• <br />• <br />• <br />MINUTES <br />REGULAR MEETING <br />PLANNING COMr4ISSI0N <br />SEPTEMBER 15, 1986 <br />The Planning Commission was called to order at 7:35 P.M. by Chairman Black. <br />Black, Grittner, Nestingen, Northrop, Boche, Finegan, Mead and Daykin. <br />Duncan. <br />Boche moved, seconded by Finegan, to approve the August 4, 1986 Planning <br />Commission Minutes as presented. Motion carried unanimously. <br />Patricia Zappa, 1853 Simpson, requested a variance to construct a driveway to <br />come within one (1) foot of the property line. Mr. Zappa explained that the <br />extra driveway width is needed for parking three cars. He presented a letter <br />from his neighbor at 1847 Simpson, Carol J. Slavick, expressing no objection <br />and advised that snow removal had been discussed. Finegan moved, seconded <br />by r4ead, to approve the variance request to Mr. and Mrs. Zappa to construct <br />a driveway to within one foot of the property line. Motion carried <br />unanimously. <br />CALL TO <br />ORDER <br />PRESENT <br />ABSENT <br />8/4/86 <br />MINUTES <br />APPROVED <br />VARIANCE <br />REQUEST FOR <br />PATRICIA <br />ZAPPA, 1853 <br />SIMPSON, <br />APPROVED <br />Irene M. MacGregor, 1795 North Fairview, presented a subdivision request <br />to sell 202 feet to create a new lot--such lot to be purchased by David and SUBDIVISION <br />Virginia Price who plan to build a single family dwelling. Ms. MacGregor REQUEST FROM <br />is planning for the allowance of 55 feet for the construction of a cul-de-sac MRS. IRENE <br />leaving the lot size to be 147 feet by 96.38 feet or 14,147.86 feet. She MAC GREGOR <br />advised that the lot had been previously located in a "no-build" zone but due AND SPING <br />to storm sewer extensions the land had been taken out of that area. Discussions AND YING- <br />concerning the issue were held with the City Engineer and City Staff. In order NGOH LIN <br />to make the lot buildable the lot will have to be filled and the drainage issue APPROVED <br />addressed. Discussion ensued regarding the one foot easement and who was the <br />owner of that easement. City Staff and Mrs. MacGregor are in the process of <br />resolving the issue. Grittner questioned who would be building the street <br />and paying for it to which Mrs. MacGregor advised that the City of Falcon <br />Heights has pre-determined what the assessments would be and each property owner <br />concerned would be assessed for the street extension. After further discussion, <br />Grittner moved, seconded by Boche to approve the subdivision request as <br />proposed by Irene M. MacGregor, 1795 North Fairview and another subdivision <br />request as proposed by Sping and Ying-Ngoh T. Lin, 1785 North Fairview (neighbors <br />to the south). Finegan proposed a friendly amendment as follows: (1) the <br />Lin property subdivision will be in line with the boundary consistent with <br />that of the MacGregor property, (2) improvements (street and utility) should <br />be arranged through the city and assessed against the benefitted property owners, <br />and (3) drainage should adequately be provided for. Grittner and Boche accepted <br />the friendly amendment and upon a vote being taken, the following voted in <br />favor thereof: Black, Grittner, Northrop, Boche, Finegan, Mead and Daykin <br />and the following voted against the same: Nestingen. Motion carried. <br />Rebecca Bierbaum, 1745 Simpson, requested a variance to construct a driveway <br />to within two (2) feet of the lot line. Mr. Bierbaum presented a letter from <br />his neighbor, Norm Sainty, 1755 Simpson, who voiced no objection. He also <br />advised he needs a wider driveway for parking and keeping his cars off the <br />VARIANCE <br />REQUEST FROM <br />REBECCA <br />BIERBAUM, <br />1745 SIMPSON <br />APPROVED <br />
