MINUTES <br />PLANNING COMMISSION MINUTES <br />APRIL 8, 1981 <br />• The meeting was called to order by Chairman Al Stefanson at 7:04 p.m. <br />Members present: Jerry Wallin, Bob Blomberg, Jim Bourquin, Erma Olson, and <br />Mary Waldo. Also present was Council Liaison Sandy Larson. <br />Members absent: Harold Nilsen and Don Mead. <br />The meeting began with a report from Sandy Larson concerning the status of <br />the Amusement Tax Bill. She informed the Commission that there is both a <br />House and Senate Bill with several sponsors from each body. The bill is <br />for the purpose of requesting an enabling act for assessing an amusement <br />tax of up to 3% on admissions and amusements at the State Fair. The bills <br />are now in small committees. April 10th is the last date for the bill to <br />come out of committee normally, but this deadline does not apply to tax <br />bills. Erma Olson prepared copies of the background data in support of the <br />bill. <br />Al Stefanson informed the Commission that he delivered the certificates <br />in recognition of past Planning Commission service to former Members Les <br />Larson and Elving Anderson. Along with each certificate he enclosed a <br />copy of the minutes of the meeting at which the recognition resolution <br />was passed. <br />The meeting then turned to the discussion of the continuing drafting of the <br />Zoning Ordinance. Al Stefanson distributed copies of the consolidated <br />proposals as they were discussed and modified at the March meeting. Eventu- <br />• ally the Commission will be submitting a consolidated proposal to both <br />Dewan Barnes and Carl Dale for fine tuning and final draft. <br />In connection with our work on the Zoning Ordinance we discussed the concept <br />of "certificate of compliance" since it appeared in many places in Carl <br />Dale's draft ordinance. The Commission's collective thinking was that a <br />certificate of compliance ought to be a post construction written acknowledge- <br />ment of the fact that the construction conforms to the plans as approved. <br />We felt that the cost for a certificate of compliance ought to be part of <br />the fee for the building permit. It was our thinking that. the issuance of <br />the building permit would be the acknowledgement on the part of the City that <br />the plans conforms to Zoning, Building Code, and other applicable require- <br />ments. Then the inspection performed after construction is completed by the <br />Building Inspector, the results of which are noted on the Building Permit <br />Form itself, would constitute the certificate of compliance at no additional <br />charge. <br />During the meeting discussion was had and an agreement was reached on the <br />following sub-sections of "R-1": Fences, Encroachments, Signs, Permissive <br />Accessory Uses, Certian Modifications to Conditional Uses, and Off Street <br />Parking.. <br />Al Stefanson passed out a hand-out for the purpose of initiating discussion <br />on a proposed "R-2" and "R-3" Section for next meeting. He also requested <br />that each Commission Member review Article 6 of Carl Dale's proposed ordi- <br />nance prior to next meeting.
