold Nilsen, Al Stefanson, <br />Jerry Wallin, Elving Anderson, and Erma Olson in addition to the Chairman. <br />Sandy Larson passed out copies of the 1980 Falcon Heights City Directory, <br />the San Diego Sign Ordinance, and a June 12, 1975 proposed re-zoning study <br />submitted by the Falcon Heights Businessmen's Association. <br />Carl Dale, the newly hired City Planner, presented the following: <br />1. He began with the discussion of the employment contract between the <br />City and himself. He advised us that it covered planning for any public ex- <br />penditures which, as a result of statutory language, must be included in the <br />Comprehensive Plan. He advised the Commission that the City should include <br />in its Comprehensive Plan whatever we may want to do regarding future City <br />Development even though the Metropolitan Council may not be interested in it <br />and may not be specifically required by the statute. He advised the Commission <br />that his fee will not exceed $4,740.00 even if it costs him more. His fee is <br />based on the acceptance of his finished product by the Commission and the City <br />Council, not necessarily the Metropolitan Council since he could not forsee any <br />future questions they might have. He advised that upon completion of the Plan <br />he will turn all of his work product over to the City and retain nothing. He <br />further advised that the special meeting tonight is one of five which he will <br />attend with us. <br />• 2. Mr. Dale then discussed the Citizens Survey already completed by the <br />Planning Commission. He had several questions about the statistics and rec- <br />ommended that an additonal survey be taken in the future .which he will develop <br />and submit to us at a future meeting. <br />3. Mr. Dale explained to the Commission what he proposed to be doing to <br />prepare the Comprehensive Plan to the extent that it is not fully explained in <br />the contract. He will be conducting a personal visual survey of the City, re- <br />drafting the Zoning Ordinance, preparing an updated land use map and the other <br />documentary material necessary for submission to the Metropolitan Council. <br />Upon a motion duly made, seconded and carried the meeting was adjourned. <br /> <br />~~ <br />Respectfully submitted, <br />
