MINUTES <br />• <br />• <br />PLANNING COMMISSION MEETING <br />March 5, 198l~ <br />Chairman A7 Stefanson called the Meeting of the Planning Commission to <br />order at 7:30 P.M. <br />Stefanson, Olson, Wallin, slack, Trent-Sullivan, Nilsen, and Grittner. <br />Also present was Council Liaison Chestovich. <br />Chairman Stefanson welcomed the new members Debra Trent-Sullivan and David <br />Black. <br />Harold Nilsen moved, seconded by Don Grittner, that the Minutes of <br />January ~, 198t~ be approved as presented. Motion carried unanimously. <br />Robert R. Eha, 1865 Simpson, presented a variance request to locate a <br />garage two feet from the property line. He presented a petition from <br />one neighbor not objecting to the placement of the garage and one <br />neighbor who voiced concern regarding the following: (1) drainage <br />into a culvert located at or near the property line, (2) effect on <br />insurance rates due to cbse proximity of the two garages, (3) space <br />between driveways £or snow reunoval, and (l~) the effect on the Northern <br />States power utility easement. After considerable discussion, Jerry <br />Wallin moved, seconded by Erma Olson, that action on the variance request <br />be postponed until the April Planning Commission meeting to allow the <br />applicant time to obtain additional information regarding property lines <br />and street right-of-ways so that the Planning Commission could make an <br />informed decision. Motion approval unanimously. <br />Chairman Stefanson informed the Planning Commission that a letter had <br />been received dated March 1 from Thomas R. Nutting, Independent <br />Consulting Services, Inc. indicating no further interest in construction <br />of housing for the elderly and handicapped on property located north <br />of City Hall (the Hawkins Estate). <br />After a discussion on how Bullseye Golf was proceeding with their plans <br />For construction on the northeast quadrant of Snelling/Larpenteur and <br />due to the fact that no new information has been received by the City <br />in the form of a request to appear before the Planning Commission or <br />the City Council, Jerry Wallin moved, seconded by firma Olson, that the <br />City Council adopt a Resolution that a developer seeking to use tax <br />increment financing on the northeast quadrant be contingent upon a <br />proposal for development by (specified date). Upon a vote <br />being taken, the Planning Commission voted unanimously in favor of the <br />motion. Harold Nilsen felt that any development proposal should allow <br />for pedestrian move:aent. Erma Olson suggested that the Metro Council <br />Local Planning Assistance be contacted, which would provide free planning <br />assistance for the northeast quadrant.
