MINUTES <br />PLANNING COMMISSION MINUTES <br />AUGUST 10, 1981 <br />The meeting was called to order by Chairman Stefanson at 7:00 p.m. Other <br />commission members present were Blomberg, Olson, Wallin, Nilsen, Waldo and <br />Mead. Members .absent were Labalestra and Bourquin. Also present was Council <br />Liaison Larson. <br />The first item of business. was the application of John Walsch, 1915 Arona, for <br />a conditional use permit to allow the construction of an 8' x 8' x.'7'utility <br />shed within the northwest portion of the fenced area in his rear yard presently <br />enclosing his swimming pool. The purpose of the shed is to store pool equip- <br />ment. Upon motion by Nilsen and second by Olson, the Commission unanimously <br />recommended that the City Council approve the application. <br />The variance request by Paul J. Baehr, 1746 N. Holton, was not acted upon for <br />several reasons. First, the request was untimely submitted for agenda purposes. <br />Second, Baehr did not make an appearance to clarify or support his request. <br />Lastly, it appears that Baehr is of the mistaken belief that he owns the vacated <br />walkway in severalty The City Attorney, through Sandy Larson, advises that <br />Baehr is merely an owner in common with the other property owners abutting <br />the vacated area. As such, Baehr is not entitled to exclusinve use in absence <br />of quit claim deeds to him of the interests of the other tenants in common. <br />The last item of business was continued work on the zoning ordinance by dis- <br />cussing refinements of the residential zones and the approach to be taken to <br />begin work on the business zones. It was generally agreed to try to write <br />the language for the Central Business District (CBD) first. It became apparent <br />• that some decisions about the other business zones would have to be made before <br />the CBD could be written since the CBD language will be incorporating by refer- <br />ence the permitted and conditional uses of the business zones. Nevertheless, <br />upon motion by Olson, seconded by Nilsen, the Commission unanimously recommended <br />that the Council take the lead in conforming the currently unsightly appearing <br />liquor store property to the spirit and intent of the recently proposed Compre- <br />hensive Plan. <br />Upon continued discussion, it was generally agreed that the Commission had <br />reached the point with its work on the zoning ordinance where a meeting with <br />Carl Dale would be helpful. It was agreed that his attendance at the September <br />14 Planning Commission Meeting should be requested. Stefanson will send Carl <br />Dale the material drafted on the Residential Zones produced to date. <br />There being no further business, the meeting was adjourned at 8:52 p.m. <br />Respectfully Submitted, <br />J y W lin, Secretary <br />sgc <br />• <br />
