• <br />• <br />• <br />MINUTES <br />PLANNING COMP3ISSION P•~ETING <br />JULY 6, 1987 <br />The Planning Commission meeting was called to order at 7:30 P.M. by <br />Chairman Black. <br />Northrop, Grittner, Black, Finegan, Mead and Daykin. Also present was <br />Council Liaison Wallin... <br />Boche, Duncan, and Nestingen. <br />Mead moved, seconded by Daykin, to approve the June 1, 1987 Minutes as <br />presented. Motion carried unanimously. <br />Kenneth Moser, 1883 North Hamline, in a June 29, 1987 letter to the <br />Clerk Administrator (a copy of which is on file) requested that the <br />Planning Commission review City Ordinance 9-2.06 allowing the construction <br />of a fence 36 inches in height in front yards of homes. Mr. Moser is of <br />the opinion that fences should not be allowed in front yards because they <br />are unsightly and greatly diminish .the aesthetics of a neighborhood. <br />Currently, there arafew fences presently located in Falcon Heights. A <br />neighbor at 1877 North Hamline is suggesting he may construct such a fence <br />and he as well as his neighbors object to such construction. <br />PRESENT <br />ABSENT <br />JUNE 1, 1987 <br />MINUTES <br />APPROVED <br />KENNETH <br />MOSER, <br />1853 NORTH <br />HAMLINE, <br />FRONT YARD <br />FENCE <br />CONSTRUCTION <br />Daykin stated that she would not be in favor of front yard fence construction <br />in her neighborhood and suggested changing the ordinance that front yard DAYKIN/ <br />fence construction need a variance. Northrop advised that there are several NORTHROP/ <br />front yard fences in her neighborhood and found them to be attractive. GRITTNER/ <br />Grittner and Black agreed that the city should have control over the construction <br />of front yard fences and such fences should have some visability quotient. BLACK <br />Black. suggested other communities be contacted to determine what control they <br />have over front yard fence construction. <br />After further discussion regarding degree of visibility, Grittner moved, seconded <br />by Finegan, recommending review of existing code dealing with front yard fences <br />with regarding to dictating degree of visibility through the fence, i.e. not less <br />than 60 percent, in residential districts. Motion carried unanimously. <br />Lucille. Marshall, 1391 West Iowa, requested a variance to construct a garage LUCILLE <br />approximately three feet from the alley. Ms. Marshall indicated that they MARSHALL, <br />need extra garage space-for a second car. The proposed garage will be 14 feet 1391 WEST <br />by 20 feet. She does not wish to remove the existing attached garage as she IOWA <br />had her home resided and reroofed. A letter voicing no objections from neighbors <br />was presented. <br />After a discussion regarding the amount of green space that would be left on the <br />lot, Finegan moved, seconded by Daykin, to approve the variance request. Motion VARIANCE <br />carried unanimously. APPROVED <br />Jack Klepp, Vice-President of Stratford Investments requested approval of his <br />platting request for Stratford Professional Office Park (located north of City <br />Hall) and explained the platting request.
