• <br />MINUTES <br />SPECIAL PLANNING COMMISSION MEETING <br />OCTOBER 25, 1982 <br />The Planning Commission meeting was called to order at 7:55 P.M. <br />by Chairman Al Stefanson. <br />Stefanson, Olson, Wallin, Blomberg and Nilsen. Also present was 'PRESENT <br />Councilmember Larson. <br />Waldo, Bourquin, Chenoweth and Mead. <br />ABSENT <br />Harold Nilsen read a letter from Baker Associates, Inc. dated October FLONER CITY <br />14, 1982, regarding the use of the Larpenteur right-of-way, the Snelling REBUILDING <br />Avenue Service Road and Plan Revisions. Marshall Levin pointed out <br />that the traffic counts were down on Larpenteur Avenue. The parking <br />issue was discussed and it was felt that private property should not be <br />condemned for the gain of any business. <br />Chairman Stefanson presented specifications requested by the Fire Chief. <br />Mr. Levin stated he would have no difficulty with the specifications if <br />they were necessary to follow building code requirements. Mr. Levin will <br />meet with the building inspector to discuss building code requirements. <br />• Jerry Wallin stated not only does the present plan for rebuilding Flower <br />City not meet the existing ordinance but does not comply with the Central <br />Business District long range concept of the Comprehensive Plan. Variances <br />are being requested but they are not giving anything in return to the City. <br />Too many departures are being requested from the zoning ordinance. He <br />felt that Flower City should be made to conform with long range zoning <br />ordinances. <br />Chairman Al Stefanson spoke in favor of the layout since more parking <br />spaces have been provided for, the frontage of the other buildings <br />improved and he would like to see vast changes in compliance with the <br />Comprehensive Plan but sees Flower City as a successful business and <br />an asset to the City. Erma Olson shared his feelings. <br />Harold Nilsen stated that if additional parking were needed, the Flameburger <br />could be closed and used for additional parking. Councilmember Larson was <br />in disagreement with the closing of a business for extending parking. <br />Bob Blomberg felt that Flower City was a viable business and should be <br />allowed to rebuild and the present plans should be approved. <br />Jerry Wallin stated he could approve the present plans if the parking in the <br />front of the building were eliminated which would be more in line with <br />Carl Dale's plan showing buffering along Larpenteur Avenue. <br />• <br />
